COMMITTEE RECOMMENDATIONS

 

That Council approve:

 

1.                  That City staff assist National Capital Commission staff to manage their parking on Vimy Place, the private road directly in front of the Canadian War Museum.

 

2.                  That the Director, Traffic and Parking Operations Branch, be given the authority to enter into an agreement with the National Capital Commission to undertake this action.

BACKGROUND

 

The National Capital Commission (NCC) approached the City of Ottawa in April 2006 requesting that we work with them to improve the management of the surface parking spaces on Vimy Place.  There are approximately 30 parking spaces on this section of private roadway in front of the Canadian War Museum, and at the present time the parking spaces are controlled by signs only.  To better manage these spaces, the NCC has requested that the City of Ottawa install parking meters.

 

In consultation with the NCC, City of Ottawa staff will implement the following Parking Management measures on Vimy Place:

 

1.      The City will supply, install, maintain, collect and process, and manage approximately 30 Paid Parking Spaces through the installation of parking meters.  This will be short-term parking (2-hour) to complement the Museum's long-term indoor parking.

2.      As one of the purposes of the parking spaces on Vimy Place is to support event use, the NCC may reserve spaces for event use at no cost, via the City’s existing Meter Hooding Program.

3.      To simplify the process of any complaints or comments, the standard City process for any complaints or comments regarding the parking meters would be used.

4.      All revenue collected within the first year would be retained by the City of Ottawa and will cover costs associated with supply, installation, collection and maintenance of these meters.

5.      After the first year and based on the financial records of the revenue collected and the operation and maintenance costs associated with the parking meters, a revenue sharing arrangement will be considered between the NCC and the City of Ottawa.

6.      With respect to the enforcement aspect of the parking regulations, and although there are jurisdictional issues to be addressed, the NCC has been made of aware of its options which may include the use of City staff, a private firm (security company) or the deputization of its own staff.

 

 


DISCUSSION

 

City of Ottawa Parking Operations and Development staff have met with representatives of the Canadian War Museum on several occasions to establish the appropriate management of the parking spaces along Vimy Place in front of the Canadian War Museum.

 

 

CONSULTATION

 

Discussions have taken place between Traffic and Parking Operations staff and the Ward Councillor, who concurs with City staff entering into an agreement with the NCC to manage parking on Vimy Place.

 

 

TRANSPORTATION MASTER PLAN

 

As per Chapter 10 – Parking – of the Transportation Master Plan, the installation of parking meters with a 2-hour time limit along this private roadway will discourage long-term staff parking and encourage short-term parking for visitors to the Museum.

 

 

FINANCIAL IMPLICATIONS

 

The supply of 30 parking meters will be sourced from current stock of equipment on hand.  The meters and posts in stock that will be used in this instance were removed from locations where Pay & Display Units have since been installed.  The estimated value of the parking equipment to be installed at the proposed Vimy location is valued at approximately $30,000.  The City will recoup the cost of initial meter stock value and installation, ongoing collection and routine maintenance expenditures through the anticipated revenue collected within the first year. 

 

The agreement for the first year is that the City of Ottawa will retain all revenue and following an assessment by the City and the NCC, a revenue sharing plan will be developed.

 

 

DISPOSITION

 

Upon approval by the Transportation Committee approval and City Council, Traffic and Parking Operations Branch staff will work with the NCC to finalize an agreement to be executed by the Director, Traffic and Parking Operations Branch.
