That Council approve the U.S. Filter Canada cash prize of $1,000, which accompanied the Willis Award for Innovation presented to the City on August 28th 2002, be a part of the Mayor’s donation to the Schizophrenia Society.

 

 

    

2.             By-Law for Installment Due Dates and Interest / Penalty Rates

 

 

Committee Recommendations

 

That Council approve:

 

1.         That the installment for real property final taxes with assessment in the capped category namely commercial, industrial and multi-residential classes shall become due and payable September 26, 2002;

 

2.         That By-Law No. 2002-64 which set the installment due dates applicable to the collection of property taxes for 2002 be amended to reflect this installment date for the capped category.

 

 

    

3.             Lansdowne Park - New Contract for the Ottawa 67’s Hockey Club

 

Committee Recommendation

 

That Council authorize the General Manager of Corporate Services to negotiate and execute a new lease for the Ottawa 67’s Hockey Club, at Lansdowne Park, according to the fundamental principles outlined in this report.

 

 

 

    

4.             Next Phase of Ontario Works Office Reduction Implementation Strategy

 

Committee Recommendations

 

That Council:

 

1.         Approve the sublease for 38,390 square feet of office space at 2020 Walkley Road with JDS Uniphase Inc. for seven (7) years and two (2) months, from 1 March 2003 to 30 April 2010, at an annual cost of $ 854,177.00 plus GST; and

           

2.         Approve the capital cost of $ 1,700,000.00 plus G.S.T. that includes initial fit-up and furniture costs.

 

 

    

5.             Sale of Land - Part of Terminal Avenue to be Closed

 

Committee Recommendations as Amended

 

That Council:

 

1.         Declare a portion of Terminal Avenue, containing an area of approximately 1763.1 m2 being part of Block A, Registered Plan 725, City of Ottawa, as shown on Annex “A”, surplus to the City’s needs, and;

 

2.         Approve the sale of the land referred in Recommendation 1, to 1394683 Ontario Inc. for the amount of $57,000.00, plus GST, subject to any easements that may be required, pursuant to an Agreement of Purchase and Sale that has been received.

 

    

6.             People Services - Arts Court Foundation – Loan Forgiveness

That Council approve that the $56,250 balance owing on a loan to the Arts Court Foundation for renovations to the Arts Court Theatre be forgiven.

 

 

 

    

7.             Councillors’ Item - Cumberland Reserve Fund

That Council approve:

 

1.         The projects listed to receive funds from the Cumberland Reserve Funds;

 

2.                  That the Finance Department be the lead department in ensuring that detailed cost estimates are provided, and that the funds are distributed accordingly.

1.             Remembrance Day – Retail Hours of Operation

That the Emergency and Protective Services Committee recommend Council approve the Remembrance Day By-law, attached as Document 1, as amended by the following:

 

That Section 3 of the by-law be amended to read:

 

3.         Section 2 shall not apply to any of the following classes of retail business establishments:

 

a)                  a news dealer,

b)                  a confectionary,

c)                  a pharmacy,

d)                  a retail gasoline service station, gasoline pumps and outlets in the retail gasoline service industry,

e)                  a service station for the retail sale of propane, diesel, natural gas and associated fuel products.

1.             Cuts to Homecare – Health Recreation and Social Services Committee Request for Briefing From the Community Care Access Centre’s Chair

2.            Update Report on the Impact of the Community Care Access Centre Service Reductions

 

Committee Recommendations as amended

 

That Council direct City staff to work with the Community Care Access Centre to develop a plan to optimize co-operation between the Ministry of Health and the City, the Community Care Access Centre and community agencies to review the adequacy of the funding for these services so that the largest number of frail elderly, disabled and unwell people obtain the care they need, and;

 

Further that staff report back to Health, Recreation and Social Services Committee before year end on the progress being made through this initiative

1.             City of Ottawa Contribution to the “Dick Stewart Fund for People”

 

Committee Recommendation

 

That Council approve the following:

WHEREAS Dick Stewart has served the citizens of this community with distinction, commitment, energy and passion for the past 33 years; and

 

WHEREAS Dick Stewart’s tenure as Ottawa-Carleton’s Commissioner of Social Services and Ottawa’s General Manager of People Services has been characterized by a genuine commitment to the values of fairness, inclusion and equality of opportunity; and

 

WHEREAS Dick Stewart has been able to harness the capacity of this remarkable community to build human services that are strong, adaptable and profoundly connected to our citizens;

 

BE IT RESOLVED THAT Ottawa City Council expresses its deep and profound gratitude to Dick Stewart for his outstanding contribution to Ottawa and its citizens and, in particular, to his leadership in the areas of arts and culture, childcare, housing, long-term care, public health, recreation and social services; and

 

FURTHER THAT the City of Ottawa makes a $5,000 contribution to the “Dick Stewart Fund for People”, a charitable fund which will carry on Dick Stewart’s legacy of providing hope and opportunity to Ottawa’s residents; and

 

FURTHER THAT this sum be disbursed from within the existing People Services Department Budget (Acct. #156207 – One-time grants).

 

 

 

2.             Protection of Human and Animal Health –
Ottawa-Carleton Wildlife centre

 

Committee Recommendation

 

That Council approve the following:

WHEREAS the recent actions of the Ministry of Natural Resources are putting in jeopardy the ability of the Ottawa-Carleton Wildlife Centre to continue its work in our community; and

 

WHEREAS the City of Ottawa depends on the Wildlife Centre to provide both its conflict resolution and rehabilitation services and supports the Centre with an annual grant of $160,000, which reflects only a small portion of the financial burden the city would bear if it were obliged to provide such services directly; and

 

WHEREAS the absence of the Wildlife Centre would lead to residents harbouring injured and orphaned wildlife in ways that could jeopardize their health and the animals' health, as well as exacerbating situations of conflict with wildlife because of the absence of the Wildlife Centre's information resources;

 

RESOLVED THAT:

 

1.         The City of Ottawa, Ministry of Natural Resources and Ottawa-Carleton Wildlife Centre meet to jointly determine regulations that will allow this valuable service to continue.

2.         The Ministry be requested to present to Health, Recreation and Social Services Committee, for public discussion, its rationale for expanding the raccoon rabies high risk area to cover the entire city of Ottawa.

3.         The Ministry also be requested to report to the Health, Recreation and Social Services Committee on the return of wildlife seized from the Wildlife Centre to remain in the Centre's care until next May, when the animals can be released in appropriate natural areas pre-approved by the Ministry of Natural Resources.

1.            Amendment to the Former Regional Official Plan to Extend the Watermain for Specific Lands Located Along Fallowfield Road and Moodie Drive

That Council:

 

1.                  Approve Amendment 71 to the Official Plan of the former City of Kanata as shown in Document 3; and

 

2.                  Approve an amendment to the former City of Kanata Zoning By-law 167-93 to zone land at 1495 Richardson Side Road to Residential Type 1D-Exception (R1D-3), Residential Type 3A-Exception (R3A-6) and Open Space (OS) as shown in Document 4.

 

 



 

3.             Official Plan and Zoning 6698 Russell Road

That Council:

 

1.                  Approve amendment no. 6 to the Official Plan of the former City of Cumberland, rural section, as it relates to one parcel of land located on the south side of Russell Road, part lots 17 and 18, concession 11, and part 3 on Registered Plan 4r-11592, as detailed in document 3;

 

2.                  Approve an amendment to zoning by-law 64-82, of the former City of Cumberland, to rezone land located on the south side of Russell Road, part lots 17 and 18, concession 11, and part 3 on Registered Plan 4r-11592, from gr (general rural) to rrc-x4 (rural recreation/commercial – exception four).

 

 



 

4.      Official Plan and Zoning By-Law Amendment - 1721 Old Montreal Road

That Council:

 

1.                  Approve Amendment No. 5 to the Official Plan of the former City of Cumberland, Rural Section, as it relates to 1721 Old Montreal Road, as detailed in Document 3;

 

2.                  Approve an amendment to Zoning By-law 64-82, of the former City of Cumberland, to rezone 1721 Old Montreal Road from “RRC-X3” (Rural Recreation/Commercial - Exception 3) to “GR-X6” (General Rural – Exception 6).

 

 



 

5.      Zoning – 2825 Carp Road

That Council approve amendment to the former Township of West Carleton Zoning By-Law as shown in Document 1.

 

 



 

6.                  Zoning – 2000 Lords Manor Lane

 

 

Committee Recommendation

 

That Council approve an amendment to the former Township of Osgoode Zoning By-law, to remove the “Holding” Zone from 2000 Lords Manor Lane and create, through a special exception to the CE – Country Estate Zone, a 15 metre setback for any development from the top of banks of creeks within the subdivision.

 

 



 

7.            Zoning – 6631 Bank Street

 

 

Committee Recommendation

 

That Council approve an amendment to the former Township of Osgoode Zoning By-law to permit the development of a Church and a Licensed Day Nursery as permitted uses in the C2-1 (Commercial Highway) zone at 6631 Bank Street.

WHEREAS the government of Ontario has assumed control of the Ottawa-Carleton Public School Board and is imposing more cuts to Ottawa schools;

 

WHEREAS the Province now entirely controls and dictates the disposition of the education portion of the local property tax levy;

 

WHEREAS the City should not be collecting a provincial tax;

 

BE IT RESOLVED that the education portion of the property tax levy that the City presently collects be severed from the City’s tax bill and the Province collect this tax by itself in a separate billing process.

WHEREAS the origin of the Ottawa-Carleton District School Board came in 1832 from local residents banding together to provide education for their children, based on a locally-determined property tax levy, prior to any formal legislation (one of the oldest forms of continuous government in Canada);

 

WHEREAS for 170 years democratically-elected school board trustees met the needs of their students and their community, evolving into a cosmopolitan, multi-cultural urban community located in a bilingual national capital;

 

WHEREAS in 2000 the Government of Ontario removed the ability of local school boards to levy taxes to meet local needs, and imposed instead a one-size fits-all funding formula that discriminates against large urban public school boards, including the Ottawa-Carleton District School Board;

 

WHEREAS the Government of Ontario has cut $300 million from Ontario’s education system annually without the consent of local school boards and imposed budgets based on the Provincial funding formula, leading to school closures and a continuing decline in the quality and access to public education;

 

WHEREAS as a result, in an effort to maintain educational programming that meets the needs and requirements of their local communities, the province’s largest urban public school boards - Toronto, Hamilton and Ottawa - were forced to incur deficits;

 

WHEREAS the Government of Ontario has removed these democratically-elected school boards the authority to deliver education to their communities, and have appointed instead School Board Administrators who are unaccountable to these communities;

 

THEREFORE BE IT RESOLVED THAT the City of Ottawa express its dismay over the pre-emptory removal of democratically-elected trustees from the responsibility of providing education to these communities;

 

AND THAT the City of Ottawa call on the Provincial Government to review its funding formula for education, in consultation with parents, teachers, school board trustees, and their communities, in order to ensure that the needs of students in large urban communities are being fairly met.
