The Lynwood Mobile Home Park is located on Yorks Corners Road, south of the village of Edwards. There have been long standing concerns about the water quality within the park. While the water quality meets Ontario Drinking Water Standards for health related parameters, the aesthetic issues are recognized.
The concerns of unsatisfactory water quality at the Lynwood Mobile Home Park were first raised by the City's Environmental Advisory Committee and Rural Issues Advisory Committee at the Agriculture and Rural Affairs Committee (ARAC) meeting on 13 November 2008.
The water supply for the Lynwood Mobile Home Park was again discussed by ARAC on 22 January 2009 and 26 February 2009, at which time staff were directed to undertake a feasibility study to determine if a water connection from the Carlsbad Trickle System to the Lynwood Mobile Home Park would be technically feasible. Staff have contracted Stantec Consulting Ltd. to complete this assessment, which is the subject of this report.
Stantec Consulting Ltd. has completed the attached report titled 'Lynwood Mobile Home Park Connection to the Carlsbad Springs Trickle Feed System Feasibility Study.' The purpose of this report was to determine if the Carlsbad Trickle Feed System could technically provide a supply of water to the Lynwood Mobile Home Park. While the study focuses on the technical aspects of such a connection, it recognises that there are many other considerations of a non-technical nature that must also be addressed before a connection to the Carlsbad Trickle Feed System should be considered truly feasible. Most significant among these are the planning issues, and the financing of the extension.
The study reviewed the existing baseline conditions within the Trickle Feed System and conducted hydraulic modelling to assess several scenarios and potential routes for providing a connection to the Lynwood Mobile Home Park. The study analysed a number of parameters at various locations in the existing system including residual pressure and water age.
The Carlsbad Trickle Feed System was designed to provide 2,700 litres per day to each residential unit within its service area. At the time of design, under peak use, the system was designed to accommodate 100 per cent concurrent usage by all residences. The baseline conditions assessment identifies that a) the actual average consumption is well below 2,700 litres per day at 470 litres per day, and b) the highest concurrent usage is 45 per cent at peak use. These two factors contribute to enough capacity being available within the Carlsbad Trickle Feed System to provide water to Lynwood Mobile Home Park.
The study also recognised that should the Trickle Feed System be expanded, there is likely to be people along the proposed connection route and within the Village of Edwards that may also seek to be connected. The connection route that was identified as the most preferable was south from Ninth Line along Hall Rd. to Mitch Owens, west along Mitch Owens then south on York’s Corners Road. This connection route includes the potential for 51 connections in the Village of Edwards and 17 other residences along the route. The Study determined that these connections could also be accommodated.
No formal consultation was undertaken on this report.
The City does not have a legal responsbility to provide water to the Lynwood Mobile Home Park. If Council chooses to direct further action on this matter there are various options that can be explored such as payment by the owner of the park, a fee under the Municipal Act or a local improvement.
