OBJET:          COMMÉMORATION - CENTRE LAKESIDE RON KOLBUS

 

 

REPORT RECOMMENDATION

 

That the Corporate Services and Economic Development Committee recommend Council approve the recommendation from the Ron Kolbus Commemorative Committee that the Lakeside Gardens Community Centre be designated and renamed “The Ron Kolbus Lakeside Centre”.

 

 

RECOMMANDATION DU RAPPORT

 

Que le Comité des services organisationnels et du développement économique recommande au Conseil municipal d’approuver la recommandation du Comité commémoratif Ron Kolbus visant à renommer le Centre communautaire Lakeside Gardens « Centre Lakeside Ron Kolbus ».

 

 

BACKGROUND

 

On April 21, 2001, Mr. Ron Kolbus passed away after experiencing a most unfortunate accident.  Mr. Kolbus was a former City of Ottawa Councillor from 1994-2000.  This untimely death represented a significant loss for his family and the residents of the City of Ottawa.

 

During his term in office, Mr. Kolbus made significant and outstanding contributions to the community and the City of Ottawa, particularly in promoting the youth of this City.   In addition, Ron made a lasting contribution to the development and management of affordable housing among many other significant areas of importance.   As a result, it was believed it would be appropriate for Council to commemorate Ron’s contribution to this City through the designation of a City of Ottawa facility or park in his honour.

 

On 23 May 2001, City Council approved a committee recommendation that the Mayor establish a subcommittee to review the initiative to designate a City of Ottawa facility or park in honour of former Councillor Ron Kolbus and to bring forward a recommendation to Council for approval.

 

 

DISCUSSION

 

The subcommittee consisted of the following members:

Mr. Len Potechin

Mr. Ed Aquilina

 

The subcommittee met over the summer of 2001 to review this initiative, analyze suggestions, determine a recommendation and undertake the necessary consultation regarding the recommendation.  After extensive discussion and evaluation of the suggestions proposed, the subcommittee approved the designation and renaming of the Lakeside Gardens Community Centre, located at 2805 Carling Avenue, Ottawa,  to “The Ron Kolbus Lakeside Gardens Centre”.  However, a number of people consulted felt that the proposed designation was lengthy and a shorter version would be preferable.  Therefore, the proposal is that the Lakeside Gardens Centre be renamed “The Ron Kolbus Lakeside Centre”. 

 

Upon Council approval, a commemorative plaque will be installed at the facility in conjunction with a plaque unveiling ceremony to be held in May 2002.

 

 

CONSULTATION

 

Upon selection of the Lakeside Gardens Community Centre as the preferred option, the subcommittee consulted with the Presidents of the following twelve Bay Ward community associations:

Queensway Terrace South Community Association

Queensway Terrace North Community Association

Woodpark Community Association

Riverview Heights Homeowners

Belltown Neighbours’ Association

Crystal Bay Lakeview Community Association

Glabar Park Community Association

Carlingwood Community Association

Whitehaven Community Association

Woodroffe North Community Association

The Olde Forge

 

In addition, this topic was an item for discussion during the monthly Bay Ward Council Meeting held on Wednesday, 3 October, under the Chair of Ward Councillor Alex Cullen.

 

 

FINANCIAL IMPLICATIONS

 

Financial implications will be incurred in the creation and installation of a commemorative plaque and the unveiling ceremony (estimate of $4,000).   Funds have been included in the 2002 Protocol Cost Centre Account 112117.

DISPOSITION

 

Upon Council approval, the Office of Protocol will complete the necessary arrangements in conjunction with Ms. Kolbus, the Kolbus family and the General Manager of the facility.
