BACKGROUND
A Commemorative Naming Application has been
submitted under the Commemorative Naming Program asking the City to consider naming
the new lounge at the Rideau
Canoe Club (RCC) located on Hog’s Back Road the “Mike Scott Lounge.”
The Commemorative Naming Policy, approved by City Council on July 24, 2002, outlines the criteria and process for commemoratively naming municipal streets, parks and facilities (or parts thereof).
With respect to criteria, a commemorative name honours individuals who are (or have been) citizens of the City of Ottawa or have made a specific contribution to the City of Ottawa and:
Any member of the public or City Council may submit a name to the City for consideration. The process is initiated through submission of a Commemorative Naming application and support material. The policy provides a process for the nomination of the following: a name to be added to the commemorative names reserve list for future consideration; a name for a particular venue selected by the applicant; a name for a venue that is presently named.
As part of the process, the Commemorative Naming Committee (“CNC”) -- consisting of applicable City staff, the Mayor or his designate and the Ward Councillor -- will provide initial approval relating to criteria and the supporting documents or information provided by the nominator. Staff is then directed to ensure there is community support for the choice by initiating a 60-day consultation phase. Following the consultation process, the Commemorative Naming Committee will review the public feedback and make a final recommendation on the nomination, to be subsequently considered by the appropriate Standing Committee and City Council.

In 2002, City
Council created the Commemorative Naming Program as a means to formally
recognize individuals who demonstrate excellence, courage or exceptional
service to the citizens of Ottawa, the Province of Ontario, or Canada. This program provides the opportunity for the
contribution and dedication of these individuals to be honoured through the
naming of municipal streets, parks and facilities.
Further to an
application received under the Commemorative Naming Program, it has been
requested that the City consider a proposal to name the new lounge at the Rideau
Canoe Club (RCC) located on Hog’s Back Road the “Mike Scott Lounge.”
Mike
Scott has been a volunteer with the Rideau Canoe Club for 61 years. As
Commodore (President) of the Club for 25 years, Mike is one of the longest
serving Commodores in Canada. Mike
contributed his time and expertise to helping with the development of the
current Rideau Canoe Club facility that was constructed in 1979. He also initiated the “RCC Boosters,” a group
of volunteers who have raised thousands of dollars for paddling programs and
the new Canoe Club. During his time at
the Club, Mike has chaired eight Canadian Canoe Championship regattas and, for
two years, coached a Dragon Boat crew of people with limited vision called
“Dragon Eyes.” In 2002, Mike published
the book entitled “A Century of Paddling, The Rideau Canoe Club” and, currently
writes and publishes a “Boosters Bulletin” twice a year for the enjoyment of
his fellow canoe and kayak enthusiasts. Outside of his involvement with the
Rideau Canoe Club, Mike is a Director on the General Burns Community
Association, has been involved with the Beaver Boxing Club since the late
1970s, volunteers for the Ottawa Regional Cancer Foundation’s annual “Do It For
Dad Walk/Run” and is a former marathon runner who now takes part in 5km runs.
Mike Scott is described as an inspiration. He
has been honoured by the Province, Canoe Kayak Canada, and is a member of the
Ottawa Sports Hall of Fame. In
acknowledgement of his dedication and achievements throughout the years, his
colleagues at the Rideau Canoe Club would like to name the new lounge “Mike Scott Lounge.”

En 2002, le Conseil municipal a mis en place le programme de noms
commémoratifs dans le but d’officiellement rendre hommage à des personnes qui
ont fait preuve d’excellence, de courage ou qui ont rendu des services
exceptionnels aux résidents de la Ville d’Ottawa, de l’Ontario ou du Canada. Ce
programme donne l’occasion à la Ville d’honorer la contribution et le
dévouement de ces gens en attribuant leur nom à une rue, à un parc ou à une
installation d’Ottawa.
En réponse à une demande reçue dans le cadre du programme de noms
commémoratifs, la Ville propose d’attribuer le nom commémoratif Salon Mike-Scott à un nouveau salon du
Rideau Canoe Club (RCC), situé sur le chemin Hog’s Back.
Mike Scott est bénévole pour le Rideau Canoe Club
depuis 61 ans. En tant que « commodore » (président) du Club
depuis 25 ans, il est également l’un des commodores à avoir servi le plus
longtemps au Canada. Par son temps et son expertise, Mike a contribué au
développement des installations actuelles du Rideau Canoe Club, en place depuis
1979. On lui doit également la création des « RCC Boosters », un
groupe de bénévoles qui ont récolté des milliers de dollars au profit de
programmes de canotage et du nouveau Canoe Club. Au cours de son passage au
Club, Mike a présidé huit Championnats canadiens de canoë-kayak de vitesse et
entraîné, pendant deux ans, un équipage de canot dragon handicapé visuellement
appelé « Dragon Eyes ». En 2002, Mike a publié un livre intitulé A Century of Paddling, The Rideau Canoe Club
et il travaille actuellement à la rédaction et à la publication biennale du Boosters Bulletin, pour le plus grand
plaisir de ses pairs passionnés de canoë et de kayak. Outre sa participation aux
activités du Rideau Canoe Club, Mike fait partie de la direction de
l’Association communautaire du général Burns, s’implique auprès du Beaver
Boxing Club depuis la fin des années 1970, est bénévole dans le cadre de
l’événement annuel « Do It For Dad Walk/Run » de la Fondation du
cancer de la région d’Ottawa et entretient sa forme d’ancien marathonien en
prenant part à des courses de 5 km.
Mike
Scott est perçu par ses pairs comme un modèle. Ses accomplissements ont été
soulignés par la province et par Canoe Kayak Canada, et il a également été
intronisé au Temple de la renommée des sports d’Ottawa. En reconnaissance de
son dévouement et de son implication au fil des années, ses collègues du Rideau
Canoe Club voudraient baptiser leur nouveau salon « Salon Mike-Scott ».
