Advisory Committee Coordinator opened the meeting and called for nominations
for the positions of Chair and Vice-Chair.
For each position only one nomination was received and accepted.

That the Ottawa Forests and Greenspace Advisory Committee appoint Iola
Price to the position of Chair for a term expiring on 31 December 2005.

She reviewed the
action items from the November and December 2004 meetings and asked
members to confirm their attendance with the Advisory Committee Coordinator
prior to each meeting.
Action: Previously noted action
items related to the Capital Standards Review, Land Trust and Maintenance
Standards were held over for further action.

Chris Ellis,
Hearts Desire Community Association addressed the committee on the following matters:
·
The
construction by the City of Ottawa of a sewer collector and its impact on the
Hearts Desire Forest, owned by the City.
The sewer collector will service the communities of Stonebridge, new
developments North and West of Hearts Desire, and the new Barrhaven Town Centre.
·
The rezoning of two heavily treed parcels of land totalling 6 acres to
permit 33 single-family homes, resulting in the loss of a considerable number
of trees.
An email addressing Mr. Ellis’ first point was
received and is on file with the Advisory Committee Coordinator from Brian Finch, President, Friends of the Jock River.
Action: Craig Huff, City
Forester will report on action
taken to stop and mitigate the flooding in Hearts Desire forest.

2. Poets' PaTHWAY Proposal (Southern
Corridor lands between McCarthy Road and the RIDEAU River) commemmorating

Erwin Dreessen, Greenspace Alliance of Canada’s Capital, a proponent of the Poet's Pathway, explained that the National Capital Commission, owner of most of the lands in the Southern Corridor, is appealing the proposed designation as Major Open Space in the Official Plan. He advised that a pre-hearing of the Ontario Municipal Board (OMB) would be held on 8 February 2005.
Mr. Dreessen responded to a question from F. Coates with
respect to his involvement with an ad hoc group organised by Councillor Maria
McRae on this matter. Mr. Dreessen will
be appearing before OFGAC at its February meeting to provide additional
information, following the OMB pre-hearing.

3. FOREST STRATEGY – NEXT STEPS
STRATÉGIE

David Miller,
Planner, Planning, Environment and Infrastructure Policy Branch of the
Department of Planning and Growth Management presented and
discussed the contents of a working draft as a starting point to the
development of a Forest Strategy for the City of Ottawa. Mr. Miller indicated that the process would
span 8 to 9 months and will include meetings with agencies and consultation
with the general public. He responded
to questions from members pertaining to the Biodiversity Strategy, City Green
and heritage trees.

1: D. Miller will
provide an electronic copy of the draft for circulation to members.

2: The Forest
Strategy Working Group, lead by F. Coates and comprised of S. Garland, T.
Kapler, P. Leenhouts, J. Oblak and G. Olmstead will review the preliminary
draft and work with Mr. Miller on the development of a Forest Strategy for the
City of Ottawa.
4. GREENSPACE MASTER PLAN – NEXT STEPS

The following
staff from the Planning, Environment and Infrastructure Policy Branch of the
Department of Planning and Growth Management appeared before the committee to
discuss the development of a Greenspace Master Plan
(GMP):

Bruce Finlay, Deborah Irwin and Nelson Edwards,
Planners
·
Carol Christensen, Manager,
Environmental Management.
The
group circulated and reviewed a draft strategy, which is on file with the
Advisory Committee Coordinator. The GMP will implement the Urban Natural Areas Environmental Evaluation
Study. The planners and
manager responded to questions from members pertaining to elements of the
strategy, including the Official Plan amendment, on which they are seeking the
committee’s comments.
Action 1: Mr.
Finlay will provide a copy of the documentation for distribution to members.
Action 2: The
Greenspace Master Plan Working Group, lead by Vice-Chair Oblak and comprised of
F. Coates, S. Garland, D. Ironside, N. Parent, R. Pell and M. Rowsell will meet
to review the draft (especially the Official Plan amendment) and provide a
summary at the next meeting. The
Working Group will continue to work with the planners during the development of this
plan in accordance with time lines and opportunities provided for public
consultation.

A revised Annual Report was circulated to members and is on file with the Advisory Committee Coordinator. Minor changes were made to the wording of Item C3, third bullet to read as follows: “…and the Canadian Forest Service is now re-considering its involvement in urban forestry.”

the 2005 Budget.

Action: Robbie Tremblay, Advisory Committee Coordinator will provide the Disposition for the Council Committee of the Whole 2005 Budget deliberations. The document outlines the motions, which were adopted amending the draft budget.
9. Tree Preservation and Sensitive Marine Clay – 297 Cooper and 41 Florence (Geotechnical Reports) – Update and Further Action

With the consent of the committee, Items 9 and
10 were considered immediately following Item 5.
Craig Huff, City Forester indicated that the
independent geotechnical reports were received and confirmed that the trees
were contributing factors of the foundation damage at both locations. He also advised that the City Solicitor
issued a legal opinion supporting the removal of the trees. Members discussed the broader implications
of the policy and its review.
Glenn Allan, Centretown Citizens Ottawa Corporation (CCOC), Maintenance Coordinator noted that the CCOC is a private not-for-profit corporation and commented on re-planting at 41 Florence.
Action: G. Brassard will continue to work on this issue with È. Wertheimer of the Local Architectural Conservation Advisory Committee and Craig Huff, City Forester, in conjunction with efforts by Councillor Diane Holmes.

Craig Huff, City Forester
provided a verbal report on the following matters:

The planting of
150 one-inch caliper trees for Ottawa’s 150th Anniversary,
·
The annual
planting of trees in Orlando Park in conjunction with Earth Day, and
·
The expansion of
the Lemieux Island water treatment facility and impact on mature trees,
including significant black walnuts.
Action: M.
Gauthier will liaise with Forestry Services on the tree planting initiatives.

D. Ironside noted that the Heritage Tree Working Group would be meeting the week of 13 February 2005.
Action: The Heritage Trees Working Group, lead by D. Ironside and comprised
of G. Brassard, T. Kapler and M. Muleski will consult with the Chair of the Arts, Heritage and Culture Advisory
Committee and the President of Heritage Ottawa to receive support for the
Heritage Tree proposal. The lead will
call a meeting of the working group to develop next steps.
