CONFIRMATION OF MINUTES RATIFICATION DES PROCÈS-VERBAUX Minutes 11 of the Parks and Recreation Advisory Committee meeting of 24 April 2012 were confirmed. PRESENTATION PRÉSENTATION 1. OVERVIEW: PARKS, RECREATION AND CULTURAL SERVICE DEPARTMENT - STRATEGIC SUPPORT BRANCH APERÇU : SERVICE DES PARCS, DES LOISIRS ET DE LA CULTURE – DIRECTION DU SOUTIEN STRATÉGIQUE Tracey McGarry, Manager, Business and Client Services Branch, Parks, Recreation and Cultural Services Department, spoke to a PowerPoint Presentation which provided an overview of all the areas the Business and Client Services Branch oversee. A copy of the presentation is held on file with the City Clerk's office pursuant to the City’s Records Retention and Disposition Bylaw. 2. OVERVIEW – CITIZEN ACADEMY – PILOT PROJECT REGARDING RECREATION APERCU – ACADÉMIE CITOYENNE – PROJET PILOTE CONCERNANT LES LOISIRS [20 min] Judith Maxwell, Member of the Leadership Team, Co-founder of the Citizen Academy, Caroline Andrew, Director of the Centre on Governance at the University of Ottawa and Mitchell Kutney, advocate for better cities, contributing founder, provided an overview of the Citizens Academy. Included in the verbal presentation was an outline of a pilot program that they are undertaking with respect to recreation and healthy living. Dan Chenier, General Manager, Parks, Recreation and Cultural Services provided the presenters with a few suggestions on how the City could be involved in their pilot project. As well a few members from the committee volunteered to participate to sit on a reference group to assist in building the content for the pilot. A hand-out was provided which outlined the following: * What a Citizens Academy looks like * Time lines for the current pilot project * Suggestions on how the committee can assist the academy * Contact information of the members of the Academy. A copy of the hand-out is held on file with the City Clerk's office pursuant to the City’s Records Retention and Disposition Bylaw. Action: Chair to provide Ms. Maxwell with the contact information of those members interested in partaking in the reference group. 3. OVERVIEW: CANADIAN ARMED FORCES APPRECIATION PROGRAM APERÇU : PROGRAMME DE RECONNAISSANCE DES FORCES CANADIENNES Raewen Pappas, Partnership Development Coordinator, spoke to a detailed PowerPoint Presentation on the Canadian Forces Appreciation Progam. A copy of the presentation is held on file with the City Clerk's office pursuant to the City’s Records Retention and Disposition Bylaw. Dan Chénier, General Manager, Parks, Recreation and Cultural Services, City Operations, stated that he was interested in further exploring the program to determine how the City could become involved. He endeavoured to speak to the appropriate department to determine if this program was something that the City could partake in. INFORMATION / DISCUSSION 4. UPDATES FROM STAFF MISES À JOUR DU PERSONNEL (/ Directeur Général, Services des parcs, des loisirs et de la culture, Opérations municipales) Dan Chénier, General Manager, Parks, Recreation and Cultural Services, City Operations updated the committee on the following items: * Parks and Recreation Master Plan * Planned Drowning Prevention Events * Commencement of Summer Camps * Policy Issues (ie. Spray pads) * Opening of City Beaches Action: Mr. Chénier to forward the wading pool schedule for distribution to members of the committee. 5. MANDATORY BIKE HELMET PROPOSAL OBLIGATOIRE PROPOSITION CASQUE DE VÉLO Members / membres Members discussed a recent report released by the Toronto Coroners Office which dealt with statistical and factual information regarding deaths due to the lack of wearing a helmet. The committee discussed the need for mandatory bike helmets to go beyond the current City by-law that requires children under the age of 18 to wear a bike helmet. They felt that it should be mandatory for all cyclists to wear a helmet. Action: PRAC members to speak with other agencies (CHEO), Ottawa Public Health and Advisory Committees to form an alliance to address the manatory helmet issue and in collaboration prepare a recommendation for Committee and Council to consider. Action: Member Zarins to circulate a copy of the article in the Globe & Mail on manatory helmets to members of the committee for their information. 6. COMMITTEE / SUBCOMMITTEE UPDATES MISES À JOUR DU COMITÉ/SOUS-COMITÉS Chair Perry indicated that she would be attending a governance meeting with the Deputy City Clerk later in the week to discuss the upcoming report regarding the restructuring of Advisory Committees.
