SUBJECT: donation of used diesel generator to the municipality
of The Nation - Limoges Fire Station
OBJET: DON

That the Community and
Protective Services Committee approve the donation of a used diesel generator
to the municipality of The Nation for use at its Limoges Fire Station.

At its meeting of 20 October 2011 the following Notice of Motion was presented to the Community and Protective Services Committee with regards to the donation of a used generator from the City of Ottawa to the municipality of The Nation for its Limoges Fire Station.
“WHEREAS the City of Ottawa has a general policy of
donating used/surplus equipment and vehicles to charitable groups and other
organizations; and
WHEREAS the Community and Protective Services
Committee has delegated authority for donations in areas under its purview; and
WHEREAS Fire Services and Councillor Stephen Blais
have been approached by the Municipality of The Nation on the donation of a
surplus generator to be used at the new fire station being constructed in
Limoges; and
WHEREAS our dedicated firefighters working out of
the rural Vars station occasionally work closely with Limoges firefighters on
emergency calls such as structure fires or motor vehicle accidents on the 417;
and
WHEREAS the used generator was removed from the
Ottawa Communications Center as it was inadequate to power both the station and
the communication center that is on the same property; furthermore, the unit
was considered for installation in a smaller rural station but after evaluation
by staff it was deemed in the City’s best interest to install a modern unit
capable of running on natural gas versus the diesel unit in question; and
WHEREAS the City of Ottawa is a good municipal
neighbour and supports efforts to work collaboratively where responsible and in
the public interest; and
THEREFORE BE IT RESOLVED THAT the Community and
Protective Services Committee approve the donation of a used diesel generator
to the municipality of The Nation for use at it’s Limoges Fire Station.”
RURAL IMPLICATIONS
There are no rural
implications associated with this report.
CONSULTATION
At its meeting of May 11, 2011 Council approved a report delegating authority to the Community and Protective Services Committee to waive section (41) (4) under the purchasing By-law in order to allow Committee to consider donation requests for surplus stock.
After a full evaluation it was determined that the 1991 generator in question is surplus to the City’s needs with an estimated salvage value of $2,000 to $5,000.
Although it was not practical to have the unit upgraded and retrofitted for use by the City of Ottawa, the current specifications are sufficient to meet the needs of The Municipality of The Nation who will be responsible for the costs to relocate and refurbish the unit.
Given the generator
has a modest salvage value but will tangibly benefit a valued municipal partner,
staff supports the donation of the diesel generator to the Limoges - Nation Fire Station.
LEGAL IMPLICATIONS
With the assistance of the City Clerk and Solicitor Department, the Emergency and Protective Services Department will ensure that a proper legal agreement between the City of Ottawa and the Municipality of The Nation is entered into to confirm that the retired generator is being donated on an “as is basis” and that the Municipality of The Nation waives any and all potential claims of liability against the City of Ottawa arising directly or indirectly from the City’s donation of the retired generator.
FINANCIAL
IMPLICATIONS
This retired
generator has an estimated salvage value of $2,000 to $5,000. Removal/disposal
of old equipment is typically included with tendering the replacement
equipment, and the associated salvage value is incorporated into the bid. Should
a replacement generator be required for the Ottawa Communications Centre, the
salvage value would not be incorporated into the bid.
Councillor Blais supports the
recommendation of this report.
