1. Update on the Allocation of the 2008 Capital Grant Program for Social Housing Repairs:
The Housing Branch issued an information package to all social housing providers on March 19, 2008 outlining the Service Manager 2008 Capital Grant Program for Social Housing Repairs. The 2008 Program was introduced as a result of the Province announcing on March 17, 2008 that the City of Ottawa would receive $8.2 million for repairs to social housing.

Within the guidelines, the province delegated authority to Service Managers to define their highest priority projects and criteria for assessing priority, with the intent that the most needed repairs would be undertaken first. The City of Ottawa chose to use the same assessment criteria used for the 2007 Capital Grant Program, focusing on urgent capital repair needs that exceed the ability of housing providers to fund from their existing capital reserves as part of a long-term maintenance program. As part of the Ministry requirements, housing providers are expected to complete the projects for which funds have been allocated by December 31, 2009.
The Housing Branch received 184 applications for capital projects, totaling approximately $18 million. Over the summer the Evaluation Committee reviewed and scored all 184 applications utilizing a standardized Committee Evaluation Form and Guidelines. After completion of the evaluation process, funding was allocated to 91 individual capital projects utilizing the full $8.2 million provided by MMAH which also included $4.1 million directed to Ottawa Community Housing Corporation (OCHC) as per Council direction.
Housing providers receiving funding for individual capital projects under this 2008 capital grant program have been advised by email and by phone by their Program Administrator and have been provided with a formal communication package and a reporting template outlining the funding requirements and reporting guidelines for individual projects approved under the program to meet the provincial reporting requirements at completion of the capital project.
Although the focus of this round of funding was on
urgent health and safety issues, many of the projects being undertaken will
also improve the energy and operating efficiency of the buildings by way of
replacement of old windows, insulation, vapour barriers and membranes. Staff are working with the City's
EnviroCentre to assess some of these projects as "before and after"
case studies to document improvements in energy efficiency, and will work with
the EnviroCentre on any future capital investments to try to maximize improved
operating efficiencies.

Update on the Allocation of the 2007 Capital Grant
Program for Social Housing Repair:
At its meeting of October 24, 2007 Council approved a report to allocate $12 million in grants to housing providers in support of emergency repairs with $6 million of the total to be allocated to Ottawa Community Housing Corporation (OCHC). A detailed memo was provided to CPSC on the allocation of these funds on January 8, 2008. http://ottawa.ca/calendar/ottawa/citycouncil/cpsc/2008/01-17/ACS2008-CPS-HOU-0002-IPD.htm Housing providers were requested to have funded projects completed by December 31, 2008.
Over seventy-five (75) percent of projects for which the funds were allocated will be completed by December 31, 2008 and the funds dispersed. There are however a limited number of projects that will not be complete by December 31, 2008. The majority of these projects related to either custom elevator retrofits requiring several months lead time to complete or exterior specialized building envelope repairs that also require several months lead time due to limited availability of qualified contractors, a large scope of work and seasonal timeframes to complete the exterior work. In other cases there were extenuating circumstances, such as the requirement for a more comprehensive engineering study to properly identify the problem and appropriate course of action to remedy the situation. This prevented the completion of the capital project by December 31, 2008. In most of these cases work has already been tendered and either contracts have already been awarded and work is underway or contracts for the work will be signed prior to December 31, 2008. The Housing Branch has requested that housing providers, who have such projects, submit a revised schedule of completion working towards a completion date of June 30, 2009,where possible. There was one 2007 capital project that was cancelled and reallocated to the 2008 capital grant program due to a significant change in scope of work due to unforeseen circumstances. The following provides a summary of projected year-end expenditures for the 2007 capital grant program.
