PRESENTATION

1.         RELOCATION OF THE MARCH HOUSE – PRESENTATION AND DISCUSSION

DÉMÉNAGEMENT DE LA MAISON MARCH – PRÉSENTATION ET DISCUSSION

 

Councillor Peggy Feltmate, accompanied by Les Nalezinski, Program Manager, Real Estate Services discussed the possible relocation of the March House, a property designated under Part IV of the Ontario Heritage Act.  The Councillor noted that the original plan was to move the building across the street adjacent to the Old Town Hall.  However, due to a land swap between the City and Minto, involving lands adjacent to the Town Hall and Trillium Woods, there is no longer enough land to accommodate this plan.  Subsequent to discussion with members of the community and staff, a resident has offered to locate the building on an alternative site, about two kilometres away and to pay for the necessary rehabilitation work, including a new foundation, roofing, stone re-pointing and installation of services.

 

Sally Coutts, Heritage Planner and Stuart Lazear, Coordinator Heritage Planning responded to questions pertaining to the provisions and requirements of the Ontario Heritage Act.  Staff and the Councillor responded to questions and discussion from members pertaining to the Act, relevant Official Plan policies, future use of the building, and the possibility of implementing an easement or legal agreement to ensure the protection of the building if it is moved.

 

David Flemming, President, Heritage Ottawa noted that this building was the first to be designated by the new City of Ottawa, post amalgamation.  He expressed disappointment that the relocation of the building was not considered when the land swap was negotiated.  Mr. Flemming reiterated pertinent Official Plan policies and urged the City not to create a precedent for developers.

 

Moved by A. Keith:

 

Whereas the Local Architectural Conservation Advisory Committee (LACAC) will review the relocation of the March House when a proposal is submitted indicating the suggested new location and usage of the building;

 

Therefore be it resolved that the Local Architectural Conservation Advisory Committee recommend that:

·        The formal proposal for disposal and application for de-designation under the Ontario Heritage Act be dealt with concurrently by LACAC, Standing Committee and Council; and,

·        The proposal address the means by way of an easement or a legal agreement to ensure the protection of the building and its cultural heritage character.

Action:            Chair Baltz will forward the motion to the Councillor and staff.

 

 

2.         HISTORIC OTTAWA DEVELOPMENT INC. – Presentation and discussion on LACAC's Involvement

HISTORIC OTTAWA DEVELOPMENT INC. – prÉsentation et discussion sur la Participation du CCCAL

 

Mark Brandt, President, accompanied by Guy Legault, Vice-President discussed the history, role, mandate and funding of Heritage Ottawa Development Inc. (HODI).  A fact sheet on the organisation was distributed and is on file with the Committee Coordinator.  Discussion also occurred on past and future projects.

 

Action:            P. Stumes and M. Nesdoly will continue to serve as LACAC’s representatives on the Board of Directors of HODI.  Members will provide feedback to the liaisons for transmission to HODI.

Stuart Lazear, Coordinator Heritage Planning provided an overview of the departmental report, including a review of the following: past proposals, heritage overlay provision, as well as drawings and elevations of the new design.

 

Olivier Legault, architect, accompanied by Terry Guilbault, Canril Corporation reviewed the new design and the proposed materials.  They responded to questions and comments from members pertaining to vehicular access, animation on Murray Street, natural light, and signage.

Moved by S. Whamond:

 

That the Local Architectural Conservation Advisory Committee recommend that Planning and Environment Committee recommend that Council approve the application for new construction in the By Ward Market Heritage Conservation District at 90 George Street/135 Rideau Street in accordance with the plans filed by Béïque, Legault, Thuot Architects on June 7, 2005 included as Documents 2-5. This design will amend the previous approval by Ottawa City Council of March 9, 2005.

4.         DESIGNATION OF ÉCOLE DU SACRÉ COeuR, 19 MELROSE avenue UNDER PART IV OF THE ONTARIO HERITAGE ACT

Vice-Chair Warren chaired the meeting during consideration of this item, as J. Baltz chose to take part in debate.

 

Sally Coutts, Heritage Planner, provided an overview of the departmental report and the Statement of Reason.  She noted that the City of Ottawa pursued designation following a formal request by the Hintonburg Community Association.  Ms. Coutts explained that the Ottawa-Carleton Catholic School Board undertook an independent heritage assessment and in a letter indicated that it could not refute the validity of pursuing designation of the former school.

 

Paulette Dozois, Hintonburg Community Association endorsed the departmental report and discussed the importance of the building as it relates to the Franco Ontarian population and the community as a whole.

 

Yves Moreno, President, St. François d’Assise School Council also supported the designation and discussed the school as it relates to the parish, adjacent school, and francophone community.  Mr. Moreno also submitted a letter, which is on file with the Committee Coordinator.

 

Ginette Robert, Anti Poverty Project discussed alternative uses for the building and its current condition.

That the Local Architectural Conservation Advisory Committee recommend that Planning and Environment Committee recommend Council approve the designation of the former École du Sacré Coeur, 19 Melrose Avenue, Ottawa, under Part IV of the Ontario Heritage Act.

DEMANDES DE RENSEIGNEMENTS

 

In response to a query by M. McGregor, Stuart Lazear, Coordinator Heritage Planning noted that heritage streams cannot be designated under the Ontario Heritage Act, but other programs exist with non-governmental organisations and at the federal level.

 

 

OTHER BUSINESS

AUTRES QUESTIONS

 

The following items were discussed:  the new Ontario Heritage Act, Creative Spaces and Places Conference and problems with technical equipment used in the meeting room.

 

Action 1:         At the request of members, the Committee Coordinator will forward hardcopies to members of the new Ontario Heritage Act and a link to the Ministry of Culture website.


Action 2:         Chair Baltz will approach the appropriate staff with respect to faulty technical equipment in the meeting room.
