2. The public consultation process detailed in Document 2 and initiation of the street name change review process for streets identified as presenting the highest risk for confusion, as listed in Document 3 (Level 10) and report back with recommendations.

BACKGROUND
This report identifies municipal addressing concerns
referenced as street name/civic number related anomalies and includes specific
recommendations for remedial action based on the current street naming/number
policy objectives to be set out in the upcoming harmonized addressing by-law
scheduled for consideration in the first quarter of 2005.
Sections 47 and 48 of Chapter 25 of the
Municipal Act enable a municipality to establish and maintain street names and
civic numbers for the clear identification of property and
buildings/units. As a partner of the
Public Emergency Reporting Services (PERS) 911 program, the municipality is
required to ensure clear and accurate address information for the ease of
property identification, way-finding and to assist emergency services in the
efficient location of individuals in an emergency.
The addressing practices of the former 11
municipalities were not consistent. A
best practices review of existing by-laws/regulations identified the conflicts
that assisted in the development of draft street-naming guidelines, available
on request. These guidelines are
currently utilized when evaluating proposed street names for new development.
With amalgamation, the initial step was to
ensure clear property identification by eliminating street name/civic number
duplication. Given the scale of this
project and timeframe for completion, the project charter was restricted to
exact duplicates i.e., duplicate street names with duplicate suffixes. In 2002, City Council approved a change in
the names of 150 duplicate streets identified from a list of 372 potentially
affected streets. Within the report,
the Department indicated that there would be other addressing related anomalies
that would need to be identified and resolved.
With the successful public participation component of the duplicate
names project, letters, petitions and telephone calls have been received by the
Department and/or elected representative requesting resolution of additional
addressing anomalies causing ongoing confusion. To date, 292 specific anomalies have been recorded.
As a PERS partner, the City must validate and provide accurate municipal
address information to Bell Canada, who in turn confirms the information
against their corporate records relating to the location of hard line
telephones. The information is then
provided by Bell Canada to the 911 Call Centre for the effective dispatch of
Police and Fire units. Thus there is an
ongoing requirement to identify and resolve anomalies inherent in the provision
of this information. As such, anomalies
brought to the attention of the Department will require on-going review and
periodic reports to Council for resolution.
Emergency services continue to support the effort to maintain accurate
information.
Recommendation 1
Council approve a standard street name change
process for the review/resolution of identified street name/numbering
anomalies.
The Planning and Growth Management Department is responsible for the
review and approval of proposed street names and the assignment of civic
numbers for new development and redevelopment.
The Department is also responsible for related addressing issues. As a policy, name changes are discouraged
due to the resulting disruption and potential for confusion in the short
term. Nevertheless, an individual or
group of individuals dissatisfied with their current street name may apply for
a street name change and, where a majority of the affected
individuals/businesses are in support of the proposal, there is an established
process to facilitate the change at the applicant's expense.
On an ongoing basis, the Department receives complaints from the public
requesting action to address or resolve addressing anomalies that pose a safety
risk. For example, the confusion that
exists with Beechmont Court and Beechmont Crescent, two streets with the same
name but different suffixes. There are
many examples of this style of duplication remaining.
For consistency, the Department is requesting Council's endorsement of
the process, detailed in Document 1, for the intake, review and
evaluation of applications for street name changes where the public has
identified a safety concern and for which funding must be provided from within.
Council approve the public consultation
process detailed in Document 2 and initiation of the street name change review
for streets identified as presenting the highest risk for confusion, as listed
in Document 3 (Level 10), and report back with recommendations.
With the outstanding response to the Duplicate
Street Names report of 2002, the public made it clear that street names are
important to them both as individuals and businesses, as an identifier, and
link to where they live, work and shop.
The consultation process that was adopted to
eliminate exact duplicate names involved the community in determining
replacement names. This process was
considered by the public and the Department to be fair, equitable and
effective, resulting in the implementation of all the name changes considered
and approved by Council. In an effort
to mirror the consultation process, other municipalities have contacted the
City and requested advice on this issue.
The Department recommends utilizing this proven consultation process, as
detailed in Document 2, for the streets identified as presenting the
highest risk for confusion, listed in Document 3.
Phased Approach
Document 4 lists the
292 street name anomalies with varying degrees of safety related concerns
recorded by staff since amalgamation.
Resources to initiate a review of all 292 street name anomalies and the
cost associated with such an endeavor are not available and thus it was
necessary to assign priorities and address only those presenting the highest
risk for confusion. The remaining street names will not be processed as the
Department is confident that, with proper notification, there is sufficient
clarity to locate properties adjacent to these streets. Emergency services, major public sector
agencies and private sector mapping companies will be provided the full list of
anomalies so that provisions are made to maintain effective emergency response.
To identify urgent cases, the point system
outlined above was applied to each case.
The 85 streets listed in Document 3 were identified as presenting
the highest risk for confusion (Level 10) and, to establish and maintain a safe
environment, deemed urgent for resolution at the earliest opportunity. Given available limited resources, the
Department is recommending a phased approach, with the 85 anomalies divided
into three categories i.e.:

Note:
Since 8 of the 85 cases fall into category 2 and 3, the number of actual
cases to be resolved is 77.
The initial phase would focus on streets that
pose the highest risk. Four (4) streets
will be reviewed comencing the new year to test the process and gauge resource
requirements for this initiative. The
costs associated with the review of these initial streets, in terms of
legislated advertising, reporting and signage, can be absorbed within the
current Departmental budget. Costs
associated with required street sign replacement will be absorbed by Public
Works and Services. The anticipated
number of anomalies that can be reviewed/resolved in a given year will be
identified within the work program and budget forecast for each subsequent
year, likely 6-10 streets annually depending on the level of community
involvement.
Based on the level of concern raised by the
community, the following four streets will be evaluated in 2004: Ancona
Court/Crescent, Caledon Place/Street, Greenview Avenue, Lorne Avenue.
Ancona
Court/Ancona Crescent
These streets
are in close proximity and have duplicate civic numbers. The residents have experienced several cases
where emergency services have gone to the wrong location resulting in a delay. The residents of Ancona Court have already
submitted a petition expressing concern and requesting resolution of the issue.
Twenty-six
residents on Ancona Crescent and five residents on Ancona Court would be
affected. Given the principle that a
street name change impose minimal impact on affected residents/businesses, the
Department is recommending to initiate the consultation process to change the
name of Ancona Court.
Caledon
Place/Caledon Street
These two
streets are also in close proximity with duplicate civic numbers. The residents of Caledon Street, within a
petition, have expressed concern that the similarity in names with Caledon
Place has caused emergency vehicles to be misdirected thus unnecessarily
delayed. With the Canada Post Delivery Depot
located on Caledon Place, large commercial vehicles destined for Canada Post
inadvertently circulate through the residential neighborhood on Caledon Street
and Dale Avenue. Finally, the Mall
proposed along the eastern side of Caledon Place will exacerbate the current
situation. Forty-one (41) residents on
Caledon Street and Dale Avenue signed the petition indicate strong support to
replace the name Caledon Place to avoid future confusion.
With the
potential disruption and costs related to changing the address for Canada Post,
the Department is recommending to initiate the consultation process with Canada
Post to determine their position, evaluate the impact and report back with a
recommendation for a name change.
Greenview
Avenue
With the
reconfiguration of the Greenview Avenue to service Britannia Park, the original
Greenview Avenue is now a cul de sac.
Don Street at its intersection with the reconfigured Greenview Avenue is
restricted to bus access only this the original section is no longer accessible
from Carling Avenue. Vehicles must
access this section via Britannia Road and Don Street east of the park. Since this information in not common
knowledge, way-finding is significantly hampered.
The
reconfigured section of Greenview Avenue is a public street from Carling Avenue
north to Don Street. From this point to
the Ron Kolbus/Lakeside Gardens complex, the street is a private access road
for use by the public and OC Transpo.
This section of road is currently unnamed. During the last Federal election, the Ron Kolbus Centre served as
a polling station and several complaints were received as the Centre has a
Carling Avenue address, but is distinctly remote from Carling Avenue.
The original
section of Greenview Avenue has 13 residential homes while the new section
(including an apartment tower) has 214 residential units. Given the principle objective to impose
minimal impact on residents/businesses, the Department is recommending to
initiate the consultation process to change the name of the original section.
Lorne Avenue
This street
extends north from Somerset Street W. to Albert Street. Due to a significant change in elevation,
the street is physically divided at Primrose Avenue, thus causing confusion for
individuals and businesses not otherwise aware of this condition.
In responding
to a fire alarm, the Preston Station #2 and the Beechwood Station #6
responded. While the Preston Station
was aware of the physical break, the Fire Apparatus from the Beechwood Station
attempted to access the street from Somerset Street W. With no provision for maneuverability at the
end of the street, it was necessary to back the vehicle to Somerset Street,
causing a crucial time delay thus a potential hazard. To avoid this concern in future, the Department is recommending
the commencement of the public consultation process to rename one section.
For the remaining 73 anomalies identified as a
high priority, the Department will proceed based on the approved review process
detailed in Recommendation 1. Utilizing
current resources, the Department anticipates resolution of 6-10 street name
anomalies per year, with a completion date of 2012.
The Department recommends to proceed with name
changes for the streets identified in Document 3, beginning with the 4
streets identified above.
CONSULTATION
Notice of the date when Council would consider this
report to establish a process to correct safety related anomalies requiring
street name changes was provided in accordance with the legislative requirement
i.e., once in local newspapers having general distribution. The draft report and overall list of
anomalies was made available on request and placed on the City's web page prior
to the meeting. Before tabling
recommendations to change specific street names, consultation with those
directly affected will be undertaken, as detailed in Recommendation 2.
Ward Councillors and the various Departments
impacted were provided advance copies of this report for input. On request, specific Community Groups were
included in the circulation.
The input received in response to the draft report circulation is summarized in Document 6.
FINANCIAL IMPLICATIONS
Subject to Council approval of the 2005 Budget, the Department anticipates resolution of 6-10 street name anomalies per year utilizing current operating resources within Building Services Branch. The Traffic & Parking Operations Branch will supply and install the signs. It is estimated that the cost of supplying and installing the signs will range from $2,000 to $5,000 per year and will be paid from the Capital account Street Name Sign Upgrade, account # 901098.

DISPOSITION
The Planning and Growth Management Department to
undertake the public consultation related to the initial four streets
identified in Recommendation 2 for a name change and report back with
specific recommendations and a detailed implementation schedule.
The Public Works and Services Department is
required to manufacture and install new street signs for those streets
identified by Council requiring a name change, based on the implementation
schedules detailed in subsequent action reports recommending specific name
changes.
PROCESS
FOR STREET NAMES/NUMBERING
In the
establishment and maintenance of clear unique property identification, the
Building Services Branch of Planning and Growth Management will review and
resolve addressing concerns identified by the public and emergency services
based on established criteria inclusive of a public consultation process
(detailed in Document 2), when street name/numbering changes are
required.
Identified
concerns that qualify for review include any street or combination of streets
that cause confusion for general way-finding and/or create a potential delay in
the provision of emergency services.

The factors, as
priorized below, are considered when evaluating identified concerns. These were developed in consultation with
the public and subsequently endorsed by the Transition Board and approved by
City Council as part of the duplicate names project.

Weighting
Criteria
The accepted
principle objective when name changes are necessary is to impose minimial
impact on the least number of individuals and businesses that would be
affected. Where the number of residents
and/or businesses are effectively equal, other evaluation factors would be
considered and weighed for final comparison.
During the duplicate names project, the comments received from the
public on the proposed method of evaluation indicated some preferred that the
weighting be based solely on historical significance. When tested, it was concluded that a decision based on historical
significance only would give unfair advantage in situations where other factors
need to be taken into consideration.
For example, one street name may have been in existance for many years
but the street services only a few residents, while a second street of the same
name services numerous residents and businesses where a name change would
impose significant disruption. e.g., Queen Street, Richmond vs Queen Street,
Ottawa. The evaluation must have the
flexibility to filfill the principle objective and all other factors.
Application:

Requests are submitted in writing to
the Department by mail or via a web based form (to be developed).
2.
Each submission will be reviewed
applying the rated criteria set out below in determining the severity of the
concern, the impact and recommended course of action.
3.
Streets rated 10 will be evaluated and
subjected to the street name change process.
4.
Streets rated less than 10 will be
evaluated with a view to providing additional clarity for way-finding and
emergency response.

The report is fine. It is hard to estimate the financial impact on sign requirements for either the initial four streets or the suggested six to ten street name changes per year, as we don’t know how many signs will be required until City Council makes the decision on which street names must change.
Departmental Comments
We support the recommendation put forward by Traffic Operations Division to include within the annual budget funds to accommodate required street sign modification resulting from this project.
I request that Old St. Patrick Street be added to the list of streets in Document 3 of report ACS2004-DEV-BLD-0018 being brought to the Planning and Environment Committee’s attention for remedy.
Old St. Patrick runs parallel to St. Patrick Street and is a source of confusion. More seriously, Old St. Patrick continues into an OCHC development. While Canada Post recognizes this stretch as part of Old St. Patrick, the City officially has no name for it, which is a source of confusion and concern when dispatching emergency services.
There is a number of potentially confusing elements all within a relatively concentrated space. It would seem to me that this would qualify it as a priority. I would appreciate any assistance you can provide in this matter.
The Department will include Old St. Patrick Street within the first streets to be reviewed following the initial four streets identified in Recommendation 2.
Bruce Montone, Deputy Chief, Prevention, Training, Special Operations and Communication Divisions
I completely support the recommendations put forth in the report aimed at resolving the street name anomalies resulting from amalgamation.
One aspect not mentioned that adds more urgently to moving forward on the recommendations is the fact Bell Canada will be changing the information presented currently in the 911 ANI/ALI. As you are aware, currently we receive information that identifies both Ottawa and the former amalgamated municipalities as part of the address information in a 911 call. As of mid December of this year, the old amalgamated municipality names will no longer be provided. Ontario law mandates this change and Bell Canada is complying. We are currently working with Police, EMU and Building Services to try and mitigate the effects of this change. Unfortunately, this change makes it even more imperative that all street name anomalies be resolved quickly, otherwise the current problem in correctly identifying the street anomalies will be made even more difficult.
I support the effort and wish to further emphasize to the Committee and Council the importance and urgency of dealing with this problem.
The Department is in agreement with the concerns expressed by Deputy Chief Montone and supports the expressed urgency to move forward to resolve identified anomalies at the earliest opportunity.
