That the Board of Health for the City of Ottawa Health Unit refer to
following to Council:
1.
That Council
recommend the appointment of Drs. Carolyn Pim and Rosamund Lewis as Associate
Medical Officers of Health to the Minister of Health and Long-Term Care in
accordance with the City of Ottawa Act, 1999 and the Health
Protection and Promotion Act; and
2.
Subject to
approval of recommendation 1, that Council transmit its recommendation for
approval of the appointments to the Minister of Health and Long-Term Care.
Que le Conseil de santé de la circonscription
sanitaire de la ville d’Ottawa transmette les recommandations suivantes au
Conseil municipal :
1. Que le Conseil recommande la désignation de la Dre
Carolyn Pim et de la Dre Rosamund Lewis comme médecins
adjointes en santé publique auprès du ministre de la Santé et des Soins de
longue durée, conformément à la Loi de 1999 sur la ville d’Ottawa et à
la Loi sur la protection et la promotion de la santé;
2. Que le Conseil transmette la recommandation 1,
une fois celle-ci approuvée, au ministre de la Santé et des Soins de longue
durée, aux fins d’approbation des nominations.

REPORT RECOMMENDATIONS
That the Board of
Health for the City of Ottawa Health Unit refer to following to Council:
1. That Council recommend the appointment of Drs.

BACKGROUND
Following a national search with the National
Specialty Society for Community Medicine, Ottawa Public Health has successfully recruited two Associate
Medical Officer of Health positions.
Under the Health Promotion and Protection Act (HPPA) AMOHs, for the purpose of assisting the
Medical Officer of Health, are empowered to write orders and have all of the statutory powers of the Medical
Officer of Health. Although the Ministry
of Health and Long-Term Care has been informed of the proposed appointments,
City Council is required to officially recommend the qualified candidates to
the Minister of Health and Long-Term Care. The Minister may then approve the
proposed appointments under Section 64 of the HPPA.
Ottawa Public Health was fortunate to
recruit Drs. Pim and Lewis, who commenced work on February 22, 2012. Both
liscenced physicians, Drs. Pim and Lewis are medical specialists in Public
Health and Preventative Medicine, and are fully qualified to be Associate
Medical Officers of Health.
Ontario Public Health Unit Medical Positions
There
are 36 Health Units in Ontario falling under the jurisidiction of the Ministry
of Health and Long-Term Care, many of which are experiencing challenges finding
and appointing qualified Medical Officers of Health and Associate Medical
Officers of Health.
As of October 20, 2011, ten Ontario public health units had vaccant Medical Officers of Health positions being filled by Associate Medical Officers of Health.
The Associate Medical Officer of Health positions are designated bilingual. This requires the candidates to meet a specific proficiency in English or French as a second language, in order to meet service delivery requirements. Candidates who do not meet the specific language requirements must enrol in second language training to improve their abilities in this regard.
Drs.
Pim and Lewis have been tested for proficency in French. Both achieved advanced
standing in all three areas evaluated: oral comprehension, oral
expression and reading comprehension.

There are no financial
implications associated with this report.
LEGAL IMPLICATIONS
There are no legal impediments to the implementation of the recommendations in this report.
TECHNICAL IMPLICATIONS
There are no technology implications associated with this report.
DISPOSITION
Following Board approval, Ottawa Public Health staff will transmit these report recommendations to Council.
