CONFIRMATION OF MINUTES RATIFICATION DES PROCÈS-VERBAUX Minutes 12 of the Parks and Recreation Advisory Committee meeting of 26 June 2012 were confirmed. DISCUSSION DISCUSSION 1. DISCUSSION: ADVISORY COMMITTEE RENEWAL TO SUPPORT COUNCIL’S TERM OF COUNCIL PRIORITIES DISCUSSION : RENOUVELLEMENT DES COMITÉS CONSULTATIFS AFIN DE SOUTENIR LE MANDAT DU CONSEIL Leslie Donnelly, Deputy City Clerk provided a brief outline of the proposed restructuring of the Advisory Committees and what this would look like should the recommendations be carried by Council on September 12, 2012. Following the discussion, Ms. Donnelly addressed various questions and concerns raised by committee members. Following the discussion the following motion was put before the committee: WHEREAS the Parks and Recreation Advisory Committee (PRAC) recognizes the importance of the City of Ottawa Participation Policy dated September 8, 2003; WHEREAS members are passionate about the importance of Arts, Recreation and Culture for the Citizens’ of Ottawa; THEREFORE BE IT RESOLVED that the Parks and Recreation Advisory Committee recommends that the City of Ottawa ensure that Public Citizen Participation be a policy in practice. CARRIED Action: Chair S. Perry to attend the Joint Meeting of the Finance and Ecomonic Development Committee and the Governance Renewal-Sub-Committee on behalf of PRAC on the report. INFORMATION / DISCUSSION 2. UPDATES FROM STAFF MISES À JOUR DU PERSONNEL D. Chénier, General Manager, Parks, Recreation and Cultural Services, updated the committee on the following: * Parks and Recreation Master Plan * Various reports planned for 2013, these included: > Social Recreation & Framework Report > Infrastructure Standards Report > Community Operating Standards Report > Partnership Framework, including a Volunteer Strategy > Principles of Facility – Allocations Policy * 2014 – A variety of target group reports focusing on youth, seniors and people with disabilities, using governance approach to look at all these programming areas and develop specific guidelines for developing programs * Development of a Community Infrastructure Strategy – what should be developed over the next 10 years, tying into the 10 year development charge report * Sponsorship and Advertsing – A Draft Corporate Policy was created in 2011, a review to make some minor updates will be done * Parks and Pathway Standards – now being integrated into the Infrastructure Standards Report * Corporate Volunteer Strategy – has been removed from the Parks and Recreation Master Plan, a strategy will be developed but it will be much broader than just recreation * Social Recreation Report – it will look at locally available spaces, affordability of programs, as well as access and inclusion * P3 – New Ice Facility in the East-End of Ottawa – target date is September 2014 * Identification of Issues – ie. short-term rentals and loss of memberships to fitness facilities due to renovations and construction barriers * Launch of Fall Initiatives – i.e. Sports Day in the City Chair S. Perry thanked Mr. Chenier for all his support and participation at PRAC’s monthly meeting, his help has been greatly appreciated by all the members. RECIEVED 3. COMMITTEE / SUBCOMMITTEE UPDATES MISES À JOUR DU COMITÉ/SOUS-COMITÉS Chair S. Perry informed members that she attended a session at Ottawa University put on by the Citizen Academy which centred around recreation. Mr. Dan Chenier informed the committee that he has met with the Citizen’s Academy group and the City has extended an invitation to host their next meeting at a City Recreation Facility and have indicated that they will provide the group with contacts within the City involved in community sports.
