Committee Recommendations
That Council:
1.
Declare a 1.884 ha parcel of vacant land located at 2700
Swansea Crescent, described as Part 7 on Reference Plan 4R-9745, save and
except Part 2 on Reference Plan 4R-16488 as surplus to City requirements;
2. Approve the sale of
the lands described in Recommendation 1, subject to any easements that may be
required, to Canderel Realties Inc. for $581,900.00 plus GST, pursuant to an
Agreement of Purchase and Sale that has been received.

The Hawthorne Business Park was developed in the late 1980’s to provide a high-quality location for new and expanding companies. It followed closely the creation of the neighbouring Ottawa Business Park, and was the product of a co-operative venture by the former City of Ottawa, Levinson-Viner Ltd., and The Equity Realty Group. The lots have been available for sale since the Business Park’s inception.
The subject property is a 1.884 ha parcel of vacant land situated in the Hawthorne Business Park. It is municipally identified as 2700 Swansea Crescent, and is situated on the east side of Swansea, just west of Stevenage Drive, as illustrated on Annex ‘A’.
Canderel Realties Inc. has submitted an offer to purchase the subject property for $581,900.00. Canderel intends to develop this site with a new 80,000 to 100,000 square foot warehouse/distribution facility, which is a permitted use under its IL zoning.
The sale of this property will be subject to covenants that were established by the former City of Ottawa to control development within the Hawthorne Business Park.
The purchase price will be subject to adjustment upon confirmation of the site area by plan of survey.
A recent appraisal has verified that the purchase price is consistent with current market values for industrial properties in the Hawthorne Business Park.
The offer is considered fair and reasonable and is recommended for approval
CONSULTATION
In accordance with policies approved by City Council on 14 November 2001, the availability of the property was circulated to all client City Departments, including the Housing Branch, to determine if it should be retained for a City mandated program. Neither the Housing Branch nor any other City Department expressed interest in retaining the property. Local governments and external agencies were also circulated, but none expressed interest in acquiring the property. The Development Services Department is aware of the proposal and supports the sale of the City’s parcel. The Ward Councillor has been made aware of the proposed sale of the property, and is in support of the transaction.
FINANCIAL IMPLICATIONS
The sale of this property will result in revenue of $581,900.00 to the City. This revenue will be credited to Profit Centre 119909-407217.
