REPORT RECOMMENDATION

 

That the Cycling Advisory Committee review the proposed brochure for circulation as detailed in the report.

BACKGROUND

 

As part of the committee’s self development, it is recommended that a brochure be created which would provide a ‘snapshot’ of what the Cycling Advisory Committee is all about.  The brochure would include, among other information, the committee’s mandate and what it is responsible for.  Distribution of the brochure would be to various City locations, including all Ottawa public libraries (33 in total), 28 community centres, all Client Service Centres (7) and the office of Citizens for Safe Cycling.

 

As detailed in it’s 2001-2002 Annual Report and 2003 Work Plan (submitted to the Transportation and Transit Committee on 6 November 2002), the committee anticipated there would be small amounts (typically a few hundred dollars) required for specific projects.  Originally, the committee had requested a contingency of $4000 to cover it’s 2003 Workplan, and that this amount would include such minimal costs associated with the committee’s self development.  The actual amount approved by the Transportation and Transit Committee was $8821.

 

The brochure will be made available in both official languages.

 

 

FINANCIAL IMPLICATIONS

 

It is estimated that 1500 copies of the brochure printed in-house on plain bond paper (mint colour) will cost $176.53 (based on $0.10 per page, plus labour).  Funds in the amount of $7222.60 still remain in Account 505984 (CAC Workplan) to cover this expenditure.

The Cycling Advisory Committee (CAC) is made up of 12 members at large — appointed by Ottawa City Council, three representatives from Ottawa area cycling organizations, and one non-voting member of Council.

 

Mandate

The mandate of the Cycling Advisory Committee is to provide advice to Ottawa City Council and its Departments, on issues that have an impact on a citizen’s ability to cycle in Ottawa. The Committee’s goal is to provide a livable and environmentally friendly city that is accessible and safe to get around by bicycle, and where cycling is an integral part of a publicly supported balanced transportation system.

Responsibilities

b    Representing cyclists’ interests within the City of Ottawa.

b    Addressing cycling issues and related matters as they affect the City of Ottawa Official Plan, Secondary Plans, budget and overall policy development including implementation and evaluation of said plans.

b    Providing advice on physical infrastructure related to cycling including planning, design standards, operations and maintenance.

b    Leading educational initiatives related to safety and security of cyclists and other road and pathway users.

b    Promoting bicycle use.

b    Counselling on environment, air quality and economic development issues related to cycling.

b    Providing advice on integration of transit-bicycle trips.

b    Working with the Transportation, Utilities and Public Works Department and outside agencies contracting with the City on cycling-related issues (i.e., Citizens for Safe Cycling).

b    Providing advice on by-laws, legislation and regulations that affect cycling.

b    Liaising with outside agencies on issues of mutual interest (i.e., the National Capital Commission, local school boards and the Ontario Ministry of Transportation).

 

mEETING sCHEDULE

Unless otherwise indicated, the Cycling Advisory Committee meets on the third Monday of every month at 7 p.m. Meetings are held in the Colonel By Room, on the second floor of Ottawa City Hall, 110 Laurier Avenue West. The committee meets at least twice during the year at a different location.

 

Members of the public are welcome to attend meetings of the Cycling Advisory Committee for their own information or to speak to any item on the regular agenda that may be of interest to them.
