That the Local Architectural Conservation Advisory Committee approve the consideration of this item, pursuant to Section 82(3) of the Procedure By-law (No. 2002-247).

Sally Coutts, Heritage Planner provided an overview of the department al report and slides of the street and neighbouring buildings.  She commented on the topography of Pond Street and presented sketches of the façades.  Ms. Coutts indicated that a one and half storey building is proposed in order not to obscure the view of the neighbours on the crest of the hill.  The structure will be of a simple design in conformity with the Rockcliffe Park Heritage Conservation District Study.  It will be clad in stone and stucco panels with metal windows, wood soffitts and asphalt shingles.  Large caliper trees will be kept on site.

 

Ms. Coutts explained that variances approved at Committee of Adjustment were appealed to the Ontario Municipal Board by the City of Ottawa.  However, both parties have reached an agreement.  She and Mr. Tino Tolot, Liff and Tolot, Architects responded to questions from members of the advisory committee pertaining to the size of the proposed structure, landscaping, excavation, variances and materials.  Mr. Tolot explained that dressed sable coloured stone would be used around the doorway to add massing and clean lines to the entrance.  He added that rough cut stone with a natural brownish tinge would be used on the remainder of the façade.

 

Alan K. Cohen, Soloway Wright, solicitor for the applicant provided some background on this particular area of Rockcliffe Park based on his past experience in planning law as solicitor with the Village of Rockcliffe Park prior to amalgamation.  He noted that this particular area is quite different from others in Rockcliffe Park due to the topography.  The subdivision was developed starting in 1981.

6.         UPDATES FROM SUB-COMMITTEES

MISE À JOUR DES SOUS-COMITÉS

 

Awareness and Outreach

Member A. Jones requested a list of designated properties in West Carleton for the purpose of identifying and photographing sites for the next set of bookmarks.  Sally Coutts, Heritage Planner, agreed to provide such a list and circulate photographs held on file.

 

Barns

Lead J. Curry reported that the sub-committee meets regularly and will present a proposal for a recognition program at the next meeting.  He commented that a barn could be included in Doors Open Ottawa next year.  Sally Coutts, Heritage Planner commented that the organizing committee would like to include such a building in the future.  Member A. Keith indicated that the sub-committee is undertaking a cataloguing of barns in the City of Ottawa.  He noted the sheer numbers of barns would lengthen the process.

 

Heritage Ottawa Development Inc. (HODI) Liaison Group

Member P. Stumes noted the extreme potential of the organization with respect to heritage restoration.  He noted that the liaison group would be meeting with the Marc Denhez, President of HODI following LACAC’s 3 June 2003 meeting.  Member G. Shemdin joined the liaison group.  Sally Coutts, Heritage Planner recommended that background information on HODI be circulated to members prior to the next meeting.

 

Long-Term Recommendations (Waller / Nicholas / Laurier Triangle Demolitions

In response to a question from Member J. Curry, Sally Coutts, Heritage Planner advised that the negotiations between the City and the developer are on-going.

 

Villages & Hamlets and “Lost Communities”

Member A. Jones presented a overview of the lost community of Kingdon Mines in West Carleton.  He noted that the Fitzroy Historical Society would be presenting information on Kingdon Minds at a session on 17 October 2003.  Mr. Jones provided directions to the site and information from the publication “Ghost Towns of Ontario” by Ron Brown.  Notably, the town was the largest producer of zinc and lead in Canada between 1914 and 1931.  The town was lost in 1931 when ore could no longer be found on site and a dam was built on the Ottawa River.  The member suggested that a plaque could be erected on site to commemorate the town. 

 

Member A. Jones noted that a subdivision would be proceeding in the area.  Sally Coutts, Heritage Planner stated the site has archaeological potential and an archaeological review could be required as part of the application to redevelop the site.

 

Member P. Stumes recommended that Mr. Jones get in contact with Heritage Ottawa on this matter and undertook to communicate with the Association of Industrial Archaeology.  Member J. Curry indicated that cottages and some streets were still visible in the area in the 1970s.  He noted that many laneways in West Carleton were covered in white lead stone from the tailings of the mine.
