That Council:

 

1.            Declare the properties known municipally as 3372, 3394, 3402, 3422, 3432, 3442, 3452, 3381, 3646, 4530, 4554, 4564, 4818, 4824, 3983 and 4532 Innes Road and that part of the road allowance between Concessions 9 and 10, geographic Township of Cumberland, designated as Parts 3 and 4, Plan 4R-13269, in the City of Ottawa and shown hatched on the attached sketches indicated as Annex “A-1” to “A-17”, as surplus to the City’s needs;    

 

2.            Authorize the sale of the properties identified in Recommendation 1, pursuant to the City’s Disposal Policy.

BACKGROUND

 

The properties identified in recommendation 1 as 3372, 3394, 3402, 3422, 3432, 3442, 3452, 3381, 3646, 4530, 4554, 4564, 4818, 4824, 3983 and 4532 Innes Road were acquired in their entirety, in connection with the Innes Road Reconstruction Project between Orleans Boulevard and Frank Kenny Road.  Portions of these properties shown hatched on the attached sketch plans, identified as Annex “A1” to “A16”, are surplus to the requirements of the project and are detailed below.

 

The road allowance identified in recommendation 1, is located between Concessions 9 and 10, geographic Township of Cumberland and described as being Parts 3 and 4, Plan 4R-13269.  The former Township of Cumberland closed the road allowance with By-law 5-96.  The size and particulars of the closed road are detailed below and the property is shown hatched on Annex “A-17” attached.

 

3372 Innes Road:

 

The subject property is a vacant parcel of land zoned Rs1 – Residential, having an area of 1166.2 m2 (12,553 sq. ft).  The property is legally described as Part of Lot 6, Concession 3, O.F., geographic Township of Gloucester and is shown hatched on the attached sketch marked Annex “A-1”.

 

3394 Innes Road:

 

The subject property is a vacant parcel of land zoned Rs1 – Residential, having an area of 1119.1 m2 (12,046 sq. ft).  The property is legally described as Part of Lot 6, Concession 3, O.F., geographic Township of Gloucester and is shown hatched on the attached sketch marked Annex “A-2”.

 

3402 Innes Road:

 

The subject property is a vacant parcel of land zoned Rs1 – Residential, having an area of 1101.1 m2 (11,852 sq. ft).  The property is legally described as Part of Lot 6, Concession 3, O.F., geographic Township of Gloucester and is shown hatched on the attached sketch marked Annex “A-3”.

 


3422 Innes Road:

 

The subject property is a vacant parcel of land zoned Rs1 – Residential, having an area of 1064.2 m2 (11,455 sq. ft).  The property is legally described as Part of Lot 6, Concession 3, O.F., geographic Township of Gloucester and is shown hatched on the attached sketch marked Annex “A-4”.

 

3432 Innes Road:

 

The subject property is a vacant parcel of land zoned Rs1 – Residential, having an area of 1054.3 m2 (11,349 sq. ft).  The property is legally described as Part of Lot 6, Concession 3, O.F., geographic Township of Gloucester and is shown hatched on the attached sketch marked Annex “A-5”.

 

3442 Innes Road:

 

The subject property is a vacant parcel of land zoned Rs1 – Residential, having an area of 1053.4 m2 (11,339 sq. ft).  The property is legally described as Part of Lot 6, Concession 3, O.F., geographic Township of Gloucester and is shown hatched on the attached sketch marked Annex “A-6”.

 

3452 Innes Road:

 

The subject property is a vacant parcel of land zoned Rs1 – Residential, having an area of 1052.0 m2 (11,324 sq. ft).  The property is legally described as Part of Lot 6, Concession 3, O.F., geographic Township of Gloucester and is shown hatched on the attached sketch marked Annex “A-7”.

 

3381 Innes Road:

 

The subject property is currently improved with a 6 unit converted dwelling zoned Ra1 – Low Density Apartment.  The building has been boarded up for a number of months and its condition has deteriorated.  The building is currently serviced by a private septic system.  There are no storm or sanitary sewers in the portion of Innes Road in this area.  Because of the condition of the building, the Innes Road Project contractor has been requested to demolish the structure.  The lot has an area of 1221.3 m2 (13,146 sq. ft).  The property is legally described as Part of Lot 6, Concession 2, O.F., geographic Township of Gloucester and is shown hatched on the attached sketch marked Annex “A-8”.

 

3646 Innes Road:

 

The subject property is currently improved with a vacant bungalow and a detached shed in an HMg Industrial General Holding Zone.  The lot has an area of 1164.7 m2 (12,537 sq. ft).  The property is legally described as Part of Lot 4, Concession 3, O.F., geographic Township of Gloucester and is shown hatched on the attached sketch marked Annex “A-9”.

 

 

 

4530 Innes Road:

 

The subject property is a vacant parcel of land zoned R1A (RAU)- X1 – Residential, having an area of 1114.6 m2 (13,957sq. ft).  The property is legally described as Part of Lot 1, Concession 10, geographic Township of Cumberland and is shown hatched on the attached sketch marked Annex “A-10”.

 

4554 Innes Road:

 

The subject property is a vacant parcel of land zoned R1A (RAU) – X1 – Residential, having an area of 1075.1 m2 (11,573 sq. ft).  The property is legally described as Part of Lot 1, Concession 10, geographic Township of Cumberland and is shown hatched on the attached sketch marked Annex “A-11”.

 

4564 Innes Road:

 

The subject property is a vacant parcel of land zoned R1A (RAU) – X1 – Residential, having an area of 1093.0 m2 (11,565 sq. ft).  The property is legally described as Part of Lot 1, Concession 10, geographic Township of Cumberland and is shown hatched on the attached sketch marked Annex “A-12”.

 

4818 Innes Road:

 

The subject property is a vacant parcel of land having an area of 1203.1 m2 (12,950 sq. ft), with a zoning of D-R – Residential (“D” requires re-zoning to develop this property).  The property is legally described as Part of Lot 1, Concession 10, geographic Township of Cumberland and is shown hatched on the attached sketch marked Annex “A-13”.

 

4824 Innes Road:

 

The subject property is a vacant parcel of land having an area of 1199.8 m2 (12,915 sq. ft), with a zoning of D-R – Residential (“D” requires re-zoning to develop this property).  The property is legally described as Part of Lot 1, Concession 10, geographic Township of Cumberland and is shown hatched on the attached sketch marked Annex “A-14”.

 

3983 Innes Road:

 

The subject property is currently improved with a high-ranch bungalow that has been used as a site office for the Innes Road Reconstruction Project. The property will be demolished when vacated by the contractor and the land will be sold as building lots fronting on Tooney Drive.  The property is zoned Rs1 (T1) – Residential, having an area of 1296.6 m2 (13,957sq. ft) and is legally described as Part of Lot 1, Concession 2, O.F., geographic Township of Gloucester and is shown hatched on the attached sketch marked Annex “A-15”.


 

4532 Innes Road:

 

The subject property is a vacant parcel of land zoned R1A (RAU) – X1 – Residential, having an area of 1122.7 m2 (12,085 sq. ft).  The property is legally described as Part of Lot 1, Concession 10, geographic Township of Cumberland and is shown hatched on the attached sketch marked Annex “A-16”.

 

Closed Road Allowance:

 

The closed road allowance is a vacant parcel of land zoned D-R – Residential (“D” requires re-zoning to develop this property) and R3-X5 having an area of 744.0 m2 (8,009 sq. ft).  The property is legally described as being a road allowance between Concession 9 and 10, geographic Township of Cumberland and is shown hatched on the attached sketch marked Annex “A-17”.

 

DISCUSSION

 

City Council, on 8 January 2003, approved the Innes Road Reconstruction Project between Orleans Boulevard and Frank Kenny Road.  The Project was partially funded by the Federal and Provincial Governments.  It was necessary to purchase several properties where the buildings were within the alignment for the new road.  A decision was also made to purchase entire properties where the building was in close proximity to the new alignment, in order to alleviate any hardship the City’s Project would have on property owners and also to expedite the Project. This decision was deemed to be in the best interest of the City, as owners were more open to outright purchase, rather than have their homes fronting on or close to a busy highway and the cost could be offset by the sale of the residual lands.

 

One property has been identified as a possible site for a group home required by the Province, to facilitate the closing of the Rideau Regional Institute.  Over the next few months, the properties will be offered for sale to the general public, through advertisement and the City’s Web Site, in accordance with the City’s Disposal Policy.

 

In order to alleviate the necessity to forward a report to Council with each individual sale, which could cause a purchaser unnecessary delay in obtaining a building permit, declaring the properties surplus will allow for the closing of transactions sooner.

 

Acceptable offers will be submitted to the appropriate Delegated signing authority for approval. 

 

CONSULTATION

 

In accordance with policies approved by City Council on 14 November 2001, the availability of the property is being circulated to all City Departments, including the Housing Branch, Public Works and Services and Planning and Growth Management, to determine if the parcel should be retained for a City mandated program.  The Environmental Management Group of the Planning and Growth Management Department was consulted with respect to the Greenspace Master Plan and their comments are indicated under the Environmental Implications section of this report.

The Ward Councillors have been made aware of the intent to dispose of the subject property through circulation.

 

With respect to the closed road allowance shown on the attached sketch indicated as Annex “A-17”, circulation comments have not been received at the time of writing this report, however any objections to the disposal of this property received through the circulation process, will be reported to Corporate Services and Economic Development Committee when this report is considered.

 

ENVIRONMENTAL IMPLICATIONS

 

The subject properties consist of residential properties that were acquired for the Innes Road widening.  There are no natural features associated with the properties and no environmental implications associated with the disposals.

 

HOUSING FIRST POLICY

 

The Official Plan policy directs that the City make land available for affordable housing and give priority for the sale or lease of surplus City-owned property for this purpose. 

 

The Housing First Policy approved by Council on 13 July 2005, establishes priority consideration to the Housing Branch, in the identification of potentially surplus City-owned property, to be used in achieving the City’s affordable housing program targets.  The policy also requires that the Official Plan target of 25% affordable housing, be met on any City-owned property sold for residential development.   Where viable, residential properties are disposed of without a condition requiring an affordable housing component, 25% of the proceeds from the sale are to be credited to a housing fund, to be used for the development of affordable housing elsewhere in the City.

 

The majority of the properties are zoned residential.  As the Project was funded by the three levels of government, with the understanding that the Project account would be credited with any revenue generated by the sale of any residual lands, Housing has advised that they will not request that any of the properties be held for their purpose in achieving the City’s affordable housing program targets. 

 

One of the properties is however being held for a possible group home, required as part of the Provincial relocation of residents in the Rideau Regional Institute and will be conveyed to the Province at market value.

 

FINANCIAL IMPLICATIONS

 

Revenue from the sales, less costs will be credited to a Public Works and Services Account  #900428-509752, Innes Road (Hwy 417 to Blair and Orleans to Frank Kenny).
