the proponent, Claridge Homes (Carson) INC.:
1. funding the total
cost of the roadway modifications plus any associated utility relocations; and,
2. executing
a legal agreement with respect to the above.

The owner of the site, Claridge Homes (Carson) INC, is in the process of completing an eight storey residential apartment building. The site plan, approved by the former City of Ottawa on 25 July 2000, provides 91 one bedroom and 84 two bedroom apartments. The proposed development is shown in Attachment 1.
Direct access from Montreal Road will be accommodated by two private approaches. The westerly private approach to the apartment building will consist of a new westbound left-turn lane on Montreal Road. The private approach itself will be comprised of two lanes, a single inbound lane, and a single outbound lane for vehicles making left-turns and right-turns.
The easterly access to the apartment building will be restricted to eastbound right-in/right-out vehicles only.
This proposed modification is described in the following paragraphs.
ANALYSIS
Existing
Conditions
This site is located in a rapidly developing residential area bounded by Montreal Road to the north and Carson’s Road to the east. The following describes, in greater detail, the current operation of these roadways.
Fronting the development, Montreal Road is a median divided arterial roadway with a posted speed limit of 60 km/h. The following lane configuration is provided across the front of the site and on its approaches to Codds Road north of Montreal Road and Carson’s Road south of Montreal Road.
Westbound:
· two through lanes; and,
· one auxiliary acceleration lane, from Codds Road.
Eastbound:
· two through lanes.
· one left-turn lane, onto Codds Road.
Attachment 2 illustrates the roadway geometry along the front of the site.
Pedestrians
Concrete sidewalks, 2 metres in width, are provided on both sides of Montreal Road and are extended around the corners at Codds Road and Carson’s Road
Based on an eight-hour traffic volume survey carried out on Wednesday, 04 August 1999 at the intersection of Montreal Road and Carson’s Road, 106 northbound or southbound pedestrians were recorded crossing Montreal Road on the west side of the intersection and 70 crossing the roadway on the east side of the intersection.
Similarly, crossing Carson’s Road during this time period, 86 eastbound or westbound pedestrians were recorded crossing the roadway on the north side of Montreal Road with 138 crossing this roadway on the south side of the intersection.
Pedestrian crossings are assisted at this intersection with the provision of push buttons that actuate a pedestrian phase in the traffic signal cycle.
Bicycles
A 4.3 metre wide shared cycling and vehicular lanes are provided on both sides of Montreal Road.
Over an eight-hour period in August 1999, 141 cyclists were recorded on Montreal Road, 75 travelling eastbound and 66 travelling westbound.
Transit
OC Transpo provides transit service to the area with one “regular” route (Route 2) traveling eastbound and westbound on Montreal Road. Bus stops are provided on Montreal Road at Carson’s Road.
Automobiles
An eight-hour traffic volume survey carried out in August 1999 indicated approximately 11,203 eastbound vehicles and 10,444 westbound vehicles travelling the section of Montreal Road adjacent to the site over a 24-hour period. On Carson’s Road it is estimated that each day, an average of 939 motorists travel northbound and 2,218 motorists travel southbound.
Design Proposal
A new left-turn lane is proposed on Montreal Road to facilitate westbound traffic destined to the apartment building at 840 Montreal Road. Left-turns and right-turns out of the site will also be accommodated with direct access to Montreal Road.
The east entrance to 840 Montreal Road will be constructed opposite an existing median along the centerline of Montreal Road. As a result, this access will be restricted to right turns in and out.
This proposed modification is illustrated in Attachment 2.
Pedestrians
Current pedestrian traffic will not be aversely affected by the proposed roadway modifications.
Bicycles
A 4.3 metre shared cycling and through lane will be maintained across the entrance of the apartment building on both sides of Montreal Road.
Transit
Transit service and accessibility will not change and will not be compromised by the proposed roadway modification.
Lighting
Currently, the roadway is well lit with streetlights spaced at approximately 50m centers. Under the proposed design, due to widening, streetlights will be moved back 1.0m and maintain the same spacing. One streetlight will require a minor relocation to avoid conflict with the east entrance.
Automobiles
The provision of a westbound left-turn lane on Montreal Road directly into the apartment building will maintain the current capacity of the two westbound through lanes on Montreal Road.
As required under the Municipal Act of Ontario regarding Public Hearings, a notice of the proposed Montreal Road modifications has been placed in Le Droit, the Ottawa Citizen and the Ottawa Sun for four consecutive weeks.
The guiding principle from the Transportation Master Plan (TMP) is the provision of a modal hierarchy with emphasis on walking, cycling and transit usage. This principle will be reflected in the design with narrow corner radius which conforms to 2.2.3, item 2 and 3(f) of the TMP.
FINANCIAL IMPLICATIONS
Should Council approve the above-noted proposed roadway modifications, Claridge Homes (Carsons) INC. will be responsible for 100% of the costs.
Cost Estimates
The preliminary cost estimate for the roadway modifications is $123,000 based on the functional design. This estimate is provided solely for the information of the Transportation and Transit Committee and City Council.

Based on the approval of this road modification project, staff will be required to:
· Initiate and obtain design approval
· Approve the conditions of the legal agreement and the amount and the provision of any financial securities that pertain to the project.
· Provide project management services; and,
