CONFIRMATION OF MINUTES Minutes 15 of the meeting held on Thursday, 17 May 2012 were confirmed. CITY OPERATIONS EMERGENCY AND PROTECTIVE SERVICES DEPARTMENT 1. OTTAWA PARAMEDIC SERVICE – 2011 ANNUAL REPORT ACS2012-COS-EPS-0028 CITY-WIDE REPORT RECOMMENDATION: That the Community and Protective Services Committee receive this report for information. RECEIVED COMMUNITY AND SOCIAL SERVICES DEPARTMENT 2. 2012 PROVINCIAL BUDGET IMPACTS FOR THE COMMUNITY AND SOCIAL SERVICES DEPARTMENT ACS2012-COS-CSS-0009 CITY-WIDE REPORT RECOMMENDATION: That the Community and Protective Services Committee recommend that Council approve that: 1. The City of Ottawa maintain discretionary benefits to social assistance recipients at existing levels for the balance of 2012, and 2. Staff complete a review of the Community and Social Services Department’s social investments and priorities to ensure the 2013 budget aligns to the Council endorsed budget strategies outlined in the Long Range Financial Plan IV document and report back as part of the 2013 budget process. Dr. Aaron Burry, General Manager, Community and Social Services and Micheline McTiernan, Manager, Business Support gave a summary and brief PowerPoint presentation. A copy of the presentation is held on file with the City Clerk’s office. Following the presentation Councillors questioned staff regarding various issues. The Committee then heard from the following delegations: 1) Laura Shantz – Poverty Issues Advisory Committee 2) Gary Stein- South Ottawa Community Legal Services 3) Trudy Sutton – Executive Director, Housing Help 4) Euphrasie Emedi – Community Developer, South-East Ottawa Community Health Centre 5) Linda Kinsella – City for All Women Initiative The majority of delegations were in favour of the staff recommendations but were cautious of the future and the Province’s next moves with regards to budget cutbacks especially with regards to the Community Start Up and Maintenance Benefit (CSUMB) and the Province eliminating this benefit and realigning it with other measures. Some delegations provided written speaking notes which are held on file with the City Clerk’s office. The report recommendations were then put to Committee and CARRIED as presented. CRIME PREVENTION OTTAWA 2. CRIME PREVENTION OTTAWA BOARD OF DIRECTORS NOMINATIONS AND EXPANSION ACS2012-CMR-CPS-0008 CITY-WIDE REPORT RECOMMENDATION: That the Community and Protective Services Committee recommend Council approve: 1. That the Terms of Reference of Crime Prevention Ottawa be modified to allow for a total of 16 members on the Board of Directors; and 2. That the following people be appointed to the Crime Prevention Ottawa Board of Directors for the period 2012-2016: Jim Devoe Claude Gingras Michael Horne Walter Piovesan CARRIED CITY MANAGER’S OFFICE CITY CLERK AND SOLICITOR DEPARTMENT 4. QUARTERLY PERFORMANCE REPORT TO COUNCIL, Q1: JANUARY 1 TO MARCH 31, 2012 ACS2012-CMR-CPS-0009 CITY-WIDE REPORT RECOMMENDATION: That the Community and Protective Services Committee receive this report for further review and discussion of the service areas’ performance results, as outlined in Document 1. RECEIVED 5. COMMEMORATIVE NAMING PROPOSAL – HOWARD DARWIN CENTENNIAL ARENA ACS2012-CMR-CCB-0042 CITY-WIDE REPORT RECOMMENDATION: That Community and Protective Services Committee recommend that Council approve the proposal to rename the Merivale Centennial Arena, located at 1765 Merivale Road, the “Howard Darwin Centennial Arena”. CARRIED The following delegations were present and in support of the recommendation but chose to not to speak as the report CARRIED on consent: David Gourlay, Jim Durrell, Brian Ford, Claude Bennett, Dennis Jackson and Jeff Darwin. 6. COMMEMORATIVE NAMING PROPOSAL – “LALANDE CONSERVATION PARK” ACS2012-CMR-CPS-0045 CITY-WIDE REPORT RECOMMENDATION: That the Community and Protective Services Committee recommend that Council approve the proposal to name an unnamed park, located at 2145 Nantes Street, “Lalande Conservation Park”. CARRIED 7. COMMEMORATIVE NAMING PROPOSAL – “LINDA DUNN PARK” ACS2012-CMR-CCB-0044 CITY-WIDE REPORT RECOMMENDATION: That Community and Protective Services Committee recommend that Council approve the proposal to name a new park located at 1885 Celeste Way, “Linda Dunn Park”. CARRIED 8. COMMEMORATIVE NAMING PROPOSAL – “PATRICK BERGIN PARK” ACS2012-CMR-CCB-0044 CITY-WIDE REPORT RECOMMENDATION: That Community and Protective Services Committee recommend that Council approve the proposal to name a future park at 3910 Prince of Wales Drive, “Patrick Bergin Park”. CARRIED 9. SMOKING OF WATER-PIPES AND NON-TOBACCO PRODUCTS ON MUNICIPAL PROPERTY ACS2012-CMR-CCB-0044 CITY-WIDE REPORT RECOMMENDATION: That Community Protective Services Committee recommend that Council enact the amendments to the Parks and Facilities By-law, attached as Document 1, to prohibit the smoking of water-pipes and non-tobacco products on outdoor municipal property including all City parks, beaches and facilities. Rick O’Connor, City Clerk and Solicitor gave a brief summary of the report and what lead up to this recommendation. On February 22, 2012, Council directed staff to review the Parks and Facilities By-Law and to report back on the appropriate methods to prohibit lighted water-pipes and similar smoking implements at all City parks, beaches and facilities, including administrative buildings. Following the presentation Councillors questioned Mr. O’Connor regarding various issues on the proposed amendment to the By-law and possibly going further in the future. They also thanked staff and Councillor El-Chantiry for moving on this subject. The Committee then heard from the following delegations: 1) Tyler Ward - Non-Smokers' Rights Association 2) Carmela Graziani and Suzanne Friedlaender, Ottawa Council on Smoking and Health The delegations were in favour of the staff recommendations but would like to see the By-law include private locations and seek changes to the federal Tobacco Act and the Smoke-Free Ontario Act to ban water pipe smoking inside public places and workplaces. Both delegations provided written comments or presentations which are held on file with the City Clerk’s office. The report recommendations were then put to Committee and CARRIED as presented. INQUIRIES Councillor M. Fleury 1) Considering the fact that the University of Ottawa has agreed to provide the city of approximately 10,000 hours at the new sports field at 200 Lees Avenue for community use, could staff please provide a concrete and detailed plan of how those hours are going to benefit the community and the city? 2) What were the original timelines for the Parks and Recreation Master Plan? What was the cause of the delay? What will done to ensure that we are able to make the 2015 deadline and provide an integrated Parks and Recreation Master Plan that responds to the needs of our community and City?
