That the Corporate Services
and Economic Development Committee and Council approve:
1.
The transfer of funds in the amount of $1,200,000 from
the project, Plaza Bridge Order No. 900091 to Laurier Bridge Order No. 900086;
2.
The transfer of funds in the amount of $600,000 from
the project Airport Parkway Structures, Order No. 900090 to Laurier Bridge
Order No. 900086.

The Laurier Bridge carries Laurier Avenue over the Queen Elizabeth Driveway, Rideau Canal and Colonel By Drive. This bridge was transferred from the federal jurisdiction to the former Region of Ottawa-Carleton in 1996, pursuant to the Federal Bridges Transfer Agreement.
The bridge is a key link in the transportation network of the City of Ottawa and carries significant pedestrian and bicycle traffic.
On 13 September 2000, Regional Council approved a number of recommendations relating to the Laurier Bridge Reconstruction project with limits extending from Elgin Street to Nicholas Street, including the Laurier/Nicholas intersection.
The scope of the project was extended to include the replacement of twin 762 mm unlined cast iron water-mains, built circa 1915 and located in the vicinity of the Laurier Bridge. On 9 November 2000, the Chief Administrative Officer, under Special Delegated Authority, approved a modification to the contract with McCormick Rankin Corporation, Ottawa, to include the design of the water-mains and related works.
The project also includes modifications to the Queen Elizabeth Driveway and Colonel By Drive, being undertaken on behalf of the National Capital Commission on a cost recovery basis.
CONTRACTOR SELECTION PROCESS
A Request for Tender (RFT) was issued by Supply Management, advertised through the Ottawa Construction Association, and closed on 10 July 2001. Five firms submitted bids in response to the RFT.
The Transportation, Utilities and Public Works Department, in consultation with the Supply Management Division, recommends acceptance of the tender from the lowest responsive bidder, Dufferin Construction Company. The transfer of funds will allow the awarding of this contract under delegated authority as provided in the Purchasing By-law.
The request for additional funding is due to change in scope of work as a result of additional works required to protect the foundations of the Department of National Defence (DND) building adjacent to the bridge, relocation of the DND mechanical plant currently under the bridge and related infrastructure, discovery of contaminated soil conditions on east side of the Canal and the tender bids being significantly higher than was initially budgeted.
The full ramification of contaminated soil conditions is not known at this time.
The shortfall in funding for this
project is to be covered from savings realized from the Mackenzie
King and Plaza Bridge as well as from the Airport Parkway Structures
account, that has been deferred.
Public consultation is not required for this report. Previous public consultation was undertaken by the Region of Ottawa-Carleton in 2000 with respect to the Laurier Bridge Reconstruction project.

Funds are available for transfer from Order No. 900091, Plaza Bridge,
2001 Capital Budget, in the amount of $1,200,000 and from Order No. 900090,
Airport Parkway Structures, 2001 Capital Budget in the amount of $600,000; and
from Order No. 900085, Mackenzie King Bridge,
2001 Capital Budget, in the amount of
$2,000,000; to Order No. 900086, Laurier Bridge bringing
the revised budget to $20,254,32321 for the
structures portion of the contract.
Funds are also available in Order No. 900200, Urban Watermain Upgrades/Extension
for the watermain portion of the contract.
The requested contract provision is $20,381,36020,809,
which includes a contingency provision in the amount of $81,00,000,
including GST.
