BACKGROUND
On July 28, 2005 the Committee of Adjustment approved an application for consent to create two parcels of land in order to create a new residential lot which will be municipally addressed as 1442 Manotick Station Road, as well as convey a portion of the retained lands (6116 Gough Road) to the abutting landowners to the west, known municipally as 6100 Gough Road. The purpose of this Zoning By-law amendment is to meet a condition of approval imposed by the Committee of Adjustment requiring that the severed and retained lands be rezoned. The property at 6100 Gough Road and Part of 6116 Gough Road (lot addition lands) will be rezoned to apply a minimum lot area requirement equivalent to the new lot area. The zoning for the remainder of 6116 Gough Road will be changed to a new exception zone to reflect the new lot area and a new Country Estate Zone - (CE) will be created for the new residential lot recently approved by the Committee of Adjustment. As the retained lands will only have frontage on Manotick Station Road, it will be municipally known as 1490 Manotick Station Road. The new residential lot will be known municipally as 1442 Manotick Station Road.
DISCUSSION
City Council Approved Official Plan
The subject site is designated as "General
Rural Area" and "Rural Natural Features" within the Council
Approved Official Plan. The Rural
Natural Features designation is located at the rear of the retained parcel.
Former Regional Official Plan
The subject site is designated as "General
Rural Area" on Schedule 'A', "Organic Soils" on Schedule 'G' and
"Environmental Feature" on schedule 'K' within the former Regional
Municipality of Ottawa-Carleton Official Plan.
Former Township of Osgoode Official Plan
The subject site is designated as
"Marginal Resource" and "Organic Soils" in the former
Township of Osgoode Official Plan. The
Environmental Protection Policies requires that development plans shall be
accompanied by sufficient soils and engineering information to indicate that
the site is suitable or can be made suitable for the development.
Details of Proposed Zoning
The proposed zoning for 6100 Gough Road and
Part of 6116 Gough Road is Country Estate Exception (XX) Zone - CE (XX)
increasing the minimum lot area requirement to 3 hectares instead of 0.8
hectares. The proposed zoning for Part
of 6116 Gough Road will be changed from Rural Exception Zone 175 - RU (175) to
a new exception zone to reduce the minimum lot area requirement from 17.3
hectares to 13 hectares and a Country Estate Zone - CE for the new residential
lot. The property at 6116 Gough Road will be municipally addressed as
1490 Manotick Station Road and the new residential lot will be municipally
addressed as 1442 Manotick Station Road.
This is in accordance with the review
undertaken as part of the application for consent to sever and convey lands
approved by the Committee of Adjustment, as recommended by staff. The approved consent to sever for
residential purpose and lot line adjustment comply with the policies of all
Official Plan's. Therefore, staff
recommends approval of this application.
CONSULTATION
Notice of this application was
carried out in accordance with the City’s Public Notification and Consultation
Policy. The Ward Councillor is aware of
this application and the staff recommendation.
The City did not receive any negative comments or opposition to this
application.
FINANCIAL IMPLICATIONS
This application was processed by the "On-Time
Decision Date" established for the processing of Zoning By-law Amendment
applications.

maintaining the Rural Exception Zone 175-RU[175] zone provisions however with a
minimum lot area requirement of 13 hectares.
2. changing the zoning for Part of 6116 Gough Road,
to be municipally addressed as 1442 Manotick Station Road, from Rural
Exception Zone 175 - RU[175] to a Country Estate Zone - CE.
3. changing the zoning for Part of 6116 Gough Road and 6100 Gough Road from a Rural Exception Zone 175-RU[175] and a Country Estate Zone - CE zone, respectively, to a Country Estate Exception Zone [XX] - CE[XX] to increase the minimum lot area requirement from 0.8 hectares to 3 hectares.
