WHEREAS the government of Ontario has assumed control of the Ottawa-Carleton Public School Board and is imposing more cuts to Ottawa schools;

 

WHEREAS the Province now entirely controls and dictates the disposition of the education portion of the local property tax levy;

 

WHEREAS the City should not be collecting a provincial tax;

 

BE IT RESOLVED that the education portion of the property tax levy that the City presently collects be severed from the City’s tax bill and the Province collect this tax by itself in a separate billing process.

WHEREAS the origin of the Ottawa-Carleton District School Board came in 1832 from local residents banding together to provide education for their children, based on a locally-determined property tax levy, prior to any formal legislation (one of the oldest forms of continuous government in Canada);

 

WHEREAS for 170 years democratically-elected school board trustees met the needs of their students and their community, evolving into a cosmopolitan, multi-cultural urban community located in a bilingual national capital;

 

WHEREAS in 2000 the Government of Ontario removed the ability of local school boards to levy taxes to meet local needs, and imposed instead a one-size fits-all funding formula that discriminates against large urban public school boards, including the Ottawa-Carleton District School Board;

 

WHEREAS the Government of Ontario has cut $300 million from Ontario’s education system annually without the consent of local school boards and imposed budgets based on the Provincial funding formula, leading to school closures and a continuing decline in the quality and access to public education;

 

WHEREAS as a result, in an effort to maintain educational programming that meets the needs and requirements of their local communities, the province’s largest urban public school boards - Toronto, Hamilton and Ottawa - were forced to incur deficits;

 

WHEREAS the Government of Ontario has removed these democratically-elected school boards the authority to deliver education to their communities, and have appointed instead School Board Administrators who are unaccountable to these communities;

 

THEREFORE BE IT RESOLVED THAT the City of Ottawa express its dismay over the pre-emptory removal of democratically-elected trustees from the responsibility of providing education to these communities;

 

AND THAT the City of Ottawa call on the Provincial Government to review its funding formula for education, in consultation with parents, teachers, school board trustees, and their communities, in order to ensure that the needs of students in large urban communities are being fairly met.

a)                  A by-law of the City of Ottawa amending Zoning By-laws 55-96, 153-93, 74-79, 161-93, 164-93, 167-93, 168-93, 169-93, 168-94 and 55-95 of the old Corporation of the City of Kanata – Parking in Residential Areas.

 

b)                  A by-law of the City of Ottawa to amend Zoning By-law 16-1971 of the former Township of Osgoode relating to 2000 Lords Manor Lane.

 

c)                  A by-law of the City of Ottawa to amend Zoning By-law 16-1971 of the former Township of Osgoode relating to 5832 Bank Street.

 

d)                  A by-law of the City of Ottawa to amend Zoning By-law 55-96 of the former City of Kanata for the purpose of changing the zoning in effect over Block 2, Plan 4M-1130 and Part Block 31, Plan 4M-1039, currently known municipally as 2001 Edenvale Drive in the former City of Kanata.

 

e)                  A by‑law of the City of Ottawa to amend By-law No. 266 of 1981 of the former Corporation of the Township of West Carleton – 1475 Thomas Dolan Parkway.

 

f)                    A by‑law of the City of Ottawa to amend By-law No. 266 of 1981 of the former Corporation of the Township of West Carleton – 2075 Richardson Side Road.

 

g)                  A by‑law of the City of Ottawa to amend By-law No. 266 of 1981 of the former Corporation of the Township of West Carleton – 2825 Carp Road.

 

h)                  A by‑law of the City of Ottawa authorizing an extension agreement pursuant to the Municipal Tax Sales Act - 203 Thornbury Crescent.

 

i)                    A by‑law of the City of Ottawa authorizing an extension agreement pursuant to the Municipal Tax Sales Act - Con 8, Pt Lt 22, RP 5R-1981 Part 1, Goulbourn.

 

j)                    A by-law of the City of Ottawa to repeal by-law No. 2002-348 and to dedicate and lay out certain lands as common and public highways -Lakes Park Drive.

 

k)                  A by-law amending By-law No. 2001-3 of the City of Ottawa to appoint a Deputy Chief Building Official for the City of Ottawa.

q)                  A by-law of the City of Ottawa amending By-law No. 2002-64 respecting property tax due dates.

 

r)                   A by-law of the City of Ottawa amending By-law No. 2001-468 appointing Municipal Law Enforcement Officers in accordance with the private property parking enforcement program.

 

s)                   A by-law of the City of Ottawa amending By-law No. 2001-17 to appoint certain Inspectors, Property Standards Officers and Municipal Law Enforcement Officers in the Building Services Branch of the Department of Development Services.

 

t)                    A by-law of the City of Ottawa to amend Zoning By-law No. 100-2000 of the old Corporation of the City of Nepean – 129 Calaveras Drive.
