Subject: Capital Projects / Purchases For The 2005 Season 

 

I put forth to the Ottawa Municipal Campground the request for the following Capital Projects/Purchases.  They are:

·        One (1) “medium end” Digital Camera;

·        Thirty six (36) garbage can lids;

·        Eight (8) plastic speed bumps;

·        The building of the Pump chamber Building and siding for Guard house;

·        Re-Roofing Office and Building #3 Roof.

 

1)                  Digital Camera - $200.00-$250.00, Would be used for taking photos for present and future web site pages, documenting projects, events, interesting camper unites, back up “as is” drawings, document and record damage/vandalism/ accidents. Different departments have asked me if I can supply and send photos to them in connection with an accident or insurance claim or W.S.I.B claim. This would allow us to provide photos to their request.

 

2)                  Garbage Can lids with flip openings – $ 900.00. In 2003 we bought plastic barrels to replace, and add to, the dilapidated metal canes we where using. Then and now, we do not have any lids for them. The plastic barrels have been a very big success and will last a long time. The next step is to get lids for them to keep rain and animals out and the garbage in. They are also plastic and will last a long time. The flap in the front allows the public to use them with out having to take the whole lid off. They are touchless.

 

3)                  Plastic Speed Bumps - $960.00. Yellow recycled plastic, bolted into the pavement/rock with 10” bolts. In the past three seasons that I have been Manager, Campground Operator, there have been 5 very close near misses between Pedestrians and motor vehicles.  Two occurred at the front gate, in front of a stop sign. The other three occurred in the playground area, one right in front of the stop sign down there. The two at the front gate would get people to slow down/stop in that area. We already have a wooden signs telling people  “All vehicles must stop” with a stop sign on it in French and English. There are also two metal stop signs posted at both of the entrance roads by the office.
This season we made a large sign of corrugated plastic stating in French and English “Please stop, show permit, and or come inside. Thank you”. We also inform all campers and visitors to stop at the stop sign, and hold up and show us their permit. All of these have not deterred most people from stopping at the stop sign, or stopping and showing there permits each day. The front gate area is a very congested and busy area with a lot of people and vehicles all trying to get in and out of the area.  I believe that placing them here will solve the problem of safety and security at this location. The six down by the playground would get people to slow down in this area where children/families are about, and congregate. The play Ground is situated at the top of a hill, and the end of a busy “T” in the road. Anybody that wants to go to cluster 3, cluster 6, the Unserviced Area, or staff members conducting there duties or going to the Work Yard must all go past or turn here. On a busy day there can be as many as 73 vehicles going back and forth in this area, plus staff members. There is a lot of traffic passing through this area. There is one stop sign erected coming out of Cluster 3, two signs warning of a play ground ahead (one posted if coming from cluster one and the other if coming up the hill from cluster 6) and some short fencing erected to the sides of the play ground. Speed bumps would have to be placed in both lanes as you approach the Play Ground for optimum effectiveness and safety. If only placed in one lane, people will just go around them, out of their lane, casing an even unsafe situation/location. This should also get people to slow down before entering areas that have people camping in them.

 

4)                  Pump Chamber Building and Guard House Siding - $3,000.00. This project is being presented again. Upon the implementation of the 2005 Audit Recommendations, dealing with staffing, I will be freed up to be able to start and finish this project along with the help of the outdoor staff.

 

5)                  Re-Roofing - $ ???. After numerous tries I have not been able to get any one to come by the Campground to give me an estimate for this project. The south west side of the office building roof is starting to peel and tiles are crack off. Would like to get this done sooner than later so that roof does not root out underneath. Cluster 3-washroom building is much worse. The southwest and east side of the roof are the very bad. “Top tiles” have come off and there is a lot of peeling and curling. It aperies that there is some water damage on the inside ceiling. I will continue to track down estimates. The roof on the office aperies to have been done some time in 1987. I would guess that they did them all at that time. That makes them 17 going on 18 years old. Depending on the grade of tile, the roofs could be at the end of their lives. Cluster 1,6, unserviced area, laundry and amphitheater roofs all seem to be O.K.
