BACKGROUND
This application affects a portion of land located
north of Notre Dame Street and close to the intersection of Orleans Boulevard
and St. Joseph Boulevard. The site is
22.95 metres wide with a depth of 12.89 metres and an area of 315.10 square metres
and is the northern portion of 6873 Notre Dame Street. The site is part of the residential backyard
for 6873 Notre Dame Street that the Owners would like to convey to the
commercial landowner abutting on the northwest. This Zoning By-law amendment application has been made to fulfill
a severance condition relating to a lot line adjustment.
With this Zoning By-law amendment, the abutting landowner to the
northwest will consolidate this site with 2396
St. Joseph Boulevard and extend the current commercial use at that
location.
DISCUSSION
The site is designated “General Urban Area” in
the City Council Approved Official Plan and "General Urban Area" in
the former Regional Official Plan. This
designation promotes the development of a full range and choice of housing types
to meet the needs of all ages, incomes and life circumstances, in combination
with conveniently located employment, service, cultural, leisure, entertainment
and institutional uses. It further
promotes mixed-use communities that are diverse and adaptable to changing
needs. The primary land use in this
designation is intended to be residential, however other ancillary commercial
and institutional uses may also be permitted subject to criteria.
The former City of Gloucester Official Plan designates the site and its
corresponding subject property as
“Residential”. The “Residential”
designation promotes a full range of housing types and densities.
The former Gloucester Official Plan designates the St. Joseph Boulevard
lands north of the subject site as Neighbourhood Commercial. This designation promotes a moderate range
of retail and service uses geared to satisfy the day-to-day needs of residents
and is developed as independent plazas, enclosed malls, or planned groups of
retail stores.
Zoning By-Law
The site is zoned Residential, Single Dwelling (Rs 1), is currently
vacant and abuts the Cm zone. The
applicant's request to change the residential zone to a commercial zone so as
to extend 2396 St. Joseph Boulevard's parking lot is considered appropriate for
the site.
The additional Cm land will aid in the development of 2396 St. Joseph Boulevard, and in particular, help alleviate the shortage of parking. The re-zoning for this portion of 6873 Notre Dame Street will also help rationalize an irregular zoning boundary that separates the residential properties on Notre-Dame Street and the commercial properties on St. Joseph Boulevard.
An application has been submitted for Site Plan Control Approval for the
demolition of a two‑storey commercial building and reconstruction of
single-storey commercial building on the same foundation. All technical issues related to
environmental concerns have been addressed, and the details of the site plan,
including access, screening, and grading/drainage will be finalized as part of
that approval.
CONSULTATION
Notice of this application was carried out in accordance with the City’s Public Notification and Consultation Policy. The Ward Councillor is aware of this application and the staff recommendation. The City did not receive any negative comments or opposition to this application.
FINANCIAL IMPLICATIONS
This application was processed by the "On Time
Decision Date" established for the processing of Zoning By-Law Amendment
applications.

Chair Hume began by reading a statement required
under the Planning Act, which advised
that anyone who intended to appeal this proposed Zoning By-law Amendment to the
Ontario Municipal Board (OMB), must either voice their objections at the public
meeting, or submit their comments in writing prior to the amendment being
adopted by City Council. Failure to do so could result in refusal/dismissal of
the appeal by the OMB.
Jean Pierre Groulx, Bell Canada, was present in support of the recommendation contained in departmental report dated 18 May 2005. The Committee approved the recommendation.
