Sally Coutts, Heritage Planner provided an overview of the departmental report outlining the design of the new construction and the materials, which will be used. She noted that a variance was granted at Committee of Adjustment related to the permitted height under the heritage overlay provision. Ms. Coutts explained that the design guidelines encourage the use of a fence on the front property line. The applicant was asked to keep the height of the fence at one meter in order to meet the requirements of the new Fence By-Law and the district design guidelines. Ms. Coutts also requested that the cornice be lowered in keeping with the area and that certain lights on the front façade be omitted from the final design. Member J. Critchley spoke in favour of the fence, citing his personal experience as a homeowner in Centretown.
Chair G. Obagi noted that an email correspondence dated October 3, 2003 was received from Lucie Fontein and is on file with the Committee Coordinator.
François Latreille, the applicant was in attendance and provided a detailed written submission (on file with the Committee Coordinator) outlining the application. Mr. Latreille answered questions from members of the committee pertaining to the use of materials, building footprint, and proposed fence. He agreed to lower the cornice, but noted that the proposed lights on the front façade will showcase the new building and appeal to homebuyers.
Member A. Keith moved the following motion: “That the design of the new construction be amended in order to remove three exterior lights on the front façade excluding the light adjacent to the door and to lower the cornice by 2 courses of brick as agreed to by the applicant.” Member L. McGovern requested that the two matters be voted on separately.

Sally Coutts, Heritage Planner provided an overview of the departmental report outlining the structure’s context, reason for designation and City of Ottawa policies as they relate to City owned heritage structures. She suggested that when the building is moved, it remain within the same intersection in order to preserve its historical context. Ms. Coutts noted the associated costs to move the building. She responded to questions from members related to the exact location the building will be moved to, cost for the move, current and former uses, and ownership.

Bob Gregory, resident of Kanata urged the City to proceed with designation of the March House, an important meeting place for the Community over the years as a post office, grocery store and restaurant. He noted that the March House is an important part of a grouping of heritage buildings in the South March area, including the former townhall, schoolhouse, farmhouse, St. Isodore Church and nearby log house. He indicated the Community is worried about the future of the March House, one of only a few remaining stone buildings in the area. He noted that the space could be used for meeting space, which is very much needed in Kanata. Mr. Gregory also suggested that once the building is moved, it could also be sold to private interest. He suggested that the budget for the road widening might include funds to move the building.
With respect to repointing the stone, Ms. Coutts suggested that such work be done once the structure is moved. She referenced the engineer’s report, which states that the building can be moved in its present condition.
David Jeans, Heritage Ottawa referenced the memorandum submitted by David Flemming, President of Heritage Ottawa strongly supporting the designation of the March House. He reiterated that the building is of significant heritage value in terms of its context. He suggested that LACAC should not study the financial implications of moving the building, rather it should focus on its designation and preservation. He reiterated Heritage Ottawa’s position, which is that the building be protected and adequately repaired until a proper use can be found.

Architectural Conservation Advisory Committee recommend that Planning and
Development Committee and Council approve the designation of the former March
House Restaurant, 806 March Road, under Part IV of the Ontario Heritage Act in
accordance with Statement of Reason for Designation attached as Document 4.

REGISTRY OFFICE AND RIDEAU CENTRE REDEVELOPMENT

· Heritage Advisory Committee memorandum to the General Manager of the Rideau Centre, 6 October 2003.
Bob Gregory, Chair, Heritage Advisory Committee (HAC), noted that the goal of this presentation was to keep LACAC informed on issues of common interest, including HAC’s lobbying efforts with respect to the Registry Office. He reviewed HAC’s letter to the General Manager of the Rideau Centre.
David Jeanes, Heritage Ottawa, noted the historical and architectural importance of the Registry Office. He stated that it would be inappropriate to move the building as suggested. He noted that the façades should not be hidden in the expansion of the Rideau Centre and noted successful examples of modern malls that have incorporated heritage buildings in their design and construction.
Member G. Shemdin strongly supported the Heritage Advisory Committee and Heritage Ottawa’s positions on this matter. She agreed that it could easily be integrated in the design of the expanded mall. Member P. Stumes touched on the historical significance of the Registry Office.

That the Local Architectural Conservation Advisory Committee
recommend that in the planning of the expansion of the Rideau Centre, the
Registry Office building be conserved on its site preserving its fabric,
context and historical significance.

In response to questions from members of committee, Ms. Coutts indicated that the owner’s permission is not required to pursue designation and that staff are very willing to work with the Community and LACAC members to prepare a designation. Member È. Wertheimer reference the federal Historic Places Initiative and possible funding opportunities.
That the Local Architectural Conservation Advisory Committee:

Receive a presentation from
staff on LACAC’s role as it relates to heritage designation under Part IV and V
of the Ontario Heritage Act (OHA); and,
2.
Include in the 2004 Workplan,
the creation of a OHA Designation Sub-Committee.

sub-committee leads to provide a brief explanation of each sub-committee’s work
over the last year to include in the annual report.
Bus Tour
Chair G. Obagi noted that the tour
is scheduled for October 18, 2003 and distributed a map of the event. He asked members to confirm their attendance
by contacting the Committee Coordinator.
He noted that lunch was not provided.
In response to a question from Member A. Keith, Mr. Obagi noted that
Jeannie Smith of the Cumberland Historical Society and Cumberland Heritage
Village Museum Board would lead the tour.

HODI Liaison Group
Member P. Stumes explained that
Heritage Ottawa Development Inc. (HODI) was founded in 1978 with funding from
the Province of Ontario ($80,000) and the former City of Ottawa ($50,000). He stated that a contract was signed between
HODI and the former City of Ottawa in order for HODI to provide funding to
property owners for restoration projects.
He added that the contract also required HODI to report annually to
LACAC on its activities and a member of LACAC must also serve on the Board of
Directors of the organisation. Mr.
Stumes urged LACAC to take a leadership role in HODI in order to utilise the
funds currently available, which he estimated at $50,000. He undertook to organise a meeting of
LACAC’s Chair, HODI’s President, and the Liaison Group.

Sally Coutts, Heritage Planner noted that
Councillor Alex Munter met with the applicant, Member J. Critchley and herself
prior to the meeting in order to incorporate some of LACAC’s suggestions in the
design. She suggested that the
amendments approved by Planning and Development Committee (PDC) and Council
point to the value of having a member of LACAC present at PDC meetings to
address the committee’s recommendations.

Sponsorship of Heritage Ottawa Workshops
Member P. Stumes explained that Heritage Ottawa
is organizing workshops for owners of heritage buildings. He noted that Heritage Ottawa requested that
LACAC sponsor the workshops and that no financial contribution would be
required. Members agreed to
participate.
