BACKGROUND

 

The subject property, municipally known as 5303 Canotek Road, contains a small commercial plaza and is located at the northeast intersection of Canotek Road and Shefford Road in the Canotek Business Park in the former City of Gloucester.

 

 

Existing Zoning

 

The property is zoned Commercial Neighbourhood (Cn), which allows uses such as medical office, day nursery, personal service business, restaurant and retail business.

 

Proposed Zoning

 

The purpose of the Zoning By-Law amendment is to change the zoning from Commercial Neighbourhood (Cn) to Commercial Neighbourhood with an Exception (Cn - X) to allow the operation of a dog daycare centre which will include dog obedience training and dog hydrotherapy.

 

 

DISCUSSION

 

City Council Approved Official Plan 

 

The subject land is designated Employment Area in the City Council Approved Official Plan.  The primary land uses identified within this designation are industrial and employment generating uses.  The type of commercial uses that are permitted in these areas are uses that are intended to meet the daily needs of employees and clients and reduce their need to travel outside the area.

 

Former Regional Official Plan

 

The subject land is designated Business Park in the Former Regional Official Plan.  This designation includes industrial and business parks, research parks, warehousing and manufacturing areas, and other related non-residential uses such as retail, office, small-scale institutional and recreation uses.

 

Former City of Gloucester Official Plan

 

The subject land is designated Industrial in the Former City of Gloucester Official Plan.  This designation is to provide for the establishment of industrial parks and districts throughout the community and so promote balanced development by providing local employment opportunities, and reducing demands on the transportation network.  Uses permitted within this designation may include material processing, fabrication, storage and transport as well as accessory recreational, open space, commercial, office and community uses.

 

Details of Proposed Zoning

 

The subject amendment is consistent with the intent of the City Council Approved Official Plan, which permits commercial uses intended to meet the daily needs of employees and clients and reduce their need to travel outside the area.


 

 

The nature of the proposed use, although intended for domestic animal treatments, is consistent with uses such as medical clinic, day nursery and personal service, which are permitted under the existing zoning.  All of the activities related to the proposed use will be conducted within the building and no noise issues are anticipated which is often the case with kennel operations.

 

 

CONSULTATION

 

Notice of this application was carried out in accordance with the City's Public Notification and Consultation Policy.  The Ward Councillor is aware of this application and the staff recommendation.  The City did not receive any negative comments or opposition to this application.
