That Planning and Environment Committee recommend Council approve the application to vary Sign By-law 2005-439 to permit the internal illumination of two logo signs for the office building at 303 Terry Fox Drive.

303, promenade Terry-Fox.
The subject property is located in an industrial business park zone and therefore classified as District 3 in the Sign By-law (see Document 1). Adjacent uses near this office building north of March Road are commercial and leisure/recreational uses. The By-law limits logo signs in this zone to one sign per building face, provided the sign is non-illuminated and does not exceed 10 per cent of the top floor wall coverage area. If approved, the variance would permit the logo signs to be illuminated as seen in the attached elevations (Documents 2 and 3).
The requested variance would permit the illumination of two logo wall signs located on the top storey of a commercial office building. The Bridgewater Systems sign would face towards March Road and the March Networks sign would face towards Terry Fox Drive. Impact to nearby uses would be minimal as the illuminated logo signs would face towards mainly commercial uses and would not provide any negative impact to this area. These signs would comply with other performance standards of the by-law including location and scale.
Zoning of the property was light industrial under the old Kanata Zoning By-law, which represented a District 4 category in the Sign By-law. Logo signs under this district are allowed illumination. With the zoning changing in the new Zoning By-law to business park industrial, the more restrictive District 3 category now applies making the variance necessary. The new zoning of this property is under appeal.
Therefore, in this case, the Department is satisfied that the illumination component of the proposed signage is in keeping with the intent and design regulations of the Sign By-law and recommends approval of the variance application.
In response to the standard circulation to property owners, business and community groups and the Ward Councillor, there was no opposition generated.

City Clerk and Legal Services Branch to notify the applicant, Plastics of Ottawa, on behalf of the Kanata Research Park, Attention: Dennis Delaney, 32-5330 Canotek Road, Gloucester, ON, K1J 9C4 and the local Ward Councillor of Council's decision. Building Code Services will process the sign permit resulting from the Council direction in accordance with Sign By-law 2005-439.
