BACKGROUND
Ottawa Public Health (OPH) is an active member of the Association of Local Public Health Agencies (alPHa). alPHa provides leadership to boards of health and public health units in Ontario as well as advises and lends expertise on the governance, administration and management of health units. The Association also collaborates with governments and other health organizations, advocating for a strong, effective and efficient public health system in the province. Membership includes board of health members, Medical Officers of Health, Associate Medical Officers of Health, as well as senior public health managers.
alPHa meetings require representation from the Ottawa
Board of Health, including the Medical Officer of Health and Members of the
Board of Health. alPHa regularly holds three conferences a year,
including a Fall and Winter Symposium as well as Annual Conference. This year, alPHa
is hosting their fall symposium from
October 20-21, 2011 in Toronto.
DISCUSSION
alPHA meetings are an important information,
decision-making and educational forum on issues related to boards of health and
public health in Ontario. As such, staff are working to ensure that all Board
members have the opportunity to attend the gatherings as part of Board Members’
educational requirements outlined in the Ontario Public Health Organizational
Standards.
Board Members were canvassed for their interest and
availability in representing the Ottawa Board of Health at this conference. Members
Keeley, Hutchinson and Kapur expressed an interest in attending the symposium and
indicated that they were available to participate in the full two days.
CONSULTATION
Board of Health Members were consulted.
FINANCIAL IMPLICATIONS
Funds are available in the Ottawa Public Health budget
to fund the recommendation contained in this report. The estimated cost for three
delegates to attend the alPHa Fall Symposium in Toronto is $4,000 including
registration fees, accommodations, per diem and travel expenses.
LEGAL IMPLICATIONS
There are no legal impediments to implementing the recommendations in this report.
DISPOSITION
The Board Secretary will process the registrations for
the conference and assist in travel arrangements, as necessary. The Board
Secretary will advise alPHa of the Ottawa Board of Health representatives. Should
any Board Member be unable to attend the conference, it is requested that they
notify the Board Secretary as soon as possible, who will search for a
substitute.
