QUARTERLY PERFORMANCE REPORT TO COUNCIL, Q4: OCTOBER 1 – DECEMBER 31, 2011 ACS2012-CMR-OCM-0002 CITY WIDE REPORT RECOMMENDATION That the Environment Committee receive this report for further review and discussion of the service areas’ performance results, as outlined in Document 1. RECEIVED CORPORATE PLANNING AND PERFORMANCE MANAGEMENT 2. 2011-2014 CITY STRATEGIC PLAN ACS2012-CMR-OCM-0003 CITY WIDE REPORT RECOMMENDATION That the Environment Committee consider and recommend to Council, approval of Appendix C to the 2011-2014 City Strategic Plan. The report recommendation was put to Committee and CARRIED with the following direction to staff: DIRECTION TO STAFF : Dixon Weir, General Manager of Environmental Services to provide Committee with a detailed plan on the commitment to commence the projects outlined in the West End Flood Mitigation, along with the completion dates. FINANCIAL SERVICES 3. GENERAL ACCOUNTS - WRITE-OFFS 2011 ACS2012-CMR-FIN-0009 CITY WIDE REPORT RECOMMENDATION That the Environment Committee receive this report on the 2011 general accounts write off of $58,531 as required by Schedule A, section 21 of the Delegation of Authority By-law 2011-28 for information. RECEIVED CITY OPERATIONS ENVIRONMENTAL SERVICES 5. FINANCIAL STATEMENTS FOR IN-HOUSE SOLID WASTE COLLECTION - 2011 EXTERNAL AUDIT RESULTS ACS2012-COS-ESD-0003 WARDS/QUARTIERS 10, 11, 12, 13, 16, 17, 18 AND 19 REPORT RECOMMENDATIONS 1. That the Environment Committee recommend Council receive this report for information. 2. That the Environment Committee recommend Council extend the reporting period for year 6 of the In-house Collection Operations to October 27, 2012. CARRIED 6. PROPOSED COST RECOVERY PROGRAM FOR THE USE OF THE WASTEWATER SYSTEM ACS2012-COS-ESD-0005 CITY WIDE REPORT RECOMMENDATIONS That the Environment Committee recommend Council: 1. Approve the proposed cost recovery program for the use of the wastewater system. 2. Approve an amendment to Schedule “B” to By-law No. 2003-514, regulating the control of discharges to sewers and sewage works, to replace the existing fee for ‘Water from a source other than the municipal distribution system” with a conveyance fee of $1.01 per cubic metre and a treatment fee of $0.63 per cubic metre as calculated in accordance with Document 1 and subject to review and revision on an annual basis upon approval by Council of the water and wastewater rate budget. Committee received a written submission from Brian Forrestal, Director of Engineering and Compliance, BFI Canada dated May 2, 2012, a copy of which is held on file with the City Clerk: The report recommendation was put to Committee and CARRIED. PLANNING AND INFRASTRUCTURE PLANNING AND GROWTH MANAGEMENT 7. ORLEANS WATERMAIN LINK ACS2012-PAI-PGM-0107 ORLÉANS (1), INNES (2), RIDEAU-ROCKCLIFFE (13), BEACON HILL- CYRVILLE (11), CAPITAL/CAPITALE (17), CUMBERLAND (19) REPORT RECOMMENDATION That the Environment Committee recommend Council approve the results of the Class Environmental Assessment Study for the Orléans Watermain Link as detailed in Documents 1 and 2 and direct staff to proceed with Notice of Study Completion for a 30-day public review period in accordance with the Ontario Municipal Class Environmental Assessment Schedule "B" process. John Moser, General Manager of Planning and Growth Management and Joanne Farnand, Manager of Financial Services spoke to a PowerPoint presentation, a copy of the presentation is held on file with the City Clerk. Roman Diduch, Program Manager of Infrastructure Policy was present to respond to questions. Committee received a written submission from Sheila Perry, President of the Overbrook Community Association, a copy of which is held on file with the City Clerk. The report recommendation was put to Committee and CARRIED, as presented with the following direction to staff: DIRECTION TO STAFF: Staff to provide a response to the Overbrook Community Association and copy the Ward Councillor. MUNICIPAL DRINKING WATER SYSTEMS – 2011 SUMMARY REPORTS ACS2012-COS-ESD-0002-IPD CITY WIDE RECEIVED B. 2004 AND 2008 GREENHOUSE GAS INVENTORIES, REDUCTION MEASURES AND APPROACH TO FUTURE TARGETS ACS2012-COS-ESD-0004-IPD CITY WIDE Committee received a written submission from Jason Pearman, Chair of the Environmental Advisory Committee dated May 1, 2012, a copy of which is held on file with the City Clerk. Councillor Holmes requested that this item be lifted in order to be listed on the next regular agenda in order to receive a staff presentation. Moved by D. Holmes, That the above-noted item listed under “Information Previously Distributed” be lifted off the agenda and listed on the next regular agenda for the Environment Committee”. Moffatt INQUIRIES DEMANDES DES RENSEIGNMENTS Chair McRae submitted the following inquiry : In 2011 the City provided $70,000 to 5 community groups as intervener funding on the issue of the Carp Landfill.  Can staff advise as to if and how those funds were spent? If this information is not available, can staff please make a request for this information to the 5 community groups?
