PURPOSE

 

The purpose of this memo is to report back on the disposition of the HRSS committee recommendation of February10, 2003 related to the future of the Ottawa-Carleton Educational Media Centre. The recommendation was as follows:

Therefore it has been resolved that the City of Ottawa investigate means to continue this valuable service to all area schools, including the possibility of supervision by the [Ottawa Public] Library Board and access to private sector funding to support/promote literacy, and report back to the City of Ottawa-School Board Liaison Committee and the City’s Health, Recreation and Social Services Committee.

 

BACKGROUND

 

The matter of the Ottawa Pubic Library Board taking over all or some of the functions of the Ottawa-Carleton Educational Media Centre was considered at a special meeting of the Board on April 3, 2003. The Board considered OPL Board document #03-28. After discussion and debate, the following motions were passed:

Moved by Trustee/Councillor Elisabeth Arnold, seconded by Trustee Alayne McGregor:

 

  1. That the Ottawa Public Library Board not take over the function of the materials of the educational Media Centre of the Ottawa-Carleton District School Board

  2. That the Ottawa Public Library Board direct staff to:
    1. Investigate expanding licensing agreements for the electronic resources so that students and teachers can legally access them from their schools;

    2. Investigate the feasibility of implementing a “booking system” to be integrated with Lirico [automated integrated library catalogue system] to enable the general public and teachers to book materials for specific times;

    3. Strengthen the dialogue with the school boards, the individual library branches and local schools to ensure greater cooperation in areas where appropriate.

  3. That the Health, Recreation and Social Services Committee be notified that if a booking system and expanded electronic licensing systems are recommended by the Library Board, that additional funds will be required beyond what is available in the existing Ottawa Public Library operating budget.

DISCUSSION

 

OPL Board Trustee Jim Cooper is a non-voting member of the City-School Boards Liaison Committee, representing the Library. In this capacity he attended the meeting of the Liaison Committee on Monday, April 7th and informed the Committee of the Board’s decision.
