REPORT RECOMMENDATION
That
the Corporate Services and Economic Development Committee recommend Council
approve that the City Clerk be directed to submit a letter of intent under the
Ontario SuperBuild Corporation respecting the qualification of the “Recreation
and Culture Building Lifecycle Program” Project for funding under Round 1 of
the Sports, Culture, Tourism Program initiative.

The Province of Ontario has released guidelines for a program under which applications may be made for grant funding for eligible capital improvement projects. This is the first round of a call for applications under a Provincial grant program. It is expected that this could be a multi year program.
The overall program is known as “SuperBuild” however the application being made here is under the Sports, Culture and Tourism part of the program. While applications were originally to be submitted by February 2, 2001, the City requested and was granted an extension to February 28, 2001 in order that it have time to fully prepare an application which addressed the needs of the new city.
The program is targeted to projects, which seek to make facilities safe and secure, and extend their life. New development projects are ineligible under the program guidelines. The SuperBuild program will fund up to fifty percent (50%) of the cost of projects it approves. The application must also represent the highest priority for the applicant.
The project recommended for submission is a package, which includes those highest priorities, and most urgent works required under the ‘life cycle replacement’ program for existing recreational and cultural facilities owned by the newly amalgamated City of Ottawa. The works submitted represent the highest priorities across the new municipality. The total estimated cost of the work included in the application is $4,276,000.
ANALYSIS
The project is being undertaken to ensure the continued efficient operation, maintenance and repair of the City’s recreational and cultural facilities, which will enable the City to deliver with its community partners, a comprehensive array of programs for its citizens. The proposed works will ensure the continued integrity of taxpayers’ public assets, and more importantly, safeguard the health and safety of staff and users of the facilities. The project will assist in ensuring continued compliance with legislation and policy regarding health and safety and building code requirements. The project will provide a comprehensive management framework to ensure that the Provincial environmental and heritage policies and other policies (i.e. accessibility), are applied to the City’s recreational and cultural buildings.
The recent amalgamation of eleven (11) municipalities and regional government has produced a large inventory of assets, worth approximately $1.9 billion, all of which require a comprehensive asset management plan. From these assets, the project proposes to implement the previously identified health and safety lifecycle items and studies that are outstanding in the City’s recreational and cultural facilities. Through previous audits and studies, a detailed list of items was prepared and for the purpose of this project, will encompass forty seven (47) buildings, ranging from pools, arenas, community centers, cultural facilities and multi-purpose recreational complexes. These buildings are geographically dispersed throughout the new boundaries of the city and offers a mix of both cultural and recreation/sports facilities.
The project works are divided into the following categories:
Lifecycle requirements – i.e. the repair and replacement of roofs, stabilization and repair of exterior wall deterioration; risk assessment: $2,302,500
Life safety – i.e. fire safety upgrade, replacement of fire alarm panels, building security, video surveillance, arena rink board, glass and netting replacements/additions; $931,500
Accessibility – i.e. additions and replacement of ramps, railings, service counters, showers/dressing rooms; $642,500
Environmental – i.e. removal and disposal of PCB lighting ballasts, asbestos removal, risk assessment; $399,500
The Recreation and Culture Building Lifecycle Program project, worth $4,276,000 will stimulate the local economy as the proposed works will be tendered and delivered by the private sector and local contractors. Based on the $4,276,000 project, it is estimated that approximately forty four (44) person years of direct employment will be generate, with an additional sixty (60) person year in indirect employment, for a total of one hundred and four (104) jobs per year added to city’s economy.
With the proposed works proceeding, users in forty seven (47) different locations will reap the benefits of safer environments while pursuing their leisure activities i.e. the introduction of non-slip surfaces in pools and arenas, the ability to access facilities that were not accessible to those clients with mobility impairments, with the introduction of ramps and railings or the preservation and safeguarding of a museum’s collection by the replacement of a faltering roof structure.
One of the classes of works included in the application is to remove and render safe all hazardous materials, which may still exist in some of the older facilities. Such works include the removal of asbestos and the removal of old ballasts, which contain PCB’s. Expertise to ensure these removals are carried out in a safe and effective manner will be retained to undertake this work.
RURAL IMPLICATIONS
Many of the works identified in the application are to buildings located in the former rural municipalities. In many of these a comprehensive lifecycle replacement management program was not in place. With the funding support of SuperBuild it will be possible to commence this work.
CONSULTATION
No public consultation was undertaken regarding this report as it includes works which are not program related but are important in ensuring the safe and secure operation of existing City facilities.
If the application is approved it will provide the City with the capacity to undertake twice the amount of work in 2001 that it could have undertaken if restricted to using its own resources. The matching funds for this application are identified in the draft estimates of the Corporate Services budget under the Real Estate and Asset Management Branch.

DISPOSITION
Upon approval of this report by City Council the Department of Corporate Services in consultation with the People Services Department will submit a “Letter of Intent” accompanied by a signed motion from City Council to the Province of Ontario, and follow-up with a submission of project details.

WHEREAS, the
Council of the Corporation of the City of Ottawa (the "Municipality")
has received and considered the Government of Ontario SuperBuild Corporation
Sports, Culture and Tourism Partnerships ("SCTP") initiative Round 1
Application Guidebook (the "Guidebook”);
AND WHEREAS, Council
has assessed its capital priorities against the SCTP initiative Round 1
application requirements as set out in the Guidebook and intends to submit a
letter of intent for qualifying the "Recreation and Culture Building
Lifecycle Program " project (the Project”) for funding under Round
1 of SCTP initiative;
AND WHEREAS, Council
confirms that the Municipality is compliant with the new Ministry of
Environment Drinking Water Protection Regulation, Ontario Regulation 459/00
made August 9, 2000 (DWPR);
AND WHEREAS, Council
considers the Project to be its highest sport, recreational, cultural or
tourism infrastructure priority for the Municipality;
BE IT THEREFORE RESOLVED that the
Council of the Corporation of the City of Ottawa hereby resolves that the Clerk
is directed to submit a letter of intent to the Ontario SuperBuild Corporation
respecting the qualification of the Project for funding under Round 1 of the
SCTP initiative.
