Approve an amendment to Zoning By-law 2008-250 to change the zoning of 5700 and 5710 Longshadow Street shown as Area B in Document 1 by amending the existing Exception [437r] as detailed in Document 2; 3. Approve that the existing dance studio be added to the list of permitted uses, and that the dance studio be limited to a square footage of 5000 square feet; and 4. OFFICIAL PLAN AMENDMENT - 471 SANGEET PLACE ACS2012-PAI-PGM-0233 RIDEAU - GOULBOURN (21) That the Agriculture and Rural Affairs Committee recommend that Council approve an amendment to the Official Plan to exempt the property at 471 Sangeet Place from General Rural Area previous policies 3.7.2 (7) d) and 14 (currently 3.7.2 (8) d) and 15) to permit a subdivision within one kilometre of the Village Boundary. CARRIED, as amended 7. REVIEW OF THE POOL ENCLOSURE BY- LAW, 2001-259 ACS2012-PAI-PGM-0114 CITY WIDE That the Agriculture and Rural Affairs Committee recommend that Council: 1. Repeal the By-law of the City of Ottawa Respecting the Enclosure for Privately Owned Outdoor Pools, By-law 2001-259; and replace it with a new By-law, substantially in the form of Document 1; and 2. Direct staff to bring forward a report in January 2013, including timeframes and resource requirements, on a proposed public awareness and education campaign on pool safety and Pool Enclosure By-law requirements. 3. That Committee defer Council’s consideration of this Report until the Coroner’s Inquest into the drowning of toddler Jeremie Audette is concluded and its verdict and any recommendations have been issued. DAVID ADAMS MUNICIPAL DRAIN - REPORT ON STATUS OF DRAINAGE WORKS PURSUANT TO THE DECISIONS OF THE COURT OF REVISION AND AGRICULTURE, FOOD AND RURAL AFFAIRS APPEAL TRIBUNAL ACS2012-COS-ESD-0027 RIDEAU - GOULBOURN (21) That the Agriculture and Rural Affairs Committee and Council receive this report for information. RECEIVED COUNCILLORS’ ITEMS COUNCILLOR EL-CHANTIRY 9. LICENSE OF OCCUPATION MOHR’S LANDING/QUYON PORT AUTHORITY ACS2012-CMR-ARA-0006 WEST CARLETON - MARCH (5) That Agriculture and Rural Affairs Committee recommend that Council approve the granting of a non-exclusive License of Occupation Agreement to the Mohr’s Landing / Quyon Port Authority in the general form as described in this report. CARRIED ADDITIONAL ITEM 10. GROUND MOUNTED SOLAR FARMS ACS2012- CMR -ARA-0009 WHEREAS the Ontario Power Authority has created a process in which applicants seek support from their municipal councils for the creation of new solar power generation installations under the Feed In Tariff (FIT) program; AND WHEREAS Council has provided direction for roof top solar installations; AND WHEREAS a ground mounted solar farm is being proposed for 5665 Frank Kenny Road; BE IT RESOLVED that staff be directed to examine the proposal for a ground mounted solar farm at 5665 Frank Kenny Road and report back at the earliest possible opportunity to Committee and Council with a recommendation as to whether the City should endorse this proposal BE IT FURTHER RESOLVED that Agriculture and Rural Affairs Committee recommend to Council that staff be directed to develop a policy with respect to how requests for Council endorsement for ground mounted solar farm proposals be considered.
