Local Architectural Conservation Advisory Committee Recommendation – 15 January 2002

 

LACAC supports the staff recommendation.  An extract of Draft Minute of the 15 January 2002 meeting of LACAC immediately follows the report.

 

BACKGROUND

 

St. Patrick’s Roman Catholic Church and Presbytery Rectory are designated under Part IV of the Ontario Heritage Act (former City of Nepean, By-law 134-86, see Document 2, attached).  Constructed in 1866 and substantially renovated in 1904-05, the Church is a well-known local landmark that continues to play an important role in the community.  Its steeple dominates the landscape and is an important landmark that is predominant in the southwest area of the new City.

 

DISCUSSION

 

There are two interventions proposed to the Church and Presbytery; a new church hall and a link to join both the Church and Presbytery to the new hall.

 

The Link

 

The proposed link is roughly L-shaped.  It will be set as far back from the front facades of the two designated buildings as possible, joining the southeast corner of the church to the north east corner of the house.  It will then run perpendicular to that link to join the new Hall.  The link will allow disabled interior access to all three structures.  Designed to be transparent with no stylistic references, the link will feature large glass panels divided into lights by aluminum muntins, painted white.

 

The New Church Hall

 

The new church hall is a rectangular, one storey structure with a low-pitched gable roof.  It will be sheathed in acrylic panels, coloured gray to complement the stone of the church with segmental arched windows and a pedimented primary entrance on the south elevation.  Its simple design and lack of stylistic detail will allow the historic church and presbytery to be the dominant architectural features on the site.

 

The Department of Development Services supports this project because the new hall and link are clearly contemporary structures that are clearly distinguished from the designated properties on the lot.  This is in keeping with international heritage conservation practice, as outlined in the Venice Charter, an international charter signed by Canada that stipulates that new construction should be clearly distinguishable from old.  In addition, the new hall and link are located towards the rear of the designated structures and the link is transparent, further ensuring that they continue to dominate the property.

 

CONSULTATION

 

Adjacent property owners and residential tenants were notified by letter of the date of the LACAC and Planning and Development Committee meetings and were provided with comment sheets to be returned to LACAC.  This is in accordance with the municipal public participation policies of the former City of Ottawa.

 

The former Nepean Local Architectural Conservation Advisory Committee reviewed and approved the concept for this project early in the design process.

 

Councillor Jan Harder is aware of this project.

Reasons for designation:

 

St. Patrick’s Church and Presbytery are recommended for designation for architectural and historical reasons.  The structures are sited on approximately 1.6 hectares including the cemetery containing the graves of many of the area’s earliest settlers.

 

St. Patrick’s was one of four churches located in the Village of Fallowfield, once known locally as “Piety Hill”.  The present church was constructed in 1866, replacing a Roman Catholic log chapel apparently built in 1833.  The present church was built in 1866 when the mission of St. Phillip’s Parish of Richmond became St. Patrick’s Parish.  The simple stone structure, 113 feet long by 40 feet wide was substantially enlarged in 1904-05 by the addition of transepts and a rear addition containing a sacristry, sanctuary and altar.  The nicely proportioned façade is a provincial adaptation incorporating regency and gothic elements.  The small recurved elements decorating the eaves above the roof line are unusual.

 

The presbytery was built in 1884 to house the first resident priest.  The two and a half storey limestone structure built by Brennan, a local contractor, has symmetrical proportions and a steeply pitched roof.

Councillor Harder referenced a copy of an e-mail from Mr. Garth Rotor (which had been circulated to members of the Committee and is held on file with the City Clerk), but noted Mr. Rotor’s concerns were not related to what the Committee was being asked to approve at this time.  The Committee then approved the staff recommendation.
