PURPOSE
The purpose
of this memo is to provide information to the Community and Protective Services
Committee regarding the Parks, Recreation, and Cultural Services Department’s
use of delegated authority under Schedule “B” of By-law 2011-28.
BACKGROUND
Schedule
“B” of the Delegation of Authority By-law authorizes the General Manager and
Managers of the various branches to enter into funding agreements and undertake
other actions related to their mandate.
DISCUSSION
Article 10 – Authority to approve, amend,
extend and execute agreements with the federal and provincial government.
·
A total of twenty four (24) agreements resulted in
funding of $1,474,258.45 were entered into in 2011. See Table 1 for details.
Article 11 – Authority to approve,
amend, extend and execute service agreements and funding agreements
In
2011, there were:
·
222 outdoor rink agreements were executed,
including 105 agreements to maintain, 5 agreements to supervise and 112
agreements to supervise and maintain rinks at a value of $702,375.00.
·

cultural service agreements and 263 cultural funding terms and condition
documents executed resulting in funding of $8,405,066. See Appendix 1.
·

project funding agreements totalling $68,557.19 and 52 recreation renewable funding agreements received
funding totalling $1,446,748. See Appendix 2.
Article 12 – Authority to approve, amend,
extend execute agreements related to the use of City recreation land and
facilities
During
2011:
·
18,697 Facility Rental Contracts were executed
including 227,219 individual bookings and resulting in total revenue of $26,546,389.21.
·

cultural tenant leases were executed resulting in revenue of $152,192. See Table 2.
Article 13 – Authority to approve, amend, extend execute agreements related to the
provision of instructors for community programs
Article 14 – Authority to approve, amend, extend execute agreements related to the
provision of purchase of service for the operation, management and maintenance
of recreation, sports and cultural programs

A total of 164 agreements were executed in 2011.
Article 15 – Authority to approve, amend, extend execute agreements related to the
cultural facilities and community and major and minor capital partnership
projects
·
For cultural programs there were 15 minor capital
partnership funding terms of conditions which were executed in 2011 resulting
in funding total of $60,955.
Article 16 – Authority to approve, amend, extend execute agreements related to
recreation, culture, arts, heritage, festivals, fairs and special events
