That Council approve that the Ottawa Hospital be remitted $729,802.47, the amount being equivalent to the permit and planning fees paid to the City for construction undertaken at the Ottawa Hospital at the General, Riverside and Civic Campuses pursuant to the hospital’s approved 10 Year Capital Program.

Que le Comité des services organisationnels et du développement économique recommande au Conseil d'approuver le remboursement à l'Hôpital d'Ottawa d'une somme de 729 802,47 $, correspondant aux droits de permis et de demandes d'aménagement versés à la Ville pour les travaux réalisés aux Campus Général, Riverside et Civic de l'Hôpital d'Ottawa dans le cadre du programme d'immobilisations approuvé par l'Hôpital pour les 10 prochaines années.

 

 

BACKGROUND

 

At the City Council meeting of January 23, 2002, City Council confirmed its commitment to the quality of life of the community by partnering with Ottawa's hospitals to tackle the financial challenge of raising $232 million locally to fund the 10 year capital requirements identified by the hospitals.  Specifically, Council considered and approved the following recommendations from the Corporate Services and Economic Development Committee:

 

1. Council will waive development charges on hospital capital projects, on a case-by-case basis, subject to a city staff report confirming that the projects fall within the scope of this 10-year program;

 

2. Council will remit permit fees paid to the City on hospital capital projects, on a case-by-case basis, subject to a city staff report confirming that the projects fall within the scope of this 10-year program;

 

Attached as Document 1 is a copy of the request for reimbursement by the Ottawa Hospital of fees for the construction projects undertaken pursuant to their 10 Year Capital Funding Program. 

Review of the request for reimbursement from hospitals, in accordance with the criteria established January 23, 2002, confirms that a reconciliation by staff of the construction projects and receipts against the respective hospital's 10 year Capital Funding Program is difficult to achieve.  A review of the construction projects so far undertaken confirm that reconciliation is not necessary as the hospitals will do little construction and renovation other than what is outlined in their 10 year Capital Funding Program.

 

 

CONSULTATION

 

The Ottawa Hospital has been consulted and a copy of this report has been forwarded to the Ottawa Hospital for review and information.

 

 

FINANCIAL IMPLICATIONS

 

Approval of the report will result in a total refund of $729,802.47 as follows: $718,442.49 from  Development Services Department, Building Services revenues account Building Permit Revenue, $5,900.00 from the 2003 Development Services Department, Planning and Infrastructures Approval revenues account, $1,000 from Legal Services , and $4,459.98 from the Parkland reserve.
