COMMITTEE RECOMMENDATION
That Council approve the designation of the former St. Augustine's
Church, 100 Huxley Street, under Part IV of the Ontario Heritage Act in
accordance with the Statement of Reason for Designation, attached as Document
3.

REPORT
RECOMMENDATION
That the Local Architectural
Conservation Advisory Committee recommend that Planning and Development
Committee and Council approve the designation of the former St. Augustine's
Church, 100 Huxley Street, under Part IV of the Ontario Heritage Act in accordance
with the Statement of Reason for Designation, attached as Document 3.

LACAC strongly supports the departmental recommendation.
BACKGROUND
The red brick church at 100
Huxley Street, Galeeta (see Location Map, Document 1) was constructed by the
Diocese of Ottawa to serve the area's Anglicans in 1901-02. Designed by Ottawa
architect J.W.H. Watts, it is a one storey red brick building with a steeply
pitched gable roof, and is similar to small, Gothic Revival style churches
built throughout Ontario in brick, stone or wood in the late 19th century. It is distinguished by a bell-cote, pointed
arch windows and small bays on the south side, one of which contains the
entrance (see Heritage Survey and Evaluation Form, Document 2).
Part IV of the Ontario
Heritage Act gives municipalities the power to designate properties of cultural
heritage significance. In order to be
designated, the City's Local Architectural Conservation Advisory Committee
(LACAC) considers the designation and makes a recommendation to Planning and
Development Committee and City Council.
The Act requires that a short statement of the property's cultural
heritage significance, including its heritage attributes, be prepared and
published in a local newspaper. The Official Plan has policies related to the
Ontario Heritage Act, stating that "Individual buildings, structures and
cultural heritage landscapes will be designated as properties of cultural
heritage value under Part IV of the Heritage Act."
St. Augustine's served the
Anglicans of the Village of Galetta until 1994. It was subsequently sold and
converted into a private residence. The building's current owners initiated the
request for designation under the Ontario Heritage Act.
St. Augustine's is a
landmark in the village of Galetta. It is historically significant because it
illustrates the history of the Anglicans in the west end of Ottawa and
architecturally because it is a good example of the small Gothic Revival parish
churches built throughout Ontario. For these reasons, this building is
recommended for designation under the Ontario Heritage Act (please refer to the
Document 3-Statement of Reason for Designation).
CONSULTATION
The owner of the property
requested the designation and is therefore supportive of this report and its
recommendations.
The Ward Councillor, Dwight
Eastman, is aware of the proposed designation under the Ontario Heritage Act.
An "Intention to
Designate" is published in Ottawa's daily newspapers as a requirement of
the Ontario Heritage Act. Anyone wishing to object to the proposed designation
may do so within thirty days of the publication of the "Intention to
Designate." If there are objections, a Conservation Review Board hearing
is scheduled to hear them and report to Council. Council then can either uphold
the intention to designate or withdraw it.
FINANCIAL IMPLICATIONS
The cost of the statutory advertising in the Ottawa Citizen and Le
Droit shall be paid out of account number 112762-502210.

Former St. Augustine's Church, 100 Huxley Street
The former St. Augustine's Anglican Church is
recommended for designation under the Ontario Heritage Act for architectural,
historical and contextual reasons. The
church served the Anglicans of the community of Galetta for 92 years and is an
important component in the Huxley Street streetscape.
St. Augustine's was designed by John W.H. Watts,
A.R.C.A. (1850-1917). Watts studied in England before immigrating to Canada in
1874. He worked for the Chief Dominion
Architect for 23 years and was also the first curator for the National Gallery
of Canada and a founding member of the Royal Canadian Academy. Watts set up a
private practice in Ottawa in 1897. He
was responsible for a number of prominent buildings in the Ottawa area,
including the Fleck/Paterson House, 500 Wilbrod, the Laurentian Club, 252
Metcalfe, and Glebe St. James Church.
St. Augustine's was constructed between 1901 and
1902. It is a plain one storey, red
brick structure with two projecting bays on the southwest façade. It is an
example of the Gothic Revival style, which was popular for ecclesiastical
architecture in Canada in the 19th and early 20th centuries. Its steeply
pitched roof, bell-cote over the southerly southwest bay, and pointed arch
windows are typical of the small Gothic Revival churches built throughout
Canada.
The simple Gothic Revival details of St. Augustine's
Church, and its informal setting
(native trees and meadow) are character defining elements in the Huxley Street
streetscape.
