That the Community and Protective Services Committee consider the relevant portions of the 2012 Operating and Capital Budgets and forward its recommendations to Council, sitting as Committee of the Whole, for consideration at the meeting to be held November 30, 2011.

 

Steve Kanellakos, Deputy City Manager Operations stated that he would give an overview of the entire portfolio of Community and Protective Services.  His PowerPoint presentation is held on file with the City Clerk’s office.  He introduced his staff that would assist to answer any questions:

·         Aaron Burry, General Manager Community and Social Services

·         John Manconi, General Manager Public Works

·         Dan Chenier, General Manager Parks, Recreation and Cultural Services

 

The Committee heard from the following delegations:

As Item # 2 of the agenda is Information Supplemental to the Budget it was dealt with in concert with Item #1, Aaron Burry, General Manager Community and Social Services and Janice Burelle, Administrator, Housing Services gave a very moving PowerPoint presentation which is held on file with the City Clerk’s office.

That the Community and Protective Services Committee recommend that Council:

 

1.         Approve the offer from the Richcraft Group of Companies to acquire the naming rights for the Kanata North Recreation Complex to be named the “Richcraft Recreation Complex – Kanata” as outlined in this report.

2.         Authorize the General Manager of Parks, Recreation and Cultural Services to finalize and execute a Naming Rights agreement with Richcraft Group of Companies.

4.         SAFER ROADS OTTAWA PROGRAM

This report will be presented to Council on 14 December 2011

 

REPORT RECOMMENDATIONS:

 

That the Community and Protective Services Committee recommend that Council:

 

1.                  Approve the City’s road safety program, as outlined in the Safer Roads Ottawa Program report and Ottawa’s Strategic Road Safety Action Plan attached as Document 1; 

 

2.                  Approve the planned initiatives for 2012 as described in the 2012 Safer Roads Ottawa workplan attached as Document 2;

 

3.                  Direct  staff to work with the Province to develop a new strategic Road Safety Plan for provincial highways; and,

 

4.                  Direct staff to work with the Federal Government to require vehicle manufactures to include safety features, such as external vehicle detection and anti-roll technology, in all new vehicles sold in Canada.

 

Members of the Committee asked questions of staff on consultation for the report to ensure that the respective Advisory Committees had been approached and this was confirmed by staff.  Members inquired on the amount budgeted for this project.  Councillor El-Chantiry stated that this report would be going to the Police Services Board as well.

                                                                                               

The report recommendation was then put to Committee and RECEIVED as presented.

WHEREAS the Hintonburg area has undergone dramatic changes in the past two decades, including the clean-up of Bayview Park, which has come to symbolize this transformation;

 

WHEREAS the name of this park has been identified as a matter of confusion as there are two parks on Bayview Road;

 

WHEREAS there is presently no sign for Bayview Park, located at 128 Bayview Road;

 

WHEREAS the lack of signage has been identified as a security concern by the Hintonburg Community Association as well as the Community Policing Officer for the

 

WHEREAS the Hintonburg Community Centre and the youth of Hintonburg have requested that a new name be given to the park to recognize the youth of Hintonburg;

 

WHEREAS the City’s Parks and Recreation Department and Emergency Services Department are supportive of this change;

 

WHEREAS the new name for the park should be reflective of the City of Ottawa’ commitment to pragmatic bilingualism;

 

BE IT RESOLVED that Bayview Park at 128 Bayview Road be renamed Bayview Friendship Bark/parc de l’Amitié Bayview and that a new sign be posted, the cost of which shall be paid by the Kitchissippi Ward Cash-in-lieu of Parkland Fund.
