COMMITTEE RECOMMENDATIONS

 

That Council:

 

1.         refuse a Minor Variance to Sign By-law 002-99, of the former City of Nepean, to allow for the installation a ground sign with a height of 9.22 metres and an increased sign area of 22.5 square metres, and;

 

2.                  approve a Minor Variance to Sign By-law 002-99, of the former City of Nepean, to allow for the installation of a ground sign with a height of 7.62 metres instead of 6.00 metres, and an increased sign area of 22.96 square metres instead of 20 square metres, provided the sign is installed as and where described in documents 2 and 3.

BACKGROUND

 

The property fronts along the south side of Richmond Road, is west of Larkspur Drive and east of Lynhard Road (Document 1). The properties along both sides of this segment of Richmond Road are largely commercial in nature. Buildings are predominantly single storey or low rise and partially screened from the street by mature trees.

 

The plaza's parking lot is at a lower elevation than that of Richmond and Northside Roads. This difference in elevation varies between 1 metre and more than 1.5 metres. At the corner of Richmond Road and Lynhard Road there is an estimated change in grade of 1 metre. 

 

Tenants within the plaza have a large wall sign above their tenant space. These wall signs are clearly visible from Richmond Road and large enough to properly identify the tenants. 

 

The Nepean Sign By-law, 002-1999, allows for a pylon sign to have a height of 6 metres. In the case of a shopping plaza, the sign area may be increased to 20 square metres provided that 6 square metres is used for plaza identification, that is, it displays both the plaza's name and the municipal address.

 

 

DISCUSSION

 

The sign, described in Recommendation 2, would be installed on the lower elevation of the parking lot and be entirely contained within private property. Should the minor variance be approved, the sign will have a height of 7.62 metres measured from the grade of the parking lot, and will have a sign area of 22.96 square metres. (Document 2)

 

The Nepean Sign by-law, as previously mentioned, allows for increased sign area, to a maximum area of 20 square metres, provided 6 square metres are used to display both the plaza's name and address. The proposed increase to the area of the sign would comprise an increase of 14% for plaza identification and 0.5% for tenant identification. (Document 3)

 

The requested increase in permitted height will allow the sign to be 27% higher than is allowed under the by-law. It is the opinion of the Department that the increased height and sign area will keep the sign in scale with the building. As the sign is to be installed on the existing parking surface, the increased sign height will not be imediately discernable from Richmond Road.

 

The sign is set back from the street more than is required by the by-law and should therefore not present a hazard with respect to vehicular and pedestrian traffic at the corner of Lynhard and Richmond Roads.  

 

 

CONSULTATION

 

Early notification was sent to residents and community and, business groups within a 60 metre radius. The notification generated concerns from individuals, as well as the area planner, who felt that the original application for a 50% increase in allowable sign height was not appropriate and in keeping with the look of that portion of Richmond Road.

 

These concerns were satisfied by the Department's recommendation of an increase of 1.68 metres to the sign's height.

 

Councillor Harder was circulated the same early notification and supports the opinion of her constituents.
