BACKGROUND
A Commemorative
Naming application has been submitted under the Commemorative Naming Program
asking the City to give consideration to naming the building commonly referred
to as the Stittsville Arena located at 10 Warner Colpitts Lane, the “Johnny
Leroux Community Centre,” as detailed in Document 1.
The Commemorative Naming Policy, approved by City Council on July 24, 2002, outlines the criteria and process for commemoratively naming municipal streets, parks and facilities (or parts thereof).
With respect to criteria, a commemorative name honours individuals who are (or have been) citizens of the City of Ottawa or have made a specific contribution to the City of Ottawa and:
Any member of the public or City Council may submit a name to the City for consideration. The process is initiated through submission of a Commemorative Naming application and support material. The policy provides a process for the nomination of the following: a name to be added to the commemorative names reserve list for future consideration; a name for a particular venue selected by the applicant; a name for a venue that is presently named.
As part of the process, the Commemorative Naming Committee (“CNC”) -- consisting of applicable City staff, the Mayor or his designate and the Ward Councillor -- will provide initial approval relating to criteria and the supporting documents or information provided by the nominator. Staff is then directed to ensure there is community support for the choice by initiating a 60-day consultation phase. Following the consultation process, the Commemorative Naming Committee will review the public feedback and make a final recommendation on the nomination, to be subsequently considered by the appropriate Standing Committee and City Council.

Public feedback is being received by the City Clerk and Solicitor Department for 60 days as mandated in the policy, starting on July 8, 2010 and concluding on September 6, 2010.
As Councillor of Stittsville, I
wholeheartedly support the proposal for the Stittsville Arena to be renamed to
the Johnny Leroux Community Centre. Mr. Leroux has been a resident of
Stittsville for over 40 years raising his 3 children along with his wife
Pat. Over the years he has woven himself throughout the threads of
various volunteer activities. Whether it be sports, Royal
Canadian Legion related or various other activities, John is an example
for all of us to live by.
In addition to the awards previously
mentioned, most recently, John is also the recipient of the Roger Griffiths
Memorial Citizen of the Year award for 2010 as well as the Civic
Appreciation Award for Recreation and Sports.
I hope the information in this document helps
confirm that the renaming is a well justified honour to be bestowed on John.

Commemorative Naming Proposal –
“Johnny Leroux Community Centre”
In 2002, City Council created the Commemorative Naming
Program as a means to formally recognize individuals who demonstrate
excellence, courage or exceptional service to the citizens of Ottawa, the
Province of Ontario, or Canada. This
program provides the opportunity for the contribution and dedication of these
individuals to be honoured through the naming of municipal streets, parks and
facilities.
Further to an application
received under the Commemorative Naming Program, the City is considering a
proposal to name what is commonly referred to as the Stittsville Arena the
“Johnny Leroux Community Centre.” This Centre is located at 10 Warner Colpitts
Lane just off of Stittsville Main Street.
John Leroux is an upstanding
member of the Stittsville community and is particularly well-known for his
dedication to sporting initiatives. John is a former Canadian Army
Featherweight Boxing Champion and has won the Golden Glove competition in
Montreal. He served his country in the Korean War and is an integral member of
the Stittsville Legion. John’s passion for sports led him to form a local
boxing club, a recreational men’s fastball league, as well as the bantam girls’
softball team, the Stittsville Roadrunners. John is also the founder of the
Stittsville Merchant Select teams who have hosted numerous old-timer hockey
tournaments and participated in national and international tournaments,
including the Can-Am Tournament in Lake Placid. In addition to playing and
coaching, John has been a stick boy, an umpire, an official time keeper, and a
referee. He has also maintained baseball diamonds in Stittsville for 15 years
and has contributed to fundraising efforts by hand-crafting benches for the
benefit of local sports teams.
John has many accomplishments
under his belt, and his charitable spirit has touched the lives of so many
people in the community. He has received several awards of appreciation from
the sporting community, including the Stittsville Men’s 30 Plus Hockey League
and the men’s and women’s recreational softball leagues, and was inducted to
the Goulbourn Sports Wall of Fame in 1999.
He also received the
Legionnaire of the Year Award in 2002 and the Certificate of Merit from the
Government of Canada for his contributions to his community. In recognition of
John’s dedication and contributions over the years, the City has been asked to
name the Stittsville Arena the “Johnny Leroux Community Centre.”

En 2002, le Conseil municipal a mis en place le
programme de noms commémoratifs dans le but d’officiellement rendre hommage à
des personnes qui ont fait preuve d’excellence, de courage ou qui ont rendu des
services exceptionnels aux résidents de la Ville d’Ottawa, de l’Ontario ou du
Canada. Ce programme donne l’occasion à la Ville d’honorer la contribution et
le dévouement de ces gens en attribuant leur nom à une rue, à un parc ou à une
installation d’Ottawa.
En réponse à une demande reçue dans le cadre du
programme de noms commémoratifs, la Ville propose d’attribuer le nom
commémoratif Centre communautaire
Johnny-Leroux à l’aréna de Stittsville, située au 10, voie Warner-Colpitts,
juste au bout de la rue principale de Stittsville.
John Leroux est un résident intègre de Stittsville,
bien connu pour son rôle dans l’organisation d’initiatives sportives. Ancien
champion de boxe poids plume de l’Armée de terre canadienne, il a remporté la
finale des Gants dorés, à Montréal. Il a servi son pays pendant la guerre de
Corée et fait aujourd’hui partie de la Légion de Stittsville. Sa passion pour
le sport l’a poussé à fonder un club de boxe, une ligue masculine récréative de
balle rapide et une équipe féminine bantam de balle molle, les Roadrunners de
Stittsville. John est aussi le fondateur des équipes Merchant Select de
Stittsville, qui ont organisé des tournois d’anciens joueurs et pris part à des
événements nationaux et internationaux, comme le tournoi Can-Am à Lake Placid.
Joueur et entraîneur, John a à tour de rôle été préposé aux bâtons, arbitre
adjoint, chronométreur et arbitre. Il s’est
occupé de l’entretien des terrains de baseball de Stittsville pendant
15 ans, et a pris part aux activités de financement en fabriquant des
bancs au profit des équipes sportives de la région.
Les réalisations de John sont nombreuses, et sa
générosité a touché bien des membres de la communauté. Il a reçu plusieurs prix
de reconnaissance du milieu du sport, notamment de la ligue de hockey masculine
30 ans et plus de Stittsville et des ligues masculine et féminine de balle
molle. En 1999, son nom a été inscrit au Mur de la renommée du sport de
Goulbourn. Il a été désigné Légionnaire de l’année en 2002 et a reçu le
Certificat de Mérite du
gouvernement du Canada pour ses contributions à la communauté. Pour rendre
hommage au dévouement et aux bons offices de John des dernières années, on a
demandé à la Ville d’Ottawa de nommer l’aréna de Stittsville « Centre
communautaire Johnny‑Leroux ».
