The purpose of this memo is to provide
information to the Community and Protective Services Committee regarding the
Community and Social Services Department’s use of delegated authority during
2011.
Schedule “B” of the Delegation of Authority By-law
authorizes the General Manager and heads of the various branches to enter into
agreements and undertake other actions related to their mandate. The list below corresponds to tables attached
to this memo which provide detailed lists for each item.
1.
General
Manager, Community and Social Services is delegated the authority sign
agreements to receive funding from the federal or provincial governments.
2.
The
Employment Services Branch is delegated the authority to sign agreements
related to the Ontario Works Act, 1997, the Ontario Disability Support Program
Act, 1997, Home Support Services, Partners For Jobs and employment
initiatives funded under the Ministry of Training, Colleges and
Universities.
3.
Long-Term
Care is
delegated the authority to sign service and funding agreements related to
long-term care.
4.
Housing
Services
is delegated the authority to sign service and project funding agreements for
the provision of housing programs ranging from outreach to facility management.
5.
The
Housing Services Branch is delegated the authority to sign service
agreements and project funding agreements related homelessness. The agreements
are funded through Federal, Provincial and Municipal sources and for the
purposes of reporting are categorized as follows:
a.
Federally
Funded Programs

Consolidated
Homelessness Prevention Program (74% Provincially Funded)
c.
Supports
in Social Housing (SSH) Program (100% Municipally Funded)

The
Children’s Services Branch is delegated the authority to sign service
agreements and project funding agreements related to child care. Funding for
the purposes of reporting is categorized as follows:

Non-renewable Community Funding
The Non-Renewable Community
Project Funding Program (NRCPFP) supports projects that address emerging and/or
growing and/or existing and/or unmet community needs. Agreements are signed for
one or three years. In 2011, under the management of the Community Development
and Funding Branch within the Community and Social Services Department, 37
agreements totaling approximately $540,000 were signed for non-renewable community project
funding.

Renewable Community Funding
The Renewable Community
Funding envelope provides eligible non-profit community-based organizations
with One or Three-Year Renewable Community Funding through negotiated
contribution or letter agreements. In 2011, under the
management of the Community Development and Funding Branch within the Community
and Social Services Department, 109 agencies were provided
renewable funding, totaling $19,865,109 through
agreements entered into and amended through delegated authority.
