CONFIRMATION OF MINUTES RATIFICATION DES PROCÈS-VERBAUX Minutes 22 of the Ottawa Built Heritage Advisory Committee of 21 June 2012 were confirmed. APPLICATION FOR DEMOLITION AND NEW CONSTRUCTION DEMANDE DE DÉMOLITION ET D’UNE NOUVELLE CONSTRUCTION 1. APPLICATION FOR DEMOLITION AND NEW CONSTRUCTION IN THE ROCKCLIFFE PARK HERITAGE CONSERVATION DISTRICT AT 600 ACACIA AVENUE DEMANDE D’AUTORISATION DE DÉMOLITION ET DE NOUVELLE CONSTRUCTION DANS LE DISTRICT DE CONSERVATION DU PATRIMOINE DE ROCKLIFFE PARK AU 600, AVENUE ACACIA ACS2012-PAI-PGM-0190 RIDEAU-ROCKCLIFFE (13) REPORT RECOMMENDATIONS That the Ottawa Built Heritage Advisory Committee recommend that Planning Committee recommend that Council: 1. Approve the application for demolition and new construction at 600 Acacia Avenue as per drawings submitted by Julian Smith & Associates Architects and attached as Documents 3, 4, and 5; 2. Delegate authority for minor design changes to the General Manager, Planning and Growth Management Department; and 3. Issue the heritage permit with a two-year expiry date from the date of issuance. (Note: The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on October 3, 2012.) (Note: Approval to Alter this property under the Ontario Heritage Act must not be construed to meet the requirements for the issuance of a building permit.) Lesley Collins, Heritage Planner, provided an overview of the report and outlined staff’s recommendations and reasoning. Julian Smith, Architect spoke to the design of the property and responded to questions. Mr. Juan Antonio Martin, Deputy Head of Mission and Chargé d’Affaires, a.i. and Mrs. Esperanza Sànchez, Chancellor, Embassy of Spain appeared before Committee and although they generally support the staff recommendation they did express concern with the fate of the accessory building that is shared on both properties. Mr. Smith assured the delegation that the shared building would not be demolished as part of this application and that it is the owner’s intent to involve the Spanish Embassy on any decisions regarding this structure in the future. Staff noted that any plans to demolish or alter the building in the future would require approval under the Ontario Heritage Act. The committee received the following correspondence on this matter, copies of which are held on file with the City Clerk: * Email dated 27 July 2012 from Grant Lindsay, Principal Municipal Planner, National Capital Commission * Email dated 29 July 2012 from Heritage Ottawa The report recommendation was moved by Alice Fyfe and CARRIED as presented. ADDITIONAL ITEM POINT SUPPLÉMENTAIRE Moved by E. Eagen That the Ottawa Built Heritage Advisory Committee approve the addition of the following item for consideration by the Committee at tonight’s meeting, pursuant to Section 20(3) of the Procedure By-law (being By-Law No. 2007-104). CARRIED 2. ADVISORY COMMITTEE RENEWAL TO SUPPORT COUNCIL’S TERM OF COUNCIL PRIORITIES - DISCUSSION RENOUVELLEMENT DES COMITÉS CONSULTATIFS AFIN DE SOUTENIR LE MANDAT DU CONSEIL - DISCUSSION Jay Baltz and Leslie Maitland, Heritage Ottawa noted that although they agree that the City needs to revisit the Advisory Committee’s structure to increase efficiency, they do have concerns with what is being proposed for the Ottawa Built Heritage Advisory Committee (OBHAC). They indicated they have been researching other Municipality structures and noted that none of the other larger municipalities in the province have Advisory Committees where there are more Councillors than citizen members. They stressed the importance of citizen input into heritage issues in this city. They indicated they were not in favour of the proposed structure and would be speaking to the report at the upcoming Joint Finance & Economic Development Committee (FEDCO) and Governance Renewal Sub-Committee meeting. Members discussed making a presentation at the Joint meeting, outlining specific details to include, and also stressed concerns related to the proposed ratio of Councillors to citizens. It was also noted that meeting only once a month will not always allow for the 90 day timeline for applications. Chair Mulholland noted he had drafted a comment sheet on behalf of the Committee based on input received from members. The Committee agreed to forward the comments to the Chair and Members of the Joint meeting. Action: Coordinator will forward OBHAC comments in a memo to the joint FEDCO and Governance Renewal Sub-Committee meeting scheduled for August 30, 2012. OTHER BUSINESS AUTRES QUESTIONS * Chair Mulholland submitted a request that the City’s Heritage Branch examine the heritage value of the Main Branch of the Ottawa Public Library for designation under Part IV of the Ontario Heritage Act and inclusion on the Heritage Register. Ms. Collins suggested the Chair forward his request directly to John Moser, General Manager, Planning and Growth Management. * Ms. Collins noted that the call for submissions for the Ottawa Architectural Conservation Awards (OACA) is now open. She discussed different methods of advertising this year as well as ways to encourage submissions.
