3. Motion – Ottawa-Arnprior Boundaries

 

 

Committee Recommendation

 

WHEREAS Old Highway 15 forms the western boundary between the City of Ottawa and the Town of Arnprior, County of Renfrew; and

 

WHEREAS both sides of this major road are built up with numerous homes and businesses; and

 

WHEREAS the homes and businesses on one side of this road are in Ottawa and those on the other side are in the Town of Arnprior; and

 

WHEREAS the construction of four lanes of Highway 17 West to Arnprior is currently under way and expected to be completed next year; and

 

WHEREAS a major interchange is being developed at the intersection of Highway 17 and Old Highway 15; and

 

WHEREAS it is anticipated that commercial development will occur in proximity to the new Highway interchange; and

 

WHEREAS the Town of Arnprior would be able to provide piped services to this area; and

 

WHEREAS informal discussions regarding the realignment of the Boundary between the City of Ottawa and Town of Arnprior have been ongoing for a number of years;

 

THEREFORE BE IT RESOLVED THAT Council direct staff of the City of Ottawa to meet with officials of the Town of Arnprior and the County of Renfrew and bring forward options and recommendations regarding the potential realignment of the City/Town Boundary in this area.

4. MOTION - OTTAWA-ARNPRIOR BOUNDARIES

Councillor Eastman explained that for some years discussions were ongoing between the former Township of West Carleton and the Town of Arnprior regarding a more logical boundary.  Referring to page 2 of an aerial photo which he distributed at the meeting and which is on file with the City Clerk (ACS2002-CCS-RUR-0006), Councillor Eastman noted that some of the houses on one side of the street are located in the City of Ottawa and are unserviced by it, while on the other side of the street homes are within the boundaries of the Town of Arnprior. 

 

Councillor Eastman indicated that the matter has become more urgent as a result of the expansion of Highway 417 because a major interchange is going to be constructed at the boundary line this summer.  He added that development will occur around this and the City of Ottawa will not be servicing this area, as it would not make any sense to do so.

 

Councillor Eastman advised that his motion directs City of Ottawa staff to meet with the County of Renfrew and Town of Arnprior staff to discuss the situation and if there are viable options, to bring them back to Council.

 

In response to a query by Councillor Stewart as to whether the residents are aware of this issue and that it will not be a surprise to them, Councillor Eastman explained that it is anticipated that staff will come back with a number of options, perhaps along the lines of joint servicing agreements between the municipalities.  He suggested that if an option was proposed that the boundary line be moved, he expected that a referendum would have to be held in order to ensure that this was the desire of the residents.  Councillor Eastman confirmed that the issue has been discussed for a long time with Mr. Sterling, M.P.P.  He suggested that the way to get the issue on the table now is to get staff to meet, look at the options and report back. 

 

In response to a further query by Councillor Stewart as to how many people are affected by this, Councillor Eastman indicated that it depends where the boundary line is drawn, but probably fewer than 100 people.
