REPORT
RECOMMENDATION
That the Corporate Services and Economic Development Committee recommend
Council approve that payment of the City’s development charges estimated at
$76,700 related to the Goulbourn Kanata West Carleton Community Resource Centre
be deferred until such time as the building is sold or the use of the building
changes from that of the community resource centre and that the deferral
agreement be registered on title.

d’exploitation estimée à 76 700 $ relatives au Centre de ressources
communautaires de Goulbourn Kanata West Carleton soient reportées jusqu’à ce
que l’édifice soit vendu ou que son utilisation en tant que centre de
ressources communautaires soit modifiée et que l’entente de report soit
inscrite sur le titre.

The Goulbourn Kanata West Carleton Community Resource Centre (“CRC”) is constructing a three-story
building in which they will operate their community-based programs. The City
has provided a grant and an interest free loan towards the development of this
facility. The CRC will rent a portion
of the building to offset the ongoing operating costs.
Earlier this year the CRC had approached the city for relief from the
city’s development charge. While staff recognized the value of this facility to
the community, there was concern that at some point the building could be sold
and the use of the building changed. Accordingly it was recommended that,
rather than full relief from the charge, the charge be deferred until such time
as the building is sold or the use of the building changes from that of the
community resource centre. It is
intended that this deferral be registered on title for a 20-year period. The CRC is agreeable to the deferral
recommendation and understand that the deferral represents a contingent
liability for the centre.
This proposal provides the CRC with the financial relief it seeks today
while also providing the City some assurance that a development charge will be
received should the building no longer be used for public purposes.
FINANCIAL IMPLICATIONS
Development charge revenues of approximately $76,700 will be deferred.
The Financial Services Branch will take appropriate action and the Legal Services Branch will draft a deferral agreement for registration.
