In addition, it was noted that applicants could appeal the matters to the OMB if Council did not adopt amendments within 120 days for Zoning, or 180 days for an Official Plan Amendment, of receipt of the applications. ZONING - PART OF 3149 CARP ROAD ZONAGE - PARTIE DU 3149, CHEMIN CARP ACS2012-PAI-PGM-0038 WEST CARLETON-MARCH (5) REPORT RECOMMENDATION: That the Agriculture and Rural Affairs Committee recommend Council approve an amendment to Zoning By-law 2008-250 to change the zoning of part of 3149 Carp Road from RC9 (Rural Commercial zone, subzone 9) to RI6 (Rural Institutional zone, Subzone 6) as shown in Document 1. ZONING - 3954 FARMVIEW ROAD ZONAGE - 3954, CHEMIN FARMVIEW ACS2012-PAI-PGM-0058 WEST CARLETON-MARCH (5) REPORT RECOMMENDATION: That the Agriculture and Rural Affairs Committee recommend Council approve an amendment to Zoning By-law 2008-250 to change the zoning of 3954 Farmview Road from Agricultural, subzone 1 (AG1) to Agricultural, subzone 6 (AG6) as shown in Document 1. ZONING - 5215 DOWNEY ROAD ZONAGE - 5215, CHEMIN DOWNEY ACS2012-PAI-PGM-0039 OSGOODE (20) REPORT RECOMMENDATION: That the Agriculture and Rural Affairs Committee recommend Council approve an amendment to Zoning By-law 2008-250 to change the zoning of 5215 Downey Road from Agricultural, subzone 2 (AG2) to Agricultural, subzone 2 with an Exception (AG2[XXXr]) as shown in Document 1 and as detailed in Document 2. CARRIED Mr. Murray Chown, Novatech Engineering Consultants Ltd., was present in support of the report recommendation. 6. ZONING - 9065 AND 9245 MARVELVILLE ROAD ZONAGE - 9065 ET 9245, CHEMIN MARVELVILLE ACS2012-PAI-PGM-0065 OSGOODE (20) REPORT RECOMMENDATION: That the Agriculture and Rural Affairs Committee recommend Council approve an amendment to Zoning By-law 2008-250 to change the zoning of 9065 and 9245 Marvelville Road from Agricultural (AG1) to Agricultural, subzone 8 (AG8) and Agricultural, subzone 5 (AG5) as shown in Document 1. ZONING - 5582 MANOTICK MAIN STREET ZONAGE - 5582, RUE MANOTICK MAIN ACS2012-PAI-PGM-0089 RIDEAU-GOULBOURN (21) REPORT RECOMMENDATION: That the Agriculture and Rural Affairs Committee recommend Council approve an amendment to the Zoning By-law 2008-250 to change the zoning of 5582 Manotick Main Street from Village Residential First Density, Subzone P (V1P) to Village Residential First Density, Subzone P Exception [589r] (V1P[589r]) as shown in Document 1. CARRIED Due to the timelines involved on this project, Councillor Moffatt asked whether this item could be forwarded for Council’s consideration at its meeting of 11 April 2012, as this item would normally have proceeded to the Council meeting of 25 April 2012. He further noted that staff were aware of the request and were in accord. Mr. Tim Marc, Senior Legal Counsel, Corporate Development and Environmental Law Branch, advised that a motion requesting the above would be in order. MOTION No. ARA 19/1 Moved by: Councillor S. Moffatt That the Agriculture and Rural Affairs Committee approve that the report pertaining to the Zoning By-Law Amendment for 5582 Manotick Main Street be forwarded to the 11 April 2012 City Council meeting for Council’s consideration. ZONING - 8213 FLEWELLYN ROAD ZONAGE - 8213, CHEMIN FLEWELLYN ACS2012-PAI-PGM-0018 RIDEAU-GOULBOURN (21) REPORT RECOMMENDATION: That the Agriculture and Rural Affairs Committee recommend Council approve an amendment to the Zoning By-law 2008-250 to change the zoning of 8213 Flewellyn Road from Rural Countryside (RU) and Mineral Extraction Subzone 2 (ME2) to Rural Residential (RR), Rural Residential Exception XXX (RR[XXXr]) and Rural Residential Exception XXY (RR[XXYr]) shown in Document 1 and as detailed in Document 2. OTTAWA RURAL CLEAN WATER GRANTS PROGRAM - 2011 ANNUAL REPORT PROGRAMME MUNICIPAL DE SUBVENTIONS POUR L'ASSAINISSEMENT DE L'EAU EN MILIEU RURAL - RAPPORT ANNUEL 2011 ACS2012-COS-ESD-0001 CITY-WIDE / À L'ÉCHELLE DE LA VILLE REPORT RECOMMENDATIONS: That the Agriculture and Rural Affairs Committee recommend Council: 1. Receive the Ottawa Rural Clean Water Grants Program (ORCWGP) – 2011 Annual Report for information; and 2. Extend the urban farm pilot described herein, until December 31, 2015 to coincide with the remaining term of the ORCWGP. Mr. Michael Murr, Manager, Environmental Sustainability, Environmental Services Department, provided a brief summary of the report, which discusses the results of the 2011 Program, including experience with an urban farm pilot. He said no applications had been received in 2011 from urban farm operators, hence the report recommendation to extend the pilot to allow for greater uptake. Chair Thompson noted the presence of Ms. Josée Brizard, Director of Conservation Programs, Water Quality, South Nation Conservation Authority, and he thanked her for the SNCA’s support of the Program. The report recommendation was then put to the Committee and CARRIED, as presented. COUNCILLOR’S ITEM POINT DU CONSEILLER COUNCILLOR / CONSEILLER E. EL-CHANTIRY 11. 2012 OPERATING GRANT FOR SAVOUR OTTAWA SUBVENTION DE FONCTIONNEMENT DE 2012 POUR SAVOUREZ OTTAWA ACS2012-CMR-CCB-0029 CITY-WIDE / À L'ÉCHELLE DE LA VILLE REPORT RECOMMENDATION: That the Agriculture and Rural Affairs Committee recommend Council approve a one-time grant of up to $40,000 from the Rural Affairs Office operating budget, payable to Just Food to provide assistance with 2012 operating expenses for the Savour Ottawa / Savourez Ottawa program.
