DISCUSSION
The Delegation of Authority By-law 2001-12, as amended, approved by City Council on 8 January 2001, provides Delegated Authority to approve and conclude Real Estate transactions involving Acquisitions, Disposals and Leasing of Real Property. Schedule “F”, Section 24 of the By-law, provides the Delegated Authority to approve and conclude Real Property transactions at five staff levels.
Delegated Authority to approve and conclude Real Estate transactions, dealing with disposal of land and property, are subject to the Disposal By-law 2002-38. Prior to the disposal by Delegated Authority, all criteria of the said By-Law must be met.
Section 24 - 4C of By-law 2002-520, requires that the exercise of Delegated Authority shall be reported to Corporate Services and Economic Development Committee on a semi-annual basis. This report covers the second half of the reporting period for the year 2008.
Realty Services certifies that all transactions approved under Delegation of Authority, for the period of 1 July to 31 December 2008, are in compliance with the Delegation of Authority By-law and Disposal By-law.
CONSULTATION
Public consultation is not required.
FINANCIAL IMPLICATIONS
Prior to transaction approval, Realty Services staff confirms with Financial Services staff, that the appropriate funds are available in the budget. The availability of funds is a condition and requirement of approval under Delegated Authority.

Attached as Document 1, is a list of Real Estate Acquisition, Disposal and Lease transactions, approved under Delegation of Authority, from 1 July to 31 December 2008.
