REPORT RECOMMENDATIONS

 

That the Local Architectural Conservation Advisory Committee recommend that Agriculture and Rural Affairs Committee recommend that Council:

 

1.                  Approve the alterations to the Cheshire Cat Pub, 2193 Richardson Side Road, in accordance with the designs by Malcolm Wildeboer of Ralph Vandenberg Architect Architect Inc. as received on October 21, 2008 and included as Documents 3 and 4.

 

2.                  Delegate approval of any subsequent design changes of a minor nature associated with this application to the Director of the Planning Branch.

 

(The 90-day timeline under the Ontario Heritage Act will expire on January 19, 2009.)

 

(Note: Approval to Alter this property under the Ontario Heritage Act must not be construed to meet the requirements for the issuance of a building permit.)

 

 

RECOMMANDATIONS DU RAPPORT

 

Que le Comité consultatif sur la conservation de l’architecture locale recommande au Comité de l’agriculture et des questions rurales de recommander à son tour au Conseil :

 

1.         d’approuver la modification du pub Cheshire Cat, situé au 2193, route secondaire Richardson, conformément aux dessins réalisés par Malcolm Wildeboer, du cabinet Ralph Vandenberg Architect Inc., qui ont été reçus le 21 octobre 2008 et qui font l’objet des documents 3 et 4.

 

2.         De déléguer au directeur de l’Urbanisme l’approbation des modifications conceptuelles mineures qui pourraient être apportées ultérieurement à l’immeuble visé par cette demande.

 

(Le délai de 90 jours prévu par la Loi sur le patrimoine de l’Ontario expire le 19 janvier 2009.)

BACKGROUND

 

The Cheshire Cat Pub, located at 2193 Richardson Side Road at the intersection of Carp Road, was formerly SS #1 constructed in 1883. A location plan is included as Document 1.

 

The property was purchased by Thomas Mulligan, in 1820. He donated land for a school and the first of four schools on this site was known as Mulligan’s School. The property was designated by the former Township of West Carleton, through By-law 14-2000 prior to municipal amalgamation. The Statement of Reason for Designation is included as Document 2 and a longer building history is included as Document 3.

 

The project proposes to enhance and protect the heritage character of the stone building by reproducing and reinstating the missing bell tower, repointing the stone walls and redesigning the front vestibule to more closely resemble the original. The project will also provide a kitchen addition at the side of the building to accommodate space for food delivery, storage, preparation and office space. The gabled addition will be clad in board and batten wood siding with two dormers and decorative bargeboard as shown in Documents 3 and 4.

 

The new kitchen addition will enable the relocation of ducts and vents that currently clutter the small roof on the east side as seen in the photos included as Document 5.  The addition will be located at the north east corner of the building near the northerly property line as shown in the Site Plan included as Document 6. An existing herb garden that serves the restaurant and enhances the grounds will remain in front of the addition. 

 

DISCUSSION

 

Parks Canada’s “Standards and Guidelines for the Conservation of Historic Places in Canada,” addresses the issue of additions to historic buildings in its guideline “New additions to Historic Places.”  The “Standards and Guidelines” state:

 

Design for the new work may be contemporary or may reference design motifs from the historic place. In either case, it should be compatible in terms of mass, materials, relationship of solids to voids, and colour, yet be distinguishable from the historic place.

Designing a new addition in a manner that draws a clear distinction between what is historic and what is new.

  

Placing a new addition on a non-character-defining portion and limiting its size and scale in relationship to the historic place.

 

The proposed addition reflects these Guidelines.  The addition references design motifs in the original schoolhouse such as the decorative bargeboard and complements the stone building through its gabled form but distinguishes itself through the use of vertical wood siding. The addition is set back from the front and side façades of the historic building to the fullest extent given the shape of the lot.

 

The reproduction and reinstatement of the missing bell tower will restore an important heritage feature of the former schoolhouse while contributing to the visual prominence of this local landmark as seen from Carp Road and Richardson Side Road. The restoration of the stone walls will further enhance the heritage character and longevity of the building.
