COMMITTEE RECOMMENDATIONS

 

That Council:

 

1.        Formally support the bid by the Ottawa District Hockey Association and its bid partners to host the 2009 World Junior Hockey Championship, scheduled for December 23, 2008 – January 5, 2009;

 

2.        Approve, subject to Ottawa winning the bid competition, funding support of up to $215,000 for costs related to the provision of police, paramedic, and OC Transpo services; and

 

3.        Direct the City Manager to finalize negotiations and conclude and execute all necessary agreements for the provision of the City’s funding support.

BACKGROUND

 

The annual International Ice Hockey Federation (IIHF) World Junior Hockey Championship captures the attention of the World by featuring the best under-20 hockey players on teams from 10 participating countries.  First established 30 years ago, the Championship has grown to the point where it now generates significant economic and tourism activity for the host community and extensive international exposure.

 

Hockey Canada, which was awarded the opportunity to host the 2009 Championship, has established the following timeline to select the Canadian host city:

 

          February 1, 2006      Deadline for Letter of Intent to submit bid

          March 31, 2006        Deadline for submission of bid to Hockey Canada

          April 2006                Bid presentations  to 2009 Site Selection Committee

          May 2006                 Selection of Host city by Hockey Canada Board of Directors,                                               subject to IIHF approval

 

On February 1, 2006, Hockey Canada announced that groups from seven cities had submitted a letter of intent to host the 2009 Championship - Calgary/Edmonton; London; Montréal; Ottawa; Quebec City; Saskatoon and Toronto.

 

The championships have been held in Canada seven times. Past Canadian host cities were Vancouver/Kamloops/Kelowna (2006), Halifax/Sydney (2003), Winnipeg (1999), Red Deer (1995), Saskatoon (1991), Hamilton (1996) and Montréal (1978).

 

The Ottawa District Hockey Association and its bid partners previously bid to host the 2006 WJHC, but were unsuccessful. The City of Ottawa was prepared to provide up to $210,000 in support (ACS2003-DEV-BUS-0015) to help stage the event.

 

The Ottawa District Hockey Association and its bid partners have indicated their intention to bid for the 2009 Championship and have approached the City for financial support.

 

 

DISCUSSION

 

Hosting the 2009 World Junior Hockey Championship will provide a range of economic and community benefits for the host city. This includes:

·       Significant economic impact on the local economy in excess of $40 million.  Local hotels, restaurants, transportation companies and retailers will directly benefit form the event during a usually slow time of the year.

·       Creation of a local legacy fund supporting the development of amateur hockey.

·       Substantial national and international media exposure, with projected total television viewership expected to exceed 16 million.

·       Enhanced reputation and ability to attract and host future world-class sporting and cultural events.

 

The 2006 Championship in Vancouver (December 26, 2005 – January 5, 2006) had a total  estimated economic activity in excess of $41 million for Vancouver and BC, with total attendance of 400,000, many of them visitors to the city.  The Vancouver event also generated a surplus in excess of $9 million, 100% of which was reinvested in the development of amateur hockey across Canada. A substantial portion of this surplus ($500,000+) was paid to the local amateur hockey association (the equivalent of the Ottawa District Hockey Association) to create a local legacy fund.

 

Hosting the 2009 Championship in Ottawa will also provide a significant local legacy fund.  This fund will be administered by the Host Organizing Committee, which will be comprised of representatives of the ODHA, Capital Sports, Ottawa 67s and key volunteers from the local community.  The legacy fund is expected to exceed $500,000, and will be used for the development of amateur hockey in and around Ottawa.  Potential intiatives may include some or all of the following:

 

·       renovations to arena(s) to provide for more efficient use of ice by minor hockey users;

·       renovations to arena(s) to assist in the development, training and/or efficiency of coaches;

·       establishment of self funding programs to provide for enhanced skill development or enhanced training of minor hockey players;

·       establishment of an endowment fund or bursary for college/university scholarships for minor hockey players; and/or

·       establishment of an endowment fund or program to assist with providing skates and other equipment to under privileged and disadvantaged youths.

 

Hosting the Championship will also reinforce Ottawa's image as 'Hockey Country'. Canada's Capital Region is home to the Ottawa Senators, Ottawa 67's and Gatineau Olympiques and all three teams play regularly to sellout crowds.

 

Given its prestige as an international sporting event, the Championship will also provide Ottawa with significant international media exposure, and an opportunity to showcase Ottawa to the world.  TSN viewing audiences have topped 3.5 million for a single game in the tournament. In 2009, TSN will broadcast a minimum of 10 games with a total expected audience in excess of 16 million. 

 

Over the past several years, the City has contributed to the success of a variety of major national and international events held, or to be held, in Ottawa. This includes the FIFA U-20 World Cup Canada Soccer Championship (Summer 2007), Ontario Summer Games (Summer 2006), the 2004 Grey Cup, the 2003 Juno Awards, and the Jeux de la Francophonie. Collectively, these events have generated significant exposure and economic benefits for the City of Ottawa and have helped to reinforce our City’s vibrant and dynamic image.  Support for this bid is also directly aligned with the mandate of TEAM Ottawa-Gatineau,  which seeks to proactively target and support the attraction, hosting and development of major cultural, sport, and business events in the City.

 

The City of Ottawa’s partnership contribution is consistent with the support provided to other major events as referenced above. The City will provide funding support to a maximum of $215,000, based on the cost estimate to provide police, paramedic and OC Transpo services to the Civic Centre and ScotiaBank Place facilities during the championship.  The City will provide Lansdowne Park and its associated facilities on a rental basis consistent with current business practices.  It should be emphasized that this support will only be required if Ottawa is selected as the successful host City.  This decision is expected in May 2006.

 

Normally during this time period, the major activity at Lansdowne Park is the operations of the major tenant – the Ottawa 67’s Hockey Club. The Ottawa 67’s will reschedule all home games that conflict with the Championship, thereby resulting in no loss of revenue for the city.

 

 

CONSULTATION

 

Consultations and negotiations have been undertaken with members of the bid partners in the preparation of this report.     

 

 

FINANCIAL IMPLICATIONS

 

Funds for the 2009 World Junior Hockey Championship are available in the 2006 Capital Budget, Order No. 903365, Economic Development Implementation (reference page 327).
