COMMITTEE RECOMMENDATIONS

 

WHEREAS the City of Ottawa 20/20 Plan states that the City ''will actively search for opportunities to provide facilities and programs locally…''

 

WHEREAS the City of Ottawa October 2001 feasibility Study for a Multipurpose Sport Development and training Facility indicated that the City of Ottawa is experiencing ''increasing demands for sport, culture and other leisure facilities that support enhanced skill development… '';

 

WHEREAS there is a shortage of and increasing demand for recreational and cultural facilities in Orléans;

 

WHEREAS the Academic Athletic Community Partnership (AACP), as a non-profit corporation, has developed an innovative concept that would combine a high school with a multi purpose, integrated sports facility containing ice rinks, gymnasium, outdoor soccer and track facilities in Orléans;

 

WHEREAS the AACP has received official endorsements from the Canadian Olympic Committee, Hockey Canada, the Coaching Association of Canada, and Inter-University Sport, among others;

 

WHEREAS the City of Ottawa has already committed $800,000 ($400,000 of which would be recovered through fees charged to users) to purchase rental times for the Gymnasium and ice pads to assist the AACP in their business case (correspondence from the Director of Parks and Recreation attached);

 

BE IT RESOLVED THAT Council endorse the AACP initiative as a Sports facility priority for Orléans;

 

BE IT FURTHER RESOLVED THAT conditional on the AACP obtaining official support from the Ottawa Carleton District School Board (OCDSB) and securing the necessary funding of $48 million from Private sponsors, the Provincial and Federal Governments, that Council instruct City staff to begin negotiations towards a draft purchase of service agreement with the AACP to confirm the $800,000 worth of rental time for the complex.

ATTENDU QUE le Plan Ottawa 20/20 stipule que la Ville s’engage à chercher activement des possibilités d’offrir des installations et des programmes localement;

 

ATTENDU QUE l’étude de faisabilité réalisée en octobre 2001 par la Ville d’Ottawa pour l’aménagement d’une installation polyvalente de développement du sport et d’entraînement révèle que la ville d’Ottawa connaît une demande croissante d’installations sportives, culturelles et récréatives pouvant aider à l’amélioration des compétences;

 

ATTENDU QUE les installations consacrées à la culture et aux loisirs sont insuffisantes à Orléans et que la demande à leur égard augmente;

 

ATTENDU QUE l’Academic Athletic Community Partnership (AACP), en tant qu’organisme sans but lucratif, a élaboré un concept novateur qui combinerait une école secondaire d’Orléans à une installation sportive polyvalente et intégrée qui comprendrait des patinoires et un gymnase ainsi qu’un terrain de soccer et une piste d’athlétisme extérieurs;

 

ATTENDU QUE l’AACP a reçu notamment l’appui officiel du Comité olympique canadien, de l’Association canadienne de hockey, de l’Association canadienne des entraîneurs et de Sport interuniversitaire canadien;

 

ATTENDU QUE la Ville d’Ottawa s’est déjà engagée à verser 800 000 $ (dont 400 000 $ seront recouvrés à partir des frais payés par les utilisateurs) pour réserver des heures au gymnase et dans les patinoires afin de soutenir l’AACP dans son analyse de rentabilité (voir le message du directeur de Parcs et Loisirs ci-joint);

 

IL EST DÉCIDÉ QUE le Conseil approuve le projet de l’AACP à titre d’installation sportive prioritaire pour Orléans;

 

IL EST EN OUTRE DÉCIDÉ QUE, sous réserve de l’obtention, par l’AACP, de l’appui officiel de l’Ottawa Carleton District School Board (OCDSB) et des subventions nécessaires de 48 millions de dollars de partenaires du secteur privé et des gouvernements provincial et fédéral, que le Conseil charge le personnel de la Ville d’entamer des négociations en vue de l’établissement d’une entente préliminaire d'achat de services avec l’AACP pour confirmer la réservation d’heures au complexe d’une valeur de 800 000 $.

BACKGROUND

 

At the 4 April 2006 meeting of the Corporate Services and Economic Development Committee, Councillor Bloess submitted the aforementioned Notice of Motion, for consideration by the Committee at their next meeting.

 

 

CONSULTATION

 

In consultation with staff in Community and Protective Services, the following comments have been provided.:

 

This project was submitted to the City under the Public-Private Partnership – Ottawa Option process in 2003. Letters of support were provided to the Academic Athletic Community Partnership (AACP) in order to secure financial support from various levels of government. As indicated in the attached letter dated February 28th, 2005, the City committed to reviewing and evaluating the proposals once the outstanding items/information were provided.

 

As there appears to be a new concept plan and budget that would see the City contribution restricted to a purchase of service agreement, due diligence would see AACP submit to staff an updated proposal, with all previously identified missing information; (1) Letters of support from other levels of government on funding availability (2) Letter of support from the Ottawa Carleton District School Board (OCDSB), (3) Details and expectations of the City’s Purchase of Service and (4) other items previously identified such as the relevance of the 2001 Study for a Multipurpose Sport Development and Training facility, given the recent construction and operation of the Louis Riel Dome (Orleans).

 

Staff would be willing to accommodate this request.  It will result in a budget pressure in the year that the matching funding is secured and purchase of service agreements finalized.

 

 

FINANCIAL IMPLICATIONS

 

There are no financial implications associated with this motion.  Results of negotiations with AACP and any financial implications will be contained in a subsequent report to Committee & Council on the status of the AACP project.
