Recommendations
1. THAT
Council recognize the efforts of Dr. Keon to address the maintenance of
pediatric cardiac surgery services at the Children’s Hospital of Eastern
Ontario (CHEO) and, in particular, endorse his conclusion that relocating these
critical services to Toronto is premature and lacks an implementation plan;
and;
2. Further
that the City will continue to work with CHEO for the continued
maintenance of these critical services in our City.

chirurgie cardiaque pédiatrique au Centre hospitalier pour enfants de l’est de
l’Ontario (CHEO) et, en particulier, d’approuver la conclusion de Dr Keon,
établissant que le déplacement de ces services essentiels à Toronto est
prématuré et dépourvu d’un programme de mise en œuvre; et
2. Qu’en
outre la Ville continue de travailler avec le CHEO au maintien permanent de
ces services essentiels dans notre ville.

The Health, Recreation and Social Services Committee, at its meeting held on Thursday, July 18, 2002 waived the Rules of Procedure and considered the aforementioned Motion brought forward by Councillor Diane Deans, following receipt of the following Press Release from the Chief Communications Officer, University of Ottawa Heart Institute dated July 18, 2002, re. Specialized Pediatric Services Review Submitted:
“(Thursday, July 18, 2002) Dr. Wilbert Keon’s review of the specialized pediatric services in Ontario is now in the hands of the Ontario Minister of Health and Long-Term Care, Tony Clement. Dr. Keon concurred with the 3 previous studies but noted an implementation plan was lacking. Upon reviewing additional data and conducting extensive interviews, Dr. Keon recommends the following:
· Establish a Specialized Pediatric Coordinating Council as recommended by the Specialized Pediatric Services Review Committee.
· Establish a Specialized Pediatric Cardiac Care Network, which would include building a centralized data bank/system to ensure all information pertaining to pediatric cardiac services is uniform and current.
· Ensure the maintenance and development of strong regional pediatric cardiology programs throughout the Province.
· Ensure resources devoted to the pediatric critical care program in London are increased to maintain the skill and services required for Southern Ontario.
The transfer of cardiac surgical services from the Children’s Hospital of Eastern Ontario to the Hospital for Sick Children would not be appropriate until the following criteria were met:
· Develop a comprehensive implementation plan prior to consolidating all pediatric cardiac surgery to one centre in the Province.
· Ensure the Hospital for Sick Children in Toronto is capable of servicing additional demands/volumes and is able to provide service in both official languages.
· Ensure transportation and transfers of patients and their parents effectively meet the needs of all parties.
The review was initiated May 29 and took longer than expected due to the volume of research required to ensure the report reflected the past, present and future of care for this specialized group of patients.”
Upon approval by Council, the General Manager of People Services will continue to work with CHEO for the continued maintenance of these critical services in our City.
