PURPOSE

 

This report provides Committee and Council with information about the operation of wading pools, outdoor pools and beaches for the 2002 season.  It provides information about hours of operation to support the family-friendly hours directive of Council during the 2002 budget deliberations.

 

 

BACKGROUND

 

The City of Ottawa will offer outdoor aquatics programming at 60 wading pools, nine outdoor pools and three beaches for the 2002 season.

 

Overview of Wading Pool Program

 

Seasonal Recreation staff within City Wide Programs of the Community Services Branch will directly operate 49 wading pool sites and assist with the operation of the other 11 (4 Purchase of Surface and 7 complex sites).  Seasonal Recreation will monitor all wading pool and park sites ensuring programs adhere to corporate guidelines and provincial regulations.  Each Recreation Programmer will be responsible for an average of 12 sites.

Opening of wading pools is staggered between 27 June and 4 July to maximize the season.  A larger number of pools, thirty-two, will open on 27 June, one week earlier than last year, to maximize the wading pool season.  These pools will remain open until 22 August to accommodate loss of wading pool staff during the last week of August.  The remaining twenty-eight wading pools will open 4 July and remain open until 29 August.  Daily hours of operation and total number of open days have been increased as a result of the $200,000 in additional operating dollars approved by Council on 27 March 2002. 

 

Fifty-one wading pools will be open seven days a week.  The nine remaining pools will be open five days a week.  This represents a combined 464 additional open days and an increase of 1,760 open hours for City wading pools.  The nine pools that will be open five days per week are smaller pools, located in close proximity to other pools with low attendance rates as compared to other wading pools.  To maximize the increased budget for wading pools the selection of the fifty-one pools to be open seven days per week was based on past attendance levels.  For detailed information about open days and hours of operation refer to Attachment 1: 2002 Wading Pool Schedule.

 

In circumstances of unusual weather conditions the following procedures will be followed:

 

·         The wading pool and park will be supervised only until the pool is drained if normal programming is interrupted during the day by inclement weather conditions.

Special Events and Sponsors

 

The Seasonal Recreation office has been successful in securing a number of sponsors to complement the delivery of the wading pool program.  Cognos sponsored staff shirts, Sirius Consulting sponsored hats, Bell Mobility sponsored cell phones and Surgenor GMC Truck Center loaned the program a cargo-van to deliver the park equipment.

 

The Wading Pool Program Special Events Team, in cooperation with community associations, will be hosting over 60 special events across the City this summer.  Attachment 2 is a list of the 2002 wading pools special event dates and park locations.

 

 

Overview of Beach Program

 

The City of Ottawa operates three supervised beaches:  Britannia, Mooney’s Bay and Westboro.  The season commences with a pre-season opening on the second weekend of June.  The official season begins the third Saturday of June and continues until the fourth Sunday of August.  All beaches are supervised daily between noon and 7:00 pm.


 

Two options were considered as possible means to increase the number of family-friendly hours available to beach users.  Option one was the extension of the hours of operation from 7 pm to 8 pm daily.  Option two was an earlier opening of Beaches from 11 am instead of noon on Saturdays and Sundays.  See Attachment 3: Beach Locations and Hours of Operation.

 

Option one was determined to be unsafe due to the level of the setting sun in the sky.  The lower the sun, the more extreme the glare, resulting in a blinding mirror effect that makes it virtually impossible for lifeguarding staff to see swimmers.  From June 15 to Aug 25 sunset times range from 7:53 to 8:53.  Based on the levels of the sun in the setting sky and the associated glare, extension of the supervised hours would result in an inability of lifeguard staff to supervise the beach.

 

Option two has cost implications of approximately $7,440 and would increase supervised beach hours by 744 hours for the season.  Option two will be implemented for the 2002 season.  Beach attendance for the 2002 season will be monitored to assess the attendance level at various times of day and the feasibility of offering additional hours of operation for the 2003 season. 

 

Overview of Outdoor Pool Program

 

During June and early July, there is enough available daylight to operate a public swim to approximately 8:30 pm.  Two City of Ottawa pools, Genest and Bearbrook, have sufficient outdoor lighting to support these pools being open until 9:30 pm and 10 pm respectively.  Based on community usage patterns these pools offer a mix of aquatics programming and public swimming.  Lighting at other pools would need to be enhanced to support increased hours of operation past 8:30 pm.  A black disk rests on the bottom of the pool and the pool must close when lifeguards can no longer see this disk clearly, this usually occurs between 8:00 and 8:30 pm over the summer months.  See Attachment 4: Outdoor Pool Locations and Hours of Operation.

 

Pools are only closed when rain is so hard as to impair vision of the bottom of the pool.  Pools are cleared during thunderstorms but staff remain on duty to re-open the pool 20-30 minutes after the thunder and lightening has subsided.  Pools remain open unless the temperature falls below 16 degrees Celsius.

 

In previous years some pools have closed after 15 to 30 minutes of public swim time if attendance is low.  Through a Community Services Branch directive all outdoor pools will remain open during posted hours, attendance will be monitored and hours of operation for the 2003 outdoor pool season will be scheduled based on the 2002 attendance levels.
